February 10, 2023, through February 16, 2023.
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
Code Enforcement Officers (CEOs) issued a Village resident a code violation warning for allowing his
dog to be unleased on the beach. CEOs issued the warning as part of an ongoing initiative to stop
persons from using the walking paths with unleashed dogs.
While patrolling the gated community, CEOs discovered bulk trash on the curb on the day after bulk
trash pick-up. CEOs issued the property a code violation warning directing the owners/agents to
remove the trash from the curb until the appropriate trash placement day.
The Code Enforcement Unit assisted the Building Department by issuing a code violation notice to
property owners who landscaped their property outside of the approved ARB Landscaping Plans. CEOs
issued a work without a permit violation since the landscaping work was not covered by the approved
plans and permits. The property owners were directed to remove the plants that did not comply with
the approved plans and obtain a new landscaping plan and permits.
CEOs issued a code violation notice and a stop work order to a construction site along the 100 Block of
Camden Drive. The contractors removed plants and fencing without proper permitting from the
Building Department. The stop work order directed the property owners/construction contractors to
contact the Building Department for proper permits and guidance.
CEOs discovered a construction site on the 100 Block of Bal Cross Drive was in violation of the National
Pollutant Discharge Elimination System (NPDES) protocols by allowing dirty water to spill onto the right-
of-way. CEOs issued the property owner a code violation notice and instructed the contractors to return
the site to NPDES standards.
While patrolling the construction sites in the gated community, CEOs discovered a contractor was not
properly covering its dumpsters. CEOs issued a code violation warning and directed the contractor to
ensure the dumpsters met Village codes. The same construction site was also warned for improper
signage.
A damaged construction screen drew the attention of CEOs patrolling the area of Bal Bay Drive. The
screen appeared to be damaged by wind and rain, and was in need of repair. CEOs notified the
property's registered owner of the deficiency and issued a code violation warning to ensure prompt
repair.
CEOs conducting early morning patrols in the gated community found an unsecured site along Bal Bay
Drive. CEOs issued the construction site a code violation warning directing the property's agent to
ensure all gates are properly closed and locked at the end of each workday.
The Code Enforcement Unit continues to monitorthe beach, walking paths and the beach access by the
Oceana for persons in violation of dog leash restrictions. CEOs issued one written and one verbal
warning to persons found with unleashed dogs. _
Criminal Investigations
The Criminal Investigations Division (CID) concluded its investigation into a battery allegation occurring
at the Bal Harbour Shops. The victim alleged he was battered by a private security guard at a retailer in
the Shops. Detectives obtained video footage of the incident and discovered the victim -initiated contact
with the security guard by shoulder -bumping the guard on his way in the door. The guard reacted by
pushing the victim away. No further police action was taken and both parties were referred to the State
Attorney's Office should they wish to pursue the matter further.
Detectives reviewed parking lot video from the Bal Harbour Shops to develop leads into a reported
vehicle burglary. The victim parked her car using the valet service. When valet personnel went to
retrieve the car, they discovered a broken window; the victim's purse was missing from the vehicle. Video
footage, however, was from a great distance and the details of the crime were not clearly visible. The
investigation closed without the identification of the suspect(s) involved.
The CID continues to investigate numerous retail theft cases at the Bal Harbour Shops. Detectives
reviewed six cases that occurred at different retailers in the mall. Three of the cases included store
surveillance videos. Detectives used the videos to develop need -to -identify flyers and distributed the
flyers to other law enforcement agencies in an attempt to develop additional leads. The three other
cases did not have accompanying video.
Detectives are investigating a $10,000 fraudulent credit card purchase at a retailer in the Bal Harbour
Shops. The cardholder discovered a purchase he did not authorize and reported the crime from his
home in Canada. Detectives are working with bank officials in the US and Canada to gather additional
information about the transaction.
The CID assisted Village administrators by conducting a pre -employment background investigation of
an applicant for the position of administrative assistant. Background investigations help administrators
select candidates who meet Village hiring criteria. The results of the investigation were forwarded to the
Office of the Chief of Police for review.

Remarks
Marine Patrol:
Bal Harbour marine officers along with Indian Creek marine officers conducted marine patrols of the bay
and beach areas.
Additionally, marine officers performed safety inspection of several vessels nearthe Bal Harbour seawall
and enforced the NO WAKE ZONE in the bay area. Several written warnings were issued.
Marine officers also responded to a vessel crash approximately 300 yards west of the Haulover Inlet. No
injuries were reported.
Beach Safely Officer Detail Activity:
The BSO reported a low number of beach goers on the beach. The BSO conducted numerous checks
of the walking path south of Oceana with Code Enforcement for dog leash violations.
The BSO and code enforcement did not observe any violations during any of the checks. The BSO
conducted fishing license checks on the jetty and did not encounter any violations.
The BSO conducted several beach escort details for an event being held at the St. Regis and
encountered two dogs on the beach. Both dogs were removed from the beach upon request.
Summary of Noteworthy Calls for Service
02/10/2023 I Baker Act 9700 Collins Avenue
Officers responded to the station lobby, upon arriving, officers encounter a female that displayed signs
of experiencing a mental crisis. The female was transported to Mt. Sinai Hospital under the Baker Act
provisions for further treatment and evaluation.
02/10/2023 Damage to Property 2 Harbour Way
Bal Harbour officers were summoned to the Harbour Way Guard Gate regarding a vehicle crash.
Investigation revealed a tractortrailer struck and scratched the main exit gate causing minimal damage.
Public Works responded to access the damage and schedule repairs.
02/10/2023 1 Haulover Bridge 1 10300 block Collins Avenue
A concerned resident notified Bal Harbour officers of three individuals fishing off the Haulover Bridge.
Officers located the men, checked their fishing licenses, and advised them that fishing from any Miami
Dade County bridge is prohibited. The men immediately left the area.
02/13/2023 Theft 9801 Collins Avenue
The reporter told officers he left valuable jewelry inside a safe while traveling out of the country. Upon
returning he discovered items missing. The jewelry was removed by his son without his consent,
numerous attempts to contact his son have been made, however, each attempt has been unsuccessful.
This case has been forwarded to the Criminal Investigations Division for further follow-up.
02/13/2023 1 Theft 9700 Collins Avenue
Gucci store associates told officers three suspects entered the store a retrieved merchandise from the
display shelf. The suspects concealed the items and exited the store. The suspects were seen fleeing
the property in a white sedan. Suspect vehicle information and license plate were captured by mall
security cameras. This case has been forwarded to the Criminal Investigations Division for further
follow-up.
02/13/2023 1 Theft 1 9700 Collins Avenue
The reporter told officers a suspect entered the Yves Saint Laurent and
display rack. The suspect concealed the handbag and exited the store.

02/14/2023 Theft 1 9700 Collins Avenue
Saks Fifth Avenue employees told officers an unknown female entered the store and began concealing
merchandise. The female then left the store without paying and fled the area, an area canvas was
conducted and yielded no results. This case has been forwarded to the Criminal Investigations
Division.
02/14/2023 Hazardous Condition 150 BaI Cross Drive
A construction crew conducting work accidently cut a gas line, Bal Harbour officers notified the gas
company who responded and repaired the leak. As a precaution, the affected residence, 150 Bal Cross
was evacuated for a short time until the leak was secured. No injuries were reported.
