COUNCIL MINUTES
BUDGET HEARING - SEPTEMBER 21, 1993
A Budget Hearing of the Bal Harbour Village Council was held
on Tuesday, September 21, 1993, in the Council Chamber at Bal
Harbour Village Hall. The meeting was called to order by Assistant
Mayor Blank at 5:40 p.m.. The roll was called and those present
were:

Absent: Mayor Estelle Spiegel
Councilman Sol. M. Taplin
As a quorum was determined to be present, the meeting
commenced.
2. Discussion of Millage Rate - No increase over Rolled -
Back Rate: Assistant Mayor Blank announced that the
millage rate proposed is 0.0% over the rolled -back rate.
3. Discussion of Proposed Millage Rate: Mrs. Morris
explained the rolled -back millage rate for the upcoming fiscal year
is 3.21 mills. She further stated that the proposed millage rate
tentatively adopted is 2.64 mills.
4. Discussion of Proposed Budgets: None
5. Resolution - Adoption of Millage Rate: A Resolution
adopting the final millage rate was read, in full, by the Village
Attorney. Assistant Mayor Blank opened a Public Hearing for
comments. There being none, the Public Hearing was closed.
A motion to adopt this Resolution was offered by Councilman Boggess
and seconded by Councilman Hirschl. The motion carried with the
vote as follows: Assistant Mayor Blank aye; Councilman Boggess aye;
Councilman Hirschl aye; Mayor Spiegel and Councilman Taplin absent,
thus becoming

RESOLUTION OF BAL HARBOUR VILLAGE ADOPTING A FINAL
MILLAGE RATE FOR FISCAL YEAR 1993/94; PROVIDING FOR
AN EFFECTIVE DATE.
6. Ordinance/Public Hearing - Adoption of Proposed Budgets:
General Fund
An Ordinance adopting the General Fund Budget for Fiscal Year
1993/94 was read, by title, by the Village Clerk. Assistant Mayor
Blank then opened the Public Hearing for comments. There being
none, the Public Hearing was closed.
A motion was offered by Councilman Boggess and seconded by
Councilman Hirschl to enact this Ordinance. The motion carried
with the vote as follows: Assistant Mayor Blank aye; Councilman
Boggess aye; Councilman Hirschl Aye; Mayor Spiegel and Councilman
Taplin absent, this becoming

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR
THE PERIOD OF OCTOBER 1, 1993 TO SEPTEMBER 30, 1994 IN
THE AMOUNT OF $3,937,357; AUTHORIZING EXPENDITURES;
ESTABLISHING AN EFFECTIVE DATE.
Water Department
An Ordinance adopting the Water Department Budget for Fiscal Year
1993/94 was read, by title, by the Village Clerk. Assistant Mayor
Blank then opened a Public Hearing for comments. There being none,
the Public Hearing was closed.
A motion was offered by Councilman Boggess and seconded by
Councilman Hirschl to enact this Ordinance. The motion carried
with the vote as follows: Assistant Mayor Blank aye; Councilman
Boggess aye; Councilman Hirschl aye; Mayor Spiegel and Councilman
Taplin absent.
A motion was offered by Councilman Boggess and seconded by
Councilman Hirschl to amend this Ordinance by increasing the Water
Sales by $72,500 and decrease $72,500 from miscellaneous charge to
Fund Balance, with the total figure remaining the same. The motion
carried with the vote as follows: Assistant Mayor Blank aye;
Councilman Boggess aye; Councilman Hirschl aye; Mayor Spiegel and
Councilman Taplin absent, thus becoming

FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER
1, 1993 TO SEPTEMBER 30, 1994 IN THE AMOUNT OF
$903,264; AUTHORIZING EXPENDITURES; ESTABLISHING
AN EFFECTIVE DATE.
Sanitary Sewer Department
An Ordinance adopting the Sanitary Sewer Department Budget for the
Fiscal Year 1993/94 was read, by title, by the Village Clerk.
Assistant Mayor Blank then opened a Public Hearing for comments.
There being none, the Public Hearing was closed.

FOR THE SANITARY SEWER DEPARTMENT FOR THE PERIOD
OF OCTOBER 1, 1993 TO SEPTEMBER 30, 1994 IN THE
AMOUNT OF $700,751; AUTHORIZING EXPENDITURES,
ESTABLISHING AN EFFECTIVE DATE.
Department of Tourism
An Ordinance adopting the Department of Tourism Budget for the
Fiscal Year 1993/94 was read, by title, by the Village Clerk.
Assistant Mayor Blank then opened a Public HearingFfor comments.
There being none, the Public Hearing was closed.
A motion was offered by Councilman Hirschl and seQonded by
Councilman Boggess to enact this Ordinance. The motion carried
with the vote as follows: Assistant Mayor Blank aye; Councilman
Boggess aye; Councilman Hirschl aye; Mayor Spiegel and Councilman
Taplin absent, thus becoming

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET
FOR THE DEPARTMENT OF TOURISM FOR THE PERIOD OF
OCTOBER 1, 1993 TO SEPTEMBER 30, 1994 IN THE AMOUNT
OF $1,379,426; AUTHORIZING EXPENDITURES; ESTABLISHING
AN EFFECTIVE DATE.
7. Other Business: None
8. Adjourn: There being no further business to come before
the Council, a motion to adjourn was offered by Councilman Boggess
and seconded by Assistant Mayor Blank. The motion carried (3-0)
with Mayor Spiegel and Councilma Taplin absent, and the meeting
adjourned at 5:45 p.m.
