Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newson on March 17, 2020, cities are allowed to hold City Council meetings via teleconferencing and members of the public can observe and address the meeting telephonically or electronically. ADOPTION OF RESOLUTION NO. 20-5482 ADOPTING THE STATEMENT OF INVESTMENT POLICY FOR FISCAL YEAR (FY) 2020-21 The City’s Statement of Investment Policy establishes an administrative plan which allows investment of the City’s idle funds in financial institutions, government agencies, the State of California Local Agency Investment Fund, the Los Angeles City Council Agenda June 29, 2020 Page 2 of 4 County Pooled Investment Fund and medium term corporate notes which meet the criteria required for safety and liquidity. Recommendation: Adopt Resolution No. 20-5482 adopting the Statement of Investment Policy for FY 2020 -21. 5. PUBLIC HEARING A. ADOPTION OF RESOLUTION NO. 20-5480 ADOPTING THE ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR (FY) 2020-21 Article XIII-B provides limits to the amount of tax proceeds stated and local governments can spend each year. Staff has complied with all the provisions of Article XIII-B in determining the Limit for Fiscal Year 2020-21. In order to be in compliance with California State Law, City Council adoption of the resolution is necessary. Presentation: Administrative Services Director Recommendation: 1. Receive presentation from staff; 2. Open the public hearing; 3. Receive public input; 4. Close the public hearing; and 5. Adopt Resolution No. 20-5480 adopting the annual Appropriations Limit for FY 2020-21. B. ADOPTION OF RESOLUTION NO. 20-5481 APPROVING THE MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2020-21 Adoption of the resolution will update the City’s Master Fee and Fine Schedule for FY 2020-21. Presentation: Administrative Services Director Recommendation: 1. Receive presentation from staff; 2. Open the public hearing and receive public comment; 3. Close the public hearing; 4. Adopt Resolution No. 20-5481 (Attachment “A”) approving the Master Fee and Fine Schedule for Fiscal Year 2020-21. City Council Agenda June 29, 2020 Page 3 of 4 C. FISCAL YEAR 2020 -2021 PROPOSED ANNUAL BUDGET FOR FISCAL YEAR 2020-2021 Pursuant to Section 901 of the City Charter, the City Council is required to conduct a public hearing prior to the adoption of the Proposed Fiscal Year 20 20 - 2021 City Budget which includes the proposed revenues and corresponding expenditures. Presentation: Administrative Services Director Recommendation: 1. Receive presentation from staff; 2. Open the public hearing; 3. Receive public input; 4. Close the public hearing; 5. Direct staff on revisions to budget as appropriate; 6. Provide direction and final authorization on Fund Balance designations; and 7. Approve Resolution No. 20-5479 adopting the budget and approving appropriations for the City of Temple City f or the fiscal year commencing July 1, 2020 and ending June 30, 2021 and amend as necessary 6. NEW BUSINESS A. OVERVIEW OF TEMPORARY EMERGENCY ACTION RELATED TO CONTINUITY OF CITY SERVICES AND PERSONNEL AND REQUEST FOR DIRECTION Before the expiration date of June 30, 2020, the City Manager is seeking direction from the Council regarding those members of staff who fall into the category of receiving paid administrative leave. Recommendation: Provide direction to the City Manager, as the Director of Emergency Services, regarding certain personnel status for City staff and the budgetary considerations associated with such status in the time period after his emergency authority expires on June 30, 2020. 7.
