Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues patrolling the beach and walking path areas for dog restriction
violations. Code Enforcement Officers (CEOs) discovered dogs on the beach on two separate occasions.
In both instances, the pet owners were visitors who were not aware of the Village restrictions. CEOs
informed each party of the Village ordinance prohibiting dogs on the beach, both promptly removed
the dogs.
CEOs routinely monitor construction sites during the early morning hours to ensure construction noise
is not present prior to 8:30am. CEOs responded to a citizen complaint about the Village's Park project
commencing work before 8:30am. After confirming the noise complaint was valid, CEOs issued the
permit holder a code violation notice with a fine of $500. Village personnel in charge of the project are
aware of the violation and are monitoring the site's activities to prevent a repeat offense.
Criminal Investigations
The Criminal Investigations Division (CID) secured an arrest warrant against suspects involved in a
residential burglary in the gated community that occurred in 2021. After obtaining DNA and fingerprint
evidence from the scene, detectives forwarded the items to the FBI lab for analysis. In May 2022, the
results linked a suspect to the burglary. Detectives prepared the necessary case file to solicit an arrest
warrant. Since the suspect was already in federal custody, the warrant was deemed by the State as a
non -priority case and its issuance was delayed. After approximately seven months of waiting, the warrant
was finally processed and signed by a judge. Detectives have forwarded the warrant to federal
authorities so the prosecution of the burglary case can commence its judicial process.
Detectives are working with loss prevention personnel from a store at the Bal Harbour Shops to
investigate a $15,000 credit card fraud. The suspects obtained merchandise with a stolen credit card
and left before their crime was discovered. Detectives are reviewing video evidence and interviewing
store employees to identify the suspects.
Police received a report of a vehicle burglary in the parking lot of the Bal Harbour Shops. The suspects
broke the car's window to take items from within. Detectives are reviewing video footage for possible
leads. The vehicle was processed for latent fingerprints. Detectives are waiting for lab results to
determine if any prints of value were obtained.
The CID assisted Village administrators by conducting a pre -employment background investigation of
an applicant for Public Works Operations Manager. Background investigations help ensure all job
applicants meet Village hiring standards.

Marine Patrol:
Marine Patrol conducted daily area checks at the jetty, beach and sea walls. In addition, marine patrol
conducted community policing specialty patrols, Bike Patrol, ATV patrols, and assisted with beach safety
details.
Bal Harbour police officers and Marine Patrol were dispatched to the Jetty after a concerned citizen
advised of a possible stranded swimmer in the ocean east of Bal Harbour. Marine patrol located the two
swimmer's half mile out with a proper dive flag. Although the swimmers had drifted outtoo far, they were
not in distress. Our marine patrol captain decided to bring them closer to shore for safety reasons and
night fall.
Beach Safety Detail Activity:
The BSO reported a low number of beach goers throughout the weekend and reported a large amount
of seaweed along the shoreline from 96t" Street to the Jetty. The BSO issued new beach flags to the
beach staff at 9999 Collins Avenue and 9909 Collins Avenue and conducted frequent area checks of the
jetty, hardpack and jogging path.
This weekend the BSO handled a disturbance behind the Ritz Carlton regarding a dispute between a Bal
Harbour resident and the Ritz Carlton Beach Supervisor and staff. The dispute was resolved and no
further incident(s) were reported. The BSO assisted an elderly Bal Harbour resident by helping her
request an Uber after she reported multiple Ubers being lost and failing to pick her up from her pick up
location (10275 Collins Avenue). The BSO remained on scene until an Uber arrived.
The BSO handled a damage to property near the 100th-Block of 96th Street involving a Public Works
vehicle and a bicycle. No injuries were reported in this incident. The BSO encountered an individual
filming on the jetty for commercial purposes without a permit. The BSO provided the individual (who
owns the YouTube channel DronesViewHD with an electronic version of the Bal Harbour Village
Ordinance regulating such activity on the Jetty. The individual left the area without incident after being
issued a verbal warning. The BSO encountered two motor scooters on the jetty and were removed bythe
owners upon request.
BSO met with beach attendants and beach supervisors regarding the various regulations/terms and
conditions on the beach. Beach employees and supervisors were reminded that Bal Harbour beach is
public and that public access cannot be restricted. Additionally, the BSO reminded them that beach
furniture shall not inhibit reasonable access to the public beach, nor obstruct reasonable access on the
beach for pedestrians and emergency vehicles, nor impact any native vegetation.
Summary of Noteworthy Calls for Service
01/20/2023 1 Disturbance 1 10185 Collins Avenue
Two residents were involved in a verbal altercation regarding their dogs being off of leash. The reporter
told officers her neighbor has been making verbal threats to harm her dog if she did not place it on a
leash. The reporter wanted to make a report documenting the incident. Miami -Dade Animal Control
was also notified about the incident.
01/21/2023 Lost/Stolen 9703 Collins Avenue
A guest at the St. Regis went to the pool and left his watch under a towel while he swam. The guest
then left the pool area, forgetting his watch in the cabana area. Upon returning, the reporter searched
the area and could not locate his watch. This case has been forwarded to the Criminal Investigations
Division for further follow-up.
01 /21 /2023 1 Disturbance 10295 Collins Avenue
The reporter told officers the Ritz -Carlton beach staff was placing beach chairs out on the sand in such
a manner that restricts the general public from enjoying the beach. The reporter demanded chairs to
be removed so that his family may enjoy the beach. The Ritz -Carlton staff accommodated him by
clearing an area for him and his family. The reporter advised he will bring his concerns to the council
at the next public meeting.
01 /21 /2023 1 Disturbance 1 9700 Collins Avenue
A Bal Harbour Shops customer reported being harassed by another individual. Prior to police arriving,
the male left the property. Later in the evening, the same individual had walked out of one of the
restaurants without paying. Officers located the individual who arranged payment to avoid being
arrested. The male was issued a trespass warning from the Bal Harbour Shops and allowed to leave.
01/21/2023 1 Suspicious Incident 1 9910 Collins Avenue
A resident reported seeing two individuals on motorcycles in the rear parking lot looking into vehicles.
Officers arrived and conducted an extensive area canvass; however, the subjects were not located. All
vehicles were checked and no signs of foul play was discovered. The resident wished to remain
anonymous.
01/23/2023 1 Arrest 1 10225 Collins Avenue
While utilizing the License Plate Reader (LPR) system officers conducted a traffic stop along Collins
Avenue. A computer check of the driver revealed two outstanding arrest warrants. The driver was
laced under arrest and transported to 'ail.
01/23/2023 1 Auto Burglary 1 9700 Collins Avenue
The reporter told officers she left her vehicle in valet while shopping and dining. Upon her return to
the vehicle, she discovered the rear window shattered and her purse was missing. North Miami Beach
Police crime scene technician responded and processed the vehicle for latent fingerprints. Reviewing
security camera footage, two unknown suspects can be seen loitering behind the vehicle and then
fleeing southbound. This case has been forwarded to the Criminal Investigations Division for further
follow-up.
01/23/2023 Fishing Off Haulover Bridge 10300 Block Collins Avenue
A concerned citizen reported two fishermen fishing off the Haulover bridge. Bal Harbour officers
responded and advised them that fishing is not allowed from Miami -Dade Countv bridges.
01/24 /2023 1 Conduct Investigation 220 Bal Bay Drive
A resident reported that an unknown person shined a light by her boat dock. Bal Harbour officers
responded and discovered that the light came from a vessel whose occupants were fishing.
01/24/2023 Traffic/Warrant Arrest Collins Avenue Corridor
While conducting speed radar enforcement, a Bal Harbour officer initiated a traffic stop. The
investigation revealed the driver had a suspended driver's license and two open fugitive warrants out
of Lake County Florida. The male was arrested and transported to jail.
01/24/2023 Traffic Crash W/Injuries 10205 Collins Avenue
A worker lost his balance and fell onto the path of a moving vehicle. The individual sustained a non-
life -threatening injury to his le:.; and was transported b,. Miami Dade Fire Rescue to a local hospital.
01/26/2023 Hazardous Condition Ball Harbour Jetty
Bal Harbour officers responded to the Jetty regarding a foul order in the area. Once on the scene,
officers detected a minor and diminishing order. Public Works also responded and checked the area
for an,; contaminants. The source of the odor ma, have been a seaweed line on the shore.
01/26/2023 Injury 9900 Block Collins Avenue
A teenage girl riding her bicycle collided with another pedal cyclist causing her to fall and strike her
head. Miami Dade Fire Rescue treated and released the victim on the scene. The girl was released to
her mother who responded to the scene.
01/26/2023 Felony Theft Attempt 9700 Collins Avenue
Saks Loss Prevention personnel thwarted a theft in progress being committed by two males. The males
tried to exit the store without paying for the merchandise; however, they dropped the articles of
clothing when they observed security moving in. Officers conducted and extensive canvass of the
shoF's and parkins areas, but did locate the individuals involved.
