Gonzalez, Village Manager Date: March 8, 2023 Subject: Waterfront Park Right -of -Way (ROW) Improvements and Bal Bay Drive Alternate Phasing Plan The purpose of this Letter to Council (LTC) is to provide you with an update on the Waterfront Park Right -of -Way (ROW) improvements and the impacts to Bal Bay Drive. After further consideration, in order to minimize the impact to our community as much as possible, adjustments are being made to the original phasing plan. The project will still proceed with the work on Bal Bay Drive within the planned dates of March 14 thru April 15, 2023. Staff has worked with our construction firm NV2A and its sub -contractor on the following alternate phasing plan for conducting the work on Bal Bay Drive between 96th Street to the south and Park Drive to the north: The updated phasing plan will split the project to the north and to the south, leaving the existing gates in place as the divider with continued security for the Village. The sub- contractor will flip the ROW work from the northeast segment to the northwest segment to allow EXIT ONLY traffic (using the existing gate to exit). The road closure will only be for (2) weeks while new gates are installed and during the demolition/ restoration work at the location of the existing gates. Pedestrian access will also be accommodated and available during this time. The work will be conducted within the following phases: 1. Phase I -A (March 14 - 17): a. TECO gas line trench across Bal Bay Drive (CLOSE vehicular traffic and Pedestrian Access from 10am to 2pm each day) b. Vetted security trench across Bal Bay Drive (CLOSE vehicular traffic and Pedestrian Access from 10am to 2pm each day) c. Water Main work at Bal Harbour Waterfront Park intersection d. ROW work on North-East to expand Bal Bay Drive (NO PEDESTRIAN ACCESS FOR SAFETY REASONS but the Pedestrian access from 96 Street to Village Hall will be accessible) e. ROW work on South-West (allow Exit Only along East side of Bal Bay Drive) 2. Phase I - B (March 20 - 25) and (April 3-7): a. ROW work on West side North and South of existing gate (vehicles will use the East side of Bal Bay Drive to exit) b. Sidewalks OPEN to Pedestrian from 96 Street to Park Drive 3. Phase II - A (March 27 - 31): a. Install NEW gates b. Bal Bay Drive CLOSED to Pedestrian access and Vehicular traffic c. Electrical and data work on West side in progress d. Vetted contractor commences relocation of car reader posts & equipment e. ADT provides LOCK on Pedestrian Gate to match existing key 4. Phase II - B (March 27 - 31) a. ROW work on Southeast side of Bal Bay Drive b. Bal Bay Drive CLOSED to Pedestrian and Vehicular traffic 5. Phase II - C (April 10 -14) a. DEMO existing gate after the Passover and Easter Holidays (NEW GATE will be operational prior to demolition of existing gates) b. ROW work at existing gate c. Bal Bay Drive CLOSED to Pedestrian access and Vehicular traffic d. Punchlist of all ROW work The following will be the updated impacts to the Village gated community, staff, and visitors: • Bal Bay Drive will be open for outgoing traffic (Exit Only) from the residential gated area; Security Guard will be provided as needed specifically during the installation of the new gates; • Bal Bay Drive will be closed to incoming traffic (except for access to construction site, PD vehicles and FIRE department emergency vehicles). Flagmen will be provided as needed; • Pedestrian gate will be open (except for limited periods due to construction activity.) Contractor will provide fencing along the sidewalk from Park Drive to 96th Street. Residents may use the Bal Cross gate as an alternative; • Vehicular gate for PD access from the Shops parking garage will still be maintained operable and the Pedestrian gate from the Shops parking area will be accessible for employees and visitors; • Security for the gated community will be maintained throughout the work period because the existing gates will remain in place until the new gates are installed and operable. The new gates will be installed March 27 - 31 and the Security/Access Control contractor will be providing work following the gate installation. (Existing gates will only be removed after new gates are operational (April 10 -14) and the milling/ paving work in that area will be finalized along with any punch -list items). • All visitors to Village Hall, elected officials and residents attending the March 27, 2023 Council meeting will need to park in the Bal Harbour Shops Garage and will require validation provided by the Village staff. A notice will be issued if parking arrangements are modified; • Public access from 96th Street to the Village Hall breezeway entrance will be maintained; • Utilities installation project has reduced the scope at the intersection of Bal Bay Drive and Park Drive and will still provide detour signs but will not block traffic. Staff has already and will continue to distribute updated information to the Residential Community with the alternate phasing plan. The information will be distributed via email to all residents, and will be shared on the website, as well as through social media. Village staff will continue to make every effort to mitigate the impacts to the community (any changes due to weather or unforeseen conditions causing delays will be communicated as soon as available).
