Subject: Waterfront Park project - ROW Improvements Closure of Bal Bay Drive
The purpose of this Letter to Council (LTC) is to provide Council an update on the
Waterfront Park project. After major coordination effort between our staff, our team of
consultants, our park contractors and utilities contractor, staff was successful in scheduling
all the ROW improvements within the road closure period of March 14th thru April 15th,
2023.
The following is a summary of the Scope of Work that will be completed on Bal Bay Drive
between 96th Street to the south and Park Drive to the north during the closure period:
• Village Park Civil contractor will provide all the demolition work along Bal Bay Drive
including removal of the existing vehicular and pedestrian gates. They will widen
the road to allow for 2-way traffic at the proposed gates. They will provide the
grading & drainage, milling & paving of the road, new curbs from Park Drive to 96
Street and the proposed driveway entrances to the Village Park site;
• Operations/Utilities Department will have their utilities contractor provide upgrades
to the water main at the intersection of Bal Bay & Park Drive;
• TECO will provide work for gas line work in the ROW and will finish in 1 day (weather
permitting);
• Operations will be heading the Security Camera installation work and ADT will
provide the access control at the newly installed gates;
The following will be the impacts to the Village gated community, staff and visitors:
• Bal Bay Drive will be closed to ALL traffic (except for access to construction site, PD
vehicles and FIRE department emergency vehicles. The entrance at 1 Harbour Way
will be used by all vehicular traffic. Flagmen will be provided as needed.
• Pedestrian gate will also be closed and residents may use the Bal Cross gate as an
alternative.
• Vehicular gate for PD and FIRE access to and from the Shops parking garage will be
maintained operable & the pedestrian gate from the Shops parking area will be
accessible for employees & visitors;
• Security for the gated community will be maintained throughout the road closure
period. Our Police Department will provide an extra security guard detail
scheduled specifically when existing gates are removed and replaced. Atemporary
fence will be installed from the NE corner of the park with termination at the Shops
wall (see attached plan) to maintain the security of the residential area;
• All visitors to Village Hall, Councilmen and residents/visitors attending Council
meetings will need to park in the Shops Garage and will require validation provided
by the Village;
• Utilities installation project at the intersection of Bal Bay Drive and Park Drive will
provide detour signs and the flyers distributed to the residents ask that residents
pay special attention to the detour signage;
Staff has distributed the attached Flyer to the Residential Community depicting the scope
of work on the Right of Way (ROW) and providing information on the closure of Bal Bay
Drive. The flyer and information has also been distributed via email to all residents, and
will be shared on the website, as well as through social media.
The Village is making a concerted effort involving all the departments to mitigate the road
closure period established from March 14th thru April 151h, 2023 (any changes due to
weather or unforeseen conditions causing delays will be communicated as soon as
available). All access along Bal Bay Drive from Park Drive to 96 Street will be closed to
Vehicles and Pedestrians. Pedestrians may use the Bal Cross pedestrian gate.
The following coordination meetings and outreach efforts have been programmed to
closely coordinate the required work and to offset any possible delays:
• Staff met with the Civic Association President and Board Members on March 1,
2023 to inform them about the project details and the impacts to the gated
community.
• Kickoff Meeting (Village Personnel) was held on March 2, 2023, to discuss the Work
by each contractor and to outline each team members responsibility.
• Kickoff Meeting (Village Park project & Utilities project contractor) is scheduled for
March 61h, 2023, to coordinate the work between the two main contractors.
• Project Coordination/Progress Meetings (NV2A, Murphy Pipe and Village Team)
have been scheduled every Friday at 9am starting on March 17th and ending when
Bal Bay Drive is open to traffic (Absolute & Camera vendor will attend as needed).
• Our Public Information Officer, Heather Leslie from HML Public Outreach, has been
tasked to be on call 24 hours per day to receive calls and provide any responses as
appropriate.
• Our Village Communications Team has developed flyers for distribution to the
Community. They will be sending information and providing updates via emails,
WENS, social media, and through the website.
