Summary of Activities and Event
Code Enforcement
Code Enforcement Officers (CEOs) patrolling the gated community noted a construction site on the 200
Block of Park Drive did not meet appearance standards. The site did not have a proper perimeter fence
to secure the area or the necessary screening to block the view. CEOs issued the property owners a
code violation warning directing them to erect the and restore the site to appearance standards.
CEOs are patrolling the beach and walking path areas after several complaints of dogs in unauthorized
locations. CEOs are working alongside patrol officers to ensure persons with pets remain compliant to
Village ordinances.
CEOs issued a Village guest a code violation warning after she was found walking her dog off leash in
the hardpack. Patrol officers obtained the necessary contact information so CEOs could mail the pet
owner the warning.
The Code Enforcement Unit provided limited service this week due to scheduled time off and illness.
Patrol officers helped fill the staffing gaps during this period.
Criminal Investigations
The Criminal Investigations Division has been in touch with federal agencies regarding a suspect in
custody for a 2021 burglary in the gated community. The suspect was part of the group that crashed a
boat carrying drugs and illegal aliens against the seawall and fled into the Village to avoid capture. He
was previously arrested on federal charges for the drug related part of the incident and currently serving
a lengthy prison term. The DNA and fingerprint evidence related to the burglary linked the suspect to
the break-in. The arrest warrant is now active; federal agents will handle the execution of the warrant.
Detectives closed a two -month investigation into a $15,000 credit card fraud perpetrated against a
retailer in the Bal Harbour Shops. When store employees failed to identify the suspect, detectives
convinced the suspect to come to the Bal Harbour Police Station to talk about the case. Detectives then
used the opportunity to question the suspect and obtain a confession. Detectives charged the suspect
with felony fraud and theft charges, closing the case by arrest.
A Texas resident complained unknown persons used his identity to obtain a fraudulent credit card in his
name from the Navy Credit Union. The card was used at the Bal Harbour shops. Although the Navy
Credit Union absorbed the loss, the investigation continued, since the victim provided a possible name
for the suspect. Detectives showed store clerks a line-up with the photo of the person provided by the
victim, but none of the clerks identified that suspect as the person who made the transaction. Store video
was not of sufficient quality for use in an identification. The case was closed pending new leads.

Marine Patrol:
Marine Patrol officers conducted daily beach checks and residential bayside checks; marine officers
responded to a verbal dispute on the west side of Sand Spur Island
(Beer Can Island), between a Captain of an anchored vessel and a reckless jet skier, marine officers
resolved the dispute and no other calls were received.
Additionally, marine officers assisted Florida Wild Life Commission with a vessel crash on the west side
of Sand Spur Island. Minimal damage to one vessel and no injuries reported.
Marine officers also provided the newly hired Bal Harbour Police employees with a boat tour and
provided maritime responsibilities of the Marine Patrol Unit. Topics included some of the challenges
encountered while patrolling the waterways of Bal Harbour and surrounding areas.
Beach Safety Officer Detail Activi
The BSO reported inclement weather throughout the weekend, the jetty was closed due to strong
winds and water crashing aggressively over the jetty. The BSO focused his patrol on the north end of
the beach due to a large number of surfers in the water. The BSO conducted multiple area checks of
the beach, hardpack and did not encounter any issues.
Summary of Noteworthy Calls for Service
02/3/2023 Traffic Congestion Village Wide
On Friday morning February 03, Bay Harbor Islands closed off traffic lanes on 96 Street, Kane Concourse
in preparation of their 75th Anniversary and Art Show celebration. The lane closures and detours created
traffic to back-up on all area corridors. Bal Harbour officers were immediately placed at key
intersections to manage and direct traffic.
02/03/2023 I Traffic Crash Reports I Village Wide
Bal Harbour officers responded to a traffic crash on the Collins Avenue corridor, the driver lost control
and struck a tree and a light pole. Public Works personnel responded and removed the debris.
Moments later, Bal Harbour officers responded to a second traffic crash atthe St. Regis employe parking
lot. No injuries were reported.
02/04/2023 1 Disturbance 1 10295 Collins Avenue
A Ritz -Carlton guest scheduled a spa treatment during his stay, while staff began setting up the
treatment area the guest became irate. The guest threw furniture and equipment across the room
before leaving the area. The guest was located in the beach area, due to his behavior, the Ritz -Carlton
staff escorted him to the room to retrieve his belongings and issued a trespass warning. The male left
the property.
02/04/2023 Battery 9700 Block Collins Avenue
A male reported a female slapped him as he walked along Collins Avenue. Officers located the female,
however, the male refused to cooperate and left the area. The female was allowed to get on Miami
Dade Transit Bus and leave the area.
02/05/2023 1 Injunction Violation 1 9700 Collins Avenue
A female reported her ex-husband was following and stalking her in violation of an active restraining
order. Officers conducted an area canvass, however; the male was not located. Officer escorted the
victim home.
02/05/2023 Theft 9700 Collins Avenue
Yves Saint Laurent store associates told officers an unknown suspect entered the store and began
perusing merchandise on display. The suspect retrieved some merchandise, concealed it and exited
the store. The incident was captured on in-store surveillance cameras and the footage has been
reserved. This case has been forwarded to the Criminal Investigations Division.
02/05/2023 1 Theft 9700 Collins Avenue
TODS store associates told officers an unknown suspect entered the store and began perusing
merchandise on display. The suspect retrieved some merchandise, concealed it and exited the store.
The incident was captured on in-store surveillance cameras and the footage has been preserved. This
case has been forwarded to the Criminal Investigations Division.
02/05/2023 Motor Vehicle Crash Residential Rear Gate/ Bal Bay
Drive
A resident entering the gated community struck the arm bar with her vehicle. The driver panicked and
subsequently collided with the gate, pole and surveillance camera. Public works responded and
immediately began repairs.
02/06/2023 Traffic Arrest 10100 Block of Collins Avenue
A Bal Harbour officer conducting traffic enforcement initiated a traffic stop which resulted in the arrest
of the driver for an open bench warrant. The driver was arrested and transported to jail.
02/06/2023 Theft 9700 Collins Avenue
The reporter told officers she dined at the Le Zoo restaurant in Bal Harbour Shops, once returning to
her residence it was discovered her wallet was missing. Upon reviewing her credit card activity, it was
discovered several unauthorized purchases were made. The reporter placed fraud alerts on each of
her creditors, this case has been forwarded to the Criminal Investigations Division.
02/07/2023 1 Theft 1 9700 Collins Avenue
Gucci store associates told officers that several suspects entered the store and began perusing
merchandise on display. The suspects retrieved several pieces of merchandise, concealed them and
exited the store. Loss prevention attempted to intercept the individuals, however, were unable to. The
incident was captured on in-store surveillance cameras and the footage has been preserved. This case
has been forwarded to the Criminal Investigations Division.
02/08/2023 Traffic Congestion Village Wide
As a result of a traffic fatality on the 79st Causeway, Bal Harbour Village and neighboring municipalities
experienced heavy traffic delays and congestion. Bal Harbour officers were posted at key intersections
to manage the flow of traffic.
