SUPERINTENDENT’S UPDATE
●TCUSD will begin the 2020-21 school year with 100% distance learning
under the guidance and direction of the Los Angeles Department of Public
Health and Governor Newsom’s declaration on county watch list guidelines.
●Thank you to the TCUSD Technology and Opening of Schools Task Force
teams for your collaboration and hard work.
●Thank you to the Executive Directors Hannah Geddy, Mercedes Gomez
and Tamar Kataroyan for their work on opening school procedures.
●Thank you to CSEA and TCEA for providing support in the decision making
process.

BUSINESS SERVICES
Safety Measures
•Business Services has procured the following items to ensure the health and safety of all staff and students.
•Masks (Staff and students-adult and child sizes)
•Face Shields (For testing, Special Education, Health Staff)
•Disposable Gowns (Special Education and Health Staff)
•Gloves (Custodial and Health Staff)
•Thermometers (For all sites)
•Plexiglass barriers (Installing for testing, front office, teachers, etc.)
•Thermal Temperature Monitoring (Vendor selection being finalized)
•The State is allocating additional safety supplies to each school district, but at this time the specific items and quantity to be supplied are unknown. The materials are currently being delivered to Los Angeles County Office of Education (LACOE) and will be distributed from there. Distribution will be based on the size of the district, beginning with the largest first.

MAINTENANCE AND OPERATIONS
The staff of Maintenance and Operations has worked with site administrative and
custodial personnel to enhance sanitizing of classrooms, office and multi-purpose
areas in compliance with the Los Angeles County Health Department Guidelines.
●Wall mounted hand sanitizers have been placed in each classroom, central office spaces and
multi-purpose rooms
●Paper towel dispensers and trash cans have been placed in each restroom that have electric
hand dryers
●Electrostatic Sanitizing Sprayers for all sites
●Additional cleaning supplies stored at warehouse
●Daily cleaning of all touch points
●Additional training for custodial staff will be provided by the district’s vendor
●Service to each HVAC unit

FOOD SERVICES
The Food Services Team has developed menus for Grab and Go lunches, based
on guidelines from the National School Lunch Program. To support families,
lunches for all grades, Pre-K -12 may be picked up at any of the the three
locations.
•Grab and Go lunch service will be available Monday, Wednesday and Friday
•Families will be able to pick up lunches at Emperor, Longden or TCHS
•Drive through and walk up options available at all three sites
•Meals are pre-packaged
•All precautions are being taken to maintain social distancing between staff and
families during service
•Students do not need to be present, but student identification cards will be
required 6
CURRICULUM, INSTRUCTION &
INSTRUCTIONAL TECHNOLOGY
•Education Code 43503 and Senate Bill 98
•Education Code 43503 defines the parameters for Distance Learning
•Daily live interaction is required for every student with both a certificated
employee and their student peers
•Daily live interaction is two-way communication between a certificated employee
and student each instructional day, at the actual time of occurrence.
•Senate Bill 98 defines the minimum instructional minutes
•Kinder -180 minutes
•1st-3rd grades -230 minutes
•4th-12th grades -240 minutes

STATEWIDE ASSESSMENTS
•Statewide assessments currently scheduled to proceed
•ELPAC will begin in August to assess language proficiency

LEARNING MANAGEMENT SYSTEM -
CANVAS
•Canvas is a learning management system that will streamline all the digital
tools and content that students and teachers will use during distant learning
•TCUSD will provide synchronous and asynchronous instruction via Canvas
•Teachers and students will log into their Canvas accounts to access
instruction
•Parents will log into one Canvas account for all their children as an observer
•Teachers can send announcements and reminders for students and
observers to see
•Canvas analytics will offer teachers quick access to monitor student
attendance and participation

SPECIAL EDUCATION
●During distance learning, a student’s IEP should be implemented as written.
Waivers have not been released.
●EC 56345 (a)(9)-requires an IEP to include a description of the means in
which the IEP will be provided under emergency conditions
■This will occur at student’s next regularly scheduled IEP ( annual, triennial)
●The CDE will consider school closures as exceptional circumstances causing
the delay for purposes of LEA compliance (assessments, timelines)
●Prior Written Notice (PWN) letters will be sent to parents in the areas of:
■Plan during closure addressing the Offer of FAPE
■Options for related services
■Options for assessments not requiring face to face interaction
●IEP meetings will be held virtually following the TCUSD Virtual IEP Protocol
●All services will start virtually and re-evaluated every 30 days to assess if 1:1
in person services can occur following state and local mandates
