The complainants claimed their dog was injured by another tenant's unleashed dog. The incident occurred on the condominium property and no persons were injured. The building management is addressing the complaint since it occurred on private property. A report was filed to document the incident. Code Enforcement Officers (CEOs) patrolling the gated community discovered an unkept property along Bal Bay Drive. The property owners were issued a code violation warning and directed to return the property to code standards. CEOs found trash on the curb apparently attributed to contractor activity at a property on the 200 Block of Bal Cross Drive. Paint cans and the like were left on the curb for normal garbage pick-up against Village codes. CEOs issued the property owners a code violation warning directing them to properly dispose the trash. CEOs noticed an overgrown tree with limbs obstruction the traffic on the 200 Block of Bal Bay Drive. CEOs issued a code violation warning directing the property owners to trim the overhanging branches. Criminal Investigations The Criminal Investigations Division (CID) assisted Village administration by conducting a background investigation for an applicant to the position of Public Works Operations Manager. The background checks help ensure candidates meet Village hiring criteria. Detectives are working with loss prevention personnel from a retailer at the Bal Harbour Shops to investigate two separate incidents of fraud. In each case, suspects used fraudulent credit cards to obtain merchandise from the vendor. Detectives prepared line-ups for each case and presented the line-ups to witnesses at the store. The investigation is ongoing, and detectives are following all available leads to identify the suspects. The CID is investigating a theft of services case originating at a beachside hotel. Two suspects obtained spa services and left the property without paying. Detectives are using video from the scene and questioning hotel employees to identify the suspects involved. Personnel from the CID participated in the Financial Institutions Security Association (FISA) meeting at the Miami office of the Secret Service. The meeting allows investigators from multiple jurisdictions to obtain training in financial fraud investigations and exchange case information through the association's network. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts O6 00 06 00 00 00 31 Remarks Marine Patrol: Marine Officers conducted area checks ofthe sandbarwest of the Bal Harbour Village gated community, the Haulover Inlet, jetty and beach area, the marine officers stopped several vessels for various maritime violations and issued multiple warnings. In preparation for vessel maintenance, the marine officers assessed the vessel and composed a list of the items needed to be serviced or repaired. Beach Safety Detail Activity: The BSO reported a low number of beach goers throughoutthe weekend. The BSO conducted frequent checks of the north end of the beach due to surfers in the water and conducted frequent area checks of the hardpack and the beach jogging path. At night, the BSO attended the Movie Night on the Beach event held by Bal Harbour Village at the 100th block of 96th street on the beach. This weekend, there were three dogs encountered on the beach. All dogs were removed upon request. Summary of Noteworthy Calls for Service 01/13/2023 Burglary/Theft Arrest 1 10155 Collins Avenue Follow up investigation and CCTV surveillance footage revealed additional evidence which established probable cause to arrest and employee who used keys to make and unauthorized entry (Burglary) into a condo unit. The individual removed property from the victim's purse, locked the unit and left the scene. The subject was arrested and transported to 'ail. 01/14/2023 I Deceased Person 228 Bal Bay Drive Officers responded to an unresponsive female at the residence. Officers arrived and discovered the victim unresponsive and without a pulse for several minutes. Miami -Dade Fire Rescue responded and pronounced the victim deceased. The decedent showed no signs of trauma or injury and was released to the funeral home. 01 /14/2023 1 Assist Other Agency I Collins Avenue Bal Harbour officers assisted Miami -Dade Police with traffic control efforts due to an "Exotic Car" show. Officers mitigated traffic while vehicles traversed Collins Avenue. 01/15/2023 Suspicious Incident 10225 Collins Avenue Complainant is a concierge at the Bellini Condominium and observed a vehicle enter the parking ramp at a high rate of speed. The vehicle proceeded to the entrance gate of the parking garage and began photographing and filming with his phone. The driver left when confronted by security staff about his behavior. This case was forwarded to the Criminal Investigations Division for follow-up. 01/15/2023-01/16/2023 1 MLK Day I Village Wide Bal Harbour Police enhanced personnel staffing for the MLK holiday weekend. These officers provided additional visibility and traffic enforcement efforts. No incidents were reported. 01 /17/2023 Assist Other Agency Broadview Drive Bal Harbour officers assisted Bay Harbour Islands after they established a perimeter for two subjects wanted in connection with a vehicle burglary. The investigation revealed two subjects attempted to steal a vehicle, however; they fled the area prior to police units arriving. 01 /17/2023 Assist Other Agency 300 block 96 Street Pursuant to a be on the lookout, a Bal Harbour police officer initiated a traffic stop on a vehicle wanted by Bay Harbor Islands police. The vehicle driver allegedly had been involved in a hit and run crash. BHI units responded and took over the investigation. 01/17/2023 1 Traffic Enforcement Detail Surfside, FL Bal Harbour officers participated in a multi -agency traffic enforcement detail. The Surfside Police Department hosted a multi -agency traffic enforcement detail on January 18th from 8:00 a.m. to 1:00 p.m. Officers were stationed throughout the town primarily focusing on aggressive driving, distracted driving, red-light violators, speeding, seatbelt use, move -over law compliance, bike/pedestrian safety compliance and general traffic safety. 01/18/2023 1 Scam Phishing Phone Calls Gated Residential Community Bal Harbour Police were summoned to a home in the residential gated community after the resident received a suspicious phone call. The resident explained to the officer she received a call from a person identifying himself as a Bal Harbour police officer. The caller told the resident that she missed her court date and needed to pay a fine immediately. The resident refused to provide any information to the caller and immediately contacted BHPD. Further investigation revealed four other residents in the gated community were contacted by the same caller. BHPD issued an alert to inform our residents of the phone scam.
