The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit assisted Patrol Division during the year-end fireworks display and the New
Years Day Symphony by the Sea event. Code enforcement officers (CEOs) assisted with parking lot
security, vendor escorts, and clean-up.
CEOs patrolling the gated community routinely inspect construction sites to ensure they are properly
maintained. CEOs discovered a stie on the 100 Block of Camden Drive was not up to code standards.
They issued the property owners a code violation warning directing them to properly maintain the
property. CEOs also notified construction site personnel to return the site to standards.
The Code Enforcement Unit responded to a home on the 100 Block of Bal Bay Drive after Public Works
complained of debris on the property. The occupants stacked garbage bags instead of placing them in
collection bins. CEOs issued the homeowner a code violation warning and spoke with the property
manager about the debris.
CEOs assisted the Building Department in reference to a complaint about work without a permit. The
incident occurred at a beachside condominium where remodeling work was discovered but no permit
was on file. CEOs issued the property owners a code violation notice directing them to stop work until
they obtain proper permits from the Building Department.
Criminal Investigations
Personnel from the Criminal Investigations Division (CID) assisted the Patrol Division during the year-end
fireworks display and the New Year's Day Symphony by the Sea event. CID personnel assisted with site
security and event coordination.
Detectives are investigating an allegation of theft involving a high -value, diamond ring. The report was
filed months after the ring was discovered missing. The ring's owner suffers from dementia and may
have misplaced the ring. A court appointed attorney believes the ring may have been stolen by family
members or caregivers. Detectives had an extended interview with court appointed attorney to plot the
best course of action.
The CID completed its background investigations for two police applicants. The final reports were
forwarded to the Office of the Chief of Police for final review. The CID also completed the background
investigation for an applicant to the position of Assistant Village Clerk.
The CID assisted Police Administration in the preparation of yearly traffic enforcement statistics. The
information is used to evaluate the effectiveness of current traffic initiatives and provide accountability
to staff.
Detectives continue to work with investigators from the Navy Credit Union regarding fraudulent credit
card transactions that occurred at the Bal Harbour Shops. The case originated in Texas after a Texan
resident discovered his identity was compromised. Detectives met with personnel at the targeted
retailer in an effort to identify the person making the fraudulent transactions.

Remarks
Marine Patrol:
Bal Harbour marine officers with the assistance of Miami -Dade and Indian Creek marine officers secured
the Haulover Inlet and the ocean side waterways during the New Year fireworks celebration. The
coordinated efforts of the multi -agency marine units ensured the safety of all marine traffic during the
event.
Additionally, the marine officers conducted security checks and beachside directed patrols throughout
the week and assisted patrol officers after discovering an unauthorized vehicle was spotted by the Jetty
Cut Walk. The driver was cited and escorted from the area.
Beach Safety Detail Activity:
The BSO reported a high number of beach goers throughout the weekend. In preparation for the Bal
Harbour Village New Year celebration, the BSO conducted follow-up visits with all beach supervisors to
ensure all beach chairs were placed in the appropriate area(s) at the end of the day and secured by chain
and lock as discussed, a week prior. The BSO reported that all buildings adhered to this request, except
the Bal Moral. The BSO will be meeting with Bal Moral management.
While patrolling the beach the BSO observed employees at the Palace had erected a large tent in order
to have some protection/shade from the sun. Contact was made with the beach supervisor, and he was
advised of the Bal Harbour Village Code prohibiting tents on the beach and suggested an alternative
option by using beach umbrellas. Upon conducting a follow-up visit, the BSO reported the tent was taken
down and the employees erected beach umbrellas as discussed. The BSO also provided the beach
supervisor with an electronic copy of the Bal Harbour Village Code.
The BSO encountered a "beached" jet -ski wave runner on the shoreline directly behind The Seaview
Hotel. Contact was made with the operator who informed the BSO that the jet -ski which he had rented
was having mechanical issues. The rental company, along with Tow Boat US responded and towed the
jet -ski to Pelican Harbor Marina upon the request of the rental company representative.
This weekend the BSO encountered 5 dogs on the beach. All were removed upon request.
On Sunday, the BSO attended and provided security on the north end of the beach near the jetty for an
event hosted by Bal Harbour Village: The Symphony of the Seas, featuring the South Florida Symphony
Orchestra. The BSO reported the event was well attended by many Bal Harbour residents and visitors.
Summary of Noteworthy Calls for Service
12/30/2022 { Suspicious Incident I 9900 Block of Collins Avenue
Police officers responded to a westside condominium after a resident observed strangers urinating in
the parking lot. The complainant saw several occupants exit a white SUV and urinate at different
locations along the property. The suspects left the scene priorto police arrival. Officers canvassed the
area and noted no signs of criminal activity. Utilizing investigative means and working with the Town of
Surfside police detectives, this vehicle was linked to several vehicle burglaries that occurred in Surfside
and North Miami. An informational email and flyer were disseminated, and Bal Harbour is assisting our
neighboring agencies in this investigation.
12/30/2022 1 Gas Leak 19700 Collins Avenue
Maintenance personnel from the Bal Harbour Shops reported the smell of gas at a mall restaurant.
Police / Fire personnel and technicians from TECO Gas responded to the area and discovered the leak
in a propane tank. The faulty tank was safely removed from the premises.
12/31 /2022 1 Fireworks Display Jetty
The Police Department provided security and operational assistance for the New Year's Fireworks
-Display event at the Jett. The event was well received and well attended. No incidents were reported.
01 /03/2023 1 False Alarm 1 9700 Collins Avenue
Officers responded to a burglary alarm at a retailer in the Bal Harbour Shops. Upon arriving, officers
discovered an unsecured door triggered the alarm. A keyholder responded and properly secured the
door. There was no criminal activity involved.
01 /04/2023 1 Traffic Arrest 1 10100 Block of Collins Avenue
Officers conducting traffic enforcement on the Collins Avenue corridor noticed a speeding vehicle
northbound on Collins Avenue. The driver attempted to evade officers by driving erratically. The driver
was confrontational and challenged officers to shoot him. Back-up units arrived and officers controlled
the scene without an escalation of force. Officers arrested the driver for reckless driving and
transported the driver to jail.
01/05/2023 Traffic Incident Bal Harbour Jetty/Cut Walk
While conducting oceanside directed patrol, Bal Harbour marine patrol observed a vehicle on the Jetty
by the hardpack. Officers responded and issued a citation to the driver who was escorted out of the
area.
01/05/2023 I Traffic Arrest / Felony Bribery f Collins Avenue Corridor
While conducting radar speed enforcement on the Collins Avenue corridor, Bal Harbour officers
initiated a traffic stop on a speeding vehicle. The investigation resulted in the arrest of the driver for
criminal traffic violations. Additionally, the passenger offered officers one thousand dollars if they
would release the driver. The driver and passenger were arrested and transported to Jail.
01/05/2023 1 Security Gate Malfunction I Bal Bay rear Gate
While on routing patrol, Kent security roving guard advised Bal Harbour officers that the rear gate was
malfunctioning. The guard and a officer remained by the gate vetting all vehicles. Public Works
Supervisor Prudent responded and repaired the gate.
