Subject: Bal Harbour Police Department Weekly Report for the period of
January 27, 2023, through February 2, 2023.
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in orderto enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues patrolling the Village to ensure construction sites remain within
acceptable appearance and security standards. Code Enforcement Officers (CEOs) patrolling the gated
community during the early morning hours discovered a construction site was left unsecured by the
contractors the night before. CEOs issued the property owner a code violation warning and contacted
the property manager to ensure the site is properly secured each night.
CEOs returned to several locations previously warned regarding appearance standards and found all
properties compliant to code. CEOs help maintain the Village's appearance standards by frequent
inspections of properties.
CEOs continue routine patrols of the beach and walking path areas in response to a loose dog
complaint. CEOs reported no contacts with persons walking unleashed dogs. CEOs did encounter a
visitor walking their dog with a retractable leash. CEOs informed the visitor of dog leash restrictions,
and the visitor promptly left the hardpack paths.
Criminal Investigations
The Criminal Investigations Division completed its pre -employment background investigation of an
applicant for the Public Works position of Utility Technician. The results of the investigation were
forwarded to the Office of the Chief of Police for review.
In 2020, a teenager was struck by a motorvehicle while he was riding his bicycle. The case was ultimately
resolved with the arrest and conviction of the driver of the suspect vehicle. The victim's family received
a harassing card from someone claiming to be acting on behalf of the suspect. The card is not the first
time the victim's family has received harassing correspondence from persons unknown. The Criminal
Investigations Division spoke with the victim's family and is investigating the case in an attemptto identify
the card's sender.
Detectives continue to work with loss prevention personnel at a retailer in the Bal Harbour Shops to
investigate a $15,000 credit card fraud. Detectives developed information leading to the identity of
possible suspects. Detectives are meeting with store personnel to present photographic line-ups in an
attempt to positively identify the suspects involved.
The Criminal Investigations Division is working with Police Administration and training personnel to
facilitate the on -boarding and training of two police officers, two dispatchers, and a police reserve officer.

Marine Patrol:
Marine patrol participated in a Marine Patrol Night Watch Detail hosted by Sunny Island Beach Police
Marine Patrol, several vessel stops/safety inspections of vessels were conducted to promote a safe
boating environment in and around the north end Biscayne Bay. Throughout the week, the marine
patrol conducted numerous boat inspections, area checks and issued boats citations and warnings.
Additionally, marine patrol responded to a verbal dispute between two boaters on Sand Spur Island
(A.K.A. Beer an Island). FWC responded and handled the incident.
Beach Safety Detail Activity: _
The BSO reported a low number of beach goers this weekend. The BSO conducted bicycle patrol on
the beach and participated in a multi -agency marine patrol detail which was hosted by Sunny Isles
Police Department.
The BSO reported two separate incidents involving missing children, in both instances, the children
were found safe and reunited with their families. The BSO did not report any further incidents for the
remainder of the weekend and reported one special event on the north end of the beach, Symphony
by the Sea, which was hosted by Bal Harbour Village.
The BSO also assisted with the On -Board Training of the new police officers.
Summary of Noteworthy Calls for Service
01 /27/2023 I Assist Other Agency I 700 block 95 Street
Bal Harbour units responded to the Town of Surfside to assist Surfside officers after they received a
burglary in progress call. Bal Harbour officers assumed strategic posts and surrounded the home
reportedly being burglarized. The investigation revealed no burglary occurred. Bal Harbour officers
returned and resumed normal patrol functions.
01/28/2023 Conduct Investigation 1 70 Camden Drive
A concerned resident called police after observing a male on the property late at night. The house is
under construction and the resident did not recognize the individual. Officers arrived and made contact
with the individual who turned out to be the owner.
01/28/2023 Arrest Fleeing/Eluding 1 9700 blk Collins Avenue
A Bal Harbour officer attempted to initiate a traffic stop on the Collins Avenue corridor, the driver
refused to stop and fled from the officer. Bal Harbour officers apprehended the driver once he became
trapped in a traffic. The driver was arrested and issued multiple citations.
01/28/2023 Conduct Investigation IVillage Wide
After receiving information of several car burglaries had just occurred in Bay Harbour Islands, all on -
duty Bal Harbour officers conducted an extensive area canvas of the gated community and the Collins
Avenue corridor. No incidents were reported.
01/30/2023 1 Possible Drowning 9703 Collins Avenue
Bal Harbour officers and Miami -Dade Fire Rescue were dispatched to the St. Regis after receiving a call
of a child possibly drowning. Upon arrival, Hatzalah was treating the child who was conscious and
breathing. Hatzalah transported the child to an area hospital in stable condition.
01/29/2023 Arrest 9700 Collins Avenue
Bal Harbour Shops security told officer a male stole merchandise from multiple stores and was last seen
on the third floor. Officers located the suspect and detained him, while conducting their investigation.
Officers determined the merchandise in his possession was stolen. Search incident to arrest revealed
narcotics on his person. The subject was arrested and transported to 'ail.
01/30/2023 Theft 9700 Collins Avenue
The reporter told officers a female entered the GUCCI store and selected some merchandise from the
shelf. The female then concealed the merchandise and exited the store. The incident was captured on
store surveillance cameras. This case has been forwarded to the Criminal Investigations Division for
review.
01/30/2023 _ Assist Surfside Police 1 9999 Collins Avenue
As Bal Harbourwas receiving information from Surfside regarding a child that had wondered away from
the parents, Bal Harbour units responded to the Bal Harbour Tower after employees found the child
safe and sound. Surfside transported the parents to the scene where they were reunited with the child.
01 /31 /2023 1 Theft 1 9700 Collins Avenue
Store associates from MARNI told officers a female entered the store and began looking at
merchandise. The female selected merchandise from the display and concealed inside a bag. The
female then exited the store. This incident was captured on store surveillance cameras. This case has
been forwarded to the Criminal Investigations Division for review.
01 /31 /2023 Assist Other Agency 1 Village Wide
Customs and Border Patrol (CBP) advised of an incoming migrant vessel heading toward the Bal
Harbour area. Bal Harbour officers assumed strategic posts along the Jetty and beach access points,
within minutes, CBP and Coast Guard advised the vessel was intercepted and stopped five miles out in
the Atlantic Ocean.
Several hours later, CBP advised of a second vessel reaching the Haulover area. Again, our officers
immediately responded to the area and observed several migrants attempting to cross the Haulover
Bridge south toward Bal Habour. Upon spotting Bal Habour officers, the migrants ran back towards
Haulover Park. Bal Harbour maintained posts while Miami -Dade, and CBP conducted a search of the
park. Several migrants were located and taken into custody by Miami -Dade Police.
02/01/2023 1 Traffic Crash I Harding Avenue and 96 Street
A male riding a bicycle was struck by a vehicle and knocked to the ground. Miami Dade Fire Rescue
treated and released the male on the scene. The male had minor injuries and refused to be transported
to the hospital.
