MANAGEMENT SERVICES DEPARTMENT MEMORANDUM DATE: July 7, 2020 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Bryan Ariizumi, Public Safety Supervisor SUBJECT: CONSIDERATION TO RECOMMENCE ENFORCEMENT OF STREET SWEEPING AND OVERNIGHT PARKING RESTRICTIONS RECOMMENDATION: The City Council is requested to consider recommencement of enforcement of street sweeping and overnight parking restrictions. BACKGROUND: 1. On March 13, 2020, the City Council adopted Resolution No. 20-5457, proclaiming the existence of a local emergency regarding COVID-19. 2. On March 17, 2020, the City suspended enforcement of street sweeping and overnight parking restrictions. 3. On March 19, 2020, the Los Angeles County Health Officer (Health Officer) issued the Safer at Home Order for the Control of COVID-19, until April 19, 2020. 4. On April 10, 2020 the Health Officer extended the Safer at Hom e Order for Control of COVID-19 until May 15, 2020. 5. On May 13, 2020, the Health Officer revised and extended the Safer at Home Order. The Order did not have an end date and will continue until further notice. ANALYSIS: In March 2020, the COVID-19 Pandemic affected everyone’s lives in a significant way. Residents were asked to telework from home. Schools and day care facilities were City Council July 7, 2020 Page 2 of 2 closed, leaving families without child care. Colleges and universities were closed, forcing students to vacate student housing and return home. To provide residents with some relief from the impacts of COVID-19, the City suspended the enforcement of street sweeping and overnight parking restrictions. This action allowed residents to park their vehicles on city streets, without fear of being cited for street sweeping or overnight parking restrictions. Since May 13, 2020, the Los Angeles County Health Officer has revised the Safer at Home Order / Safer at Work and in The Community Order multiple times to allow businesses and sectors to re-open with modifications. As businesses reopen, residents are beginning to return to work. An unintended consequence of suspending enforcement of street sweeping restrictions is the City’s mitigation efforts to comply with the U.S. Clean Water Act Total Maximum Daily Loads (TMDLs). TMDLs are the maximum amount of pollutants allowed to enter a body of water. While street sweeping parking restrictions are suspended, the street sweeper is unable to efficiently clean the streets due to the amount of vehicles parked on the street. The following is a possible schedule to recommence enforcement of street sweeping and overnight parking restrictions: Date(s) Parking Restriction Enforcement Activity Jul. 8 – Jul. 31, 2020 Street Sweeping Warning Citations Aug. 1, 2020 Street Sweeping Citations w/penalties Aug. 1 – Aug. 31, 2020 Overnight Warning Citations Sep. 1, 2020 Overnight Citations w/penalties CITY STRATEGIC GOALS: Recommencing enforcement of street sweeping and overnight parking restrictions will further the City’s Strategic Goals of Good Governance and Public Health and Safety. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2020-21 City Budget. ATTACHMENTS: None.
