BACKGROUND: 1. In January 2019, the City Council authorized pre -development activities for a new park and parking lot at the City-owned properties located at 5922 and 5934 Primrose Avenue (Primrose properties). 2. On July 19, 2019, the Parks and Recreation Committee reviewed three concept plan options for Primrose Park. After input from the community and discussion by the Parks and Recreation Commission, concept plan #3 with minor revisions was recommended for Council approval. This follows the community outreach component of the state grant application process. 3. On July 30, 2019, Council held a special meeting to review and discuss the Primrose Park concept plans. After receiving community input and discussing the options, Council selected concept plan #3 to be included in the State Grant application. 4. On October 8, 2019, the Planning Commission reviewed the Primrose Park project. The Commission approved to file PL 19-2082, adopt the resolution and Conditional Use Permit (CUP) and find the project categorically exempt from CEQA. 5. On November 5, 2019, the City hosted a site walkthrough of Primrose Park with a State representative for the grant funding program. The City was informed at this meeting that the award timeline was extended to spring 2020 due to a high number of applications. City Council August 4, 2020 Page 2 of 4 6. On February 25, 2020 the California Department of Parks & Recreation publicly announced Temple City was awarded $2.9 million for Primrose Park (Proposition 68 Grant). 7. On April 1, 2020 the State received the signed Primrose Park Development contract from the City. 8. On April 24, 2020 and May 8, 2020 the Facilities, Public Works & Infrastructure Standing Committee met to discuss the Primrose Park project and make recommendations for City Council review and consideration. 9. On May 19, 2020 the City Council approved the addition of a custom restroom and storage building and to proceed with the design and bid process for the Primro se Park Project. ANALYSIS: As part of the Primrose Project Schedule, City staff is providing an update to the City Council prior to the start of the bid process. This item was also reviewed by the Facilities, Public Works and Infrastructure Standing Committee on July 24, 2020. Below is an outline of the current status of the project and updates. Project Schedule Overview (Attachment “A”)  August 2020 - Design, Preparation and PS&E Bid Package  September 1, 2020 – Approval & Authorization of Bid Package and Notice Inviting Bids  October 20, 2020 - Award Contract  December 2020 – Construction Begins  September 2021 – Grand Opening Project Updates  On June 11, 2020 the state hosted a mandatory Grant Administration Workshop with the City.  The State has extended the performance period of the Prop 68 grant by two years. The project performance deadline is now June 2024.  The City has filed the property Deed Restriction with the L.A. County Recorder’s Office. Upon finalizing the Deed Restriction, the City will be able to begin grant requests for reimbursement.  Staff received confirmation that parkway and sidewalk improvements along Primrose Ave. will be covered by the grant. This was a point of clarification as the State originally indicated that sidewalk and parkway repairs may not be covered as they are within the park property boundaries.  City is exploring utilizing Measure W (Safe, Clean Water Program) to offset project costs. Eligible expenditures for Measure W funds would include storm water City Council August 4, 2020 Page 3 of 4 management items such as utilizing pavers in place of concrete, use of bioswales and other rainwater capturing amenities.  Set first meeting for the Art Ad-Hoc Committee to begin discussions on Primrose Park art components (Mayor Pro Tempore Yu and Councilmember Vizcarra). Standing Committee Updates  Staff explored the option of upgrading to a Level 3 electric vehicle charger (DC Fast Charge). The Level 3 charger is a higher volt quick charge system, however it has a few drawbacks in comparison with a Level 2 charger. The Level 3 charger is not compatible with all electric and plug-in hybrid vehicles, cost 2-2.5 times more than a Level 2 charger and might require additional utility costs. Based on the recommendation from DVD along with internal research, the City will utilize Level 2 chargers which are compatible for all vehicles and have a lower cost to maintain the existing budget.  Staff is exploring the needs for fire suppression infrastructure at the park site to ensure existing infrastructure meets code.  A site visit was scheduled for Thursday, July 30, 2020 to review current utility infrastructure with City staff and DVD.  Staff explored alternative options in place of the shade sail fabric for the playground area. Staff looked at more durable materials (PVC) for the shade structure. There is a significant cost difference between PVC ($120 per sq./ft.) and fabric shade material ($43 per sq./ft.). In addition, the fabric shade material comes with a 10 year warranty and should last approximately 15 years before needing to be replaced. For these reasons the fabric shade option is more cost prohibitive in the long term, but does have a limited lifespan. To mitigate the potential for vandalism the lowest connect point for the shade structure will be a minimum of 10 feet high. Design Updates  DVD was provided with direction from City Council to add a custom restroom and storage building, incorporate mid-century design elements, inclusion of 2 level 2 vehicles charge stations, and proceed with the design phase on May 19, 2020.  Staff has provided the following recommendations to DVD: trees and plant materials, irrigation equipment, preferred playground manufacturers, park furnishings, specs for mid-century design elements, and utility contacts.  Staff provided clarification on the trees (dawn redwood) at the northwest corner of the property that will be retained. All other parkway trees (magnolias) are to be removed due to relocation of the parking lot and a compromised tree (eucalyptus).
