The mailbox was a stick -figure of a person holding the mailbox. CEOs confirmed the mailbox was installed without approval of the Architectural Review Board (ARB). CEOs issued the property owners a code violation warning directing them to remove the mailbox until approved by the ARB. While investigating the mailbox case, CEOs noticed the same property owners installed pavers along the property line without obtaining permits. CEOs issued the homeowner a code violation notice for work without a permit directing them to remove the pavers, coordinate with the building department, and obtain proper permits before reinstalling the pavers. CEOs returned to a property along the 200 Block of Bal Bay Drive as a follow-up to a prior warning about overgrown vegetation. The property owner did not prune an overgrown tree as directed. CEOs issued the property owner a code violation notice which will result in fines if the tree is not promptly pruned. While patrolling the gated community on a Sunday, CEOs noticed bulk trash on the curb in front of a property on the 100 Block of Camden Drive. CEOs issued the homeowner a code violation warning reminding the homeowner to place bulk trash on the curb no earlier than 24 hours before pick-up time. Patrol officers responded to a complaint of a person filming on the jetty in violation of Village codes. After confirming the person was filming for profit and without proper permits, patrol officers issued a cease -and -desist order. CEOs followed up the incident by issuing the individual a code violation warning directing him to obtain proper permits before filming. CEOs noticed bulk trash in front of a residence on the 100 block of Bal Cross Drive early on a Tuesday morning. CEOs issued the property owner a code violation warning reminding the resident that bulk trash can only be placed on the curb no earlier than 24 hours before pick-up on Thursdays. While patrolling Bal Bay Drive, CEOs noticed a property with an unkept lawn. The homeowners were issued a code violation warning directing them to keep the property with Village appearance standards. A construction site along the 200 Block of Park Drive was issued a code violation warning after CEOs discovered the porta-potty was not properly shielded from view. CEOs met with construction site personnel and directed them to shield the bathroom facilities as directed by Village code. Criminal Investigations The Criminal Investigations Division concluded an investigation related to a theft at a beachside hotel. Hotel staff filed a defrauding an innkeeper complaint after a guest allegedly left the property without paying for services rendered. Detectives identified the guest at his out-of-state residence. The guest claimed he left the proper amount of money on site before leaving the hotel. The hotel staff was instructed to contact the State Attorney's Office should they wish to pursue misdemeanor charges against the guest. Detectives closed an investigation related to a theft of a package from the mail room at a westside condominium. Detectives made numerous attempts to discuss the case with the victim, but the victim did not respond. Detectives notified the US Postal Service of the theft but could not proceed further with the investigation. The Criminal Investigations Division continues to investigate several retail theft cases occurring atthe Bal Harbour Shops. The latest case involved the theft of a $29,000 purse from a display case. Employees left the sales floor unattended and the manager discovered the theft after it had occurred. Detectives are waiting on the store to provide video surveillance footage, if available. The CID assisted the Patrol Division during Presidents Day to increase uniform presence in the Village. The holiday weekend involved a kite festival at Haulover Park, a farmer's market in Bal Harbour and Surfside, a flamenco dance event on the beach, and a boat show in Miami Beach. The events drew heavy traffic to the area. Chief Flowers and Detective Gonzalez presented Hialeah Police Department's Chief George Fuente with an Autism plaque in recognition of their Autism Awareness training program. Hialeah Police used the training services of Detective Gonzalez to educate its entire force on Autism related issues. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 19 05 14 00 02 00 112 Remarks Marine Patrol: Friday, traffic enforcement was conducted during the morning hours. Two citations and three written speed warnings were issued. Marine Patrol assisted Beach Safety Officer on a suspicious person call on the hardpack, behind Oceana of Bal Harbour. Marine Patrol participated in a night time multi -agency marine patrol operation which was hosted by Aventura PD. During this detail, Marine Patrol Officers conducted several vessels stops for various maritime violations and encountered a small inflatable vessel being operated with no navigation or all- around lights. Once the vessel was stopped, it was discovered the captain of the vessel was a local resident who had recently purchased the boat and had no knowledge of the boat lighting requirements during certain hours (at night). The vessel captain was educated about the regulations and was also made aware of the potential dangers and risks associated with voyaging at night without any lights. Marine Patrol also conducted several checks of the Bal Harbour Marina, the seawall, jetty and the Sandbar area. Monday, Marine Patrol conducted several checks of the Bal Harbour Marina, the seawall, jetty and the Sandbar area, while conducting an area check at the Haulover Inlet, Marine Patrol officers observed two divers, diving in the middle of the Haulover Inlet channel. The captain and the divers were transported to a safe area and cited for Interference with navigation. Marine Patrol conducted several vessels stop for various maritime violations and a total of two citations, three written warnings and two vessels were warned about the loud music behind 212 Bal Bay Dr. Tuesday, Marine Patrol conducted several checks of the Bal Harbour Marina, seawall, jetty and sandbar behind our resident's seawall. While conducting road patrol Marine Patrol officers encountered one dog unleashed behind the Ritz Carlton on the beach, owner was issued a written warning. Marine Patrol also conducted area checks of the walking path and jetty. Wednesday, Marine Patrol conducted several checks of the Bal Harbour Marina, seawall, jetty and the sandbar behind our resident's seawall. Marine Patrol officers observed a jet ski with two adults and two juveniles. The jet ski was pulling a small child inside a small tube near the Haulover Inlet. Owner of the jet ski was cited and the mother with the two kids were transported to Haulover Marina for safety. The owner of the jet ski was advised to always wear a life jacket. Beach Safety Officer Detail Activi : The BSO reported a large number of beach goers on the beach this weekend. Throughout the weekend the BSO educated several dog walkers on the hardpack about the leash regulations in Bal Harbour. This weekend the BSO encountered several dogs on the beach. The BSO conducted several area checks of the walking path south of the Oceana building and did not observe any violations. On Saturday, the BSO conducted an investigation regarding a suspicious incident involving an 11-year- old boy that occurred in front of The Palace (10101 Collins Avenue). The BSO was able to locate the two suspicious individuals involved in this complaint and were stopped, interviewed and released once their identity was established and a Field Interview (FI) card was completed. In the end, the incident was deemed to have been suspicious, but no criminal intent/violation of law was found. The BSO later participated in a night time Multi -agency Marine Patrol Detail which was hosted by Aventura PD. On Sunday, the BSO conducted frequent area checks of the Farmers Market at the 1001'- block of 96th street and provided several beach escort details for the vendors of the Sounds by the Sea Concert series event hosted by Bal Harbour Village, The BSO attended the event which was attended by a large amount of people. The BSO responded to a medical call in the pool area of the Seaview Hotel (9909 Collins Avenue) regarding a child stung by a man-o-war after grabbing it; thinking it was a pair of swimming goggles. The child was treated on scene and released by Miami Dade Fire Department. Also on Sunday, the BSO encountered an individual at the Jetty commercially filming without a permit. The individual was provided with a hard copy of the Ordinance and was ordered to cease his commercial filming activity. During the encounter, the individual became enraged, began filming officers, and denied filming for commercial purposes. When presented with printed documentation refuting his claim, the individual began to act disorderly, causing a disturbance at the jetty by screaming and ultimately harassing a commercial filming company with an active/current permit (Wavy Boats). A written code violation warning was completed and mailed by Bal Harbour Police Department Code Enforcement. On Sunday, the BSO responded multiple times to the jetty regarding disputes between two parties filming on the jetty (on -going issue from the day before). Both parties were spoken to and it was requested they conduct themselves in a civil manner with each other and were provided information on how to obtain a restraining order, if they wished to do so. Summary of Noteworthy Calls for Service 02/17/2023 1 Traffic Disturbance 96 St. & Collins Av. Corridors A large group of off -road dirt bikes, ATV's and Motorcycles unexpectedly traveled though the Bal Harbour jurisdiction. The riders committed traffic infractions and caused minor delays. Bal Harbour officers assumed strategic posts until the riders left the area. The riders exited the Village northbound on Collins Avenue towards Sunny Isles Beach. No incidents or damage reported. 02/18/2023 1 Hazardous Conditions 1 110 Camden Drive The owner of the residence reported that a water pipe was accidently broken, causing a moderate water leak and flooding. A Public Works supervisor responded and capped the leak. No other damage was resorted. 02/18/2023 1 Disturbance 1 10210 Collins Avenue Reporter told officers his neighbor has been playing loud music and making noises throughout the night. Officers contacted the neighbor whom agreed to lower the music and keep the noise down. _Building management was notified of the incident and is aware of the ongoing dispute. 02/19/2023 Ordinance Warning I Bal Harbour Jetty Officers responded to a disturbance between two individuals filming on the jetty. The complaint told officers the suspect moved his property without consent. During the investigation, it was determined the suspect was filming without a permit and was issued an ordinance warning. Additionally, the suspect was notified to cease his harassment of other individuals who have permits to film in the area. 02/18/2023-02/20/2023 Kite Festival I Haulover Park During the President's Day weekend, Haulover Park held a kite festival which attracted thousands of visitors to the area. This created significant traffic congestion throughout the weekend, officers were assigned to traffic posts to assist with traffic. 02/19/2023 1 Disturbance Bal Harbour Jetty Officers responded to reports of a disturbance on the jetty, upon arrival, officers encountered two parties from a previous incident. The suspect from the previous incident was continuing to harass another individual attempting to film. The suspect was given a final warning to not harass or breach the peace of others in the area. 02/19/2023 Theft 9700 Collins Avenue A male entered the PRADA store and concealed merchandise and exited the store without paying. Store security cameras captured the incident. The case was forwarded to the Criminal Investigations Division for further follow-up. 02/23/2023 Assist Other Agency I 1300 Block of 101 Street Bay Harbor Islands requested assistance regarding a possible burglary to a residential construction site where three males entered the site. Bal Harbour units were posted at strategic perimeter points as BHI conducted their investigation. Within minutes, Bay Harbor officers detained three individuals on the property. Bal Harbour and Bay Harbor officers conducted an area search and cleared the property. Later, BHI determined that the individuals had permission to be on site.
