The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
Code Enforcement Officers patrolling the gated community discovered a landscaping contractor
operating after designated hours along the 200 Block of Bal Bay Drive. CEOs informed the company to
cease operations and issued the homeowners a code violation warning reminding them of the time limits
for persons performing services within the community.
CEOs notices bulk trash placed along the curb on a Saturday. The trash was along the 200 Block of Park
Drive and consisted of discarded carpeting. The property owners were instructed to collect the trash
and place it for pick-up on Wednesday. CEOs issued a code violation warning.
CEOs discovered additional bulk trash on Tuesday along the 200 Block of Bal Bay Drive. A large piece
of glass and plant debris were immediately removed from the curb upon instruction. CEOs issued the
homeowners a code violation warning for placing bulk items on the curb on the wrong day.
A homeowner along the 200 Block of Bal Bay Drive was remodeling parts of the home's interior but had
an uncovered dumpster and large amounts of trash in the front yard. CEOs met with the homeowners
and reminded them of the construction appearance standards. CEOs also directed the homeowners to
seek assistance from the Building Department on how to ensure dirt and debris did not violate NPDES
protocols. CEOs issued the homeowner a code violation warning to ensure proper compliance.
CEOs met the property managers of a westside condominium to request they cut tree limbs covering a
pedestrian crossing sign. CEOs issued the property a code violation warning for maintenance and
appearance.
CEOs assisted the Patrol Division by patrolling the areas of the Farmers Market on Sunday. CEOs are
monitoring the area for activity which may require police assistance and code violations.
CEOs continue to monitor the beach and walking path areas for dog restriction violations. CEOs issued
two verbal warnings to guests walking on the paths with unleashed dogs. On each occasion, the pet
owner immediately complied with the code officer's instructions.
Criminal Investigations
The Criminal Investigations Division (CID), with the assistance of the United Postal Service (UPS),
successfully intercepted $5,000 mailed by an elderly residence victimized by scammers. The package
was to be delivered to a UPS drop location where scammers usually use proxies to collect the items.
Detectives returned the money to the victim and used the opportunity to discuss other scams.
Detectives, assisted bythe Miami Beach Crime Scene Unit, conducted a search ofthe vehicle abandoned
by burglary suspects at a beachside condominium complex. Detectives are awaiting processing results
in hopes that will lead to additional leads of the suspects' identities.
Detectives are investigating a stolen vehicle case which occurred at a beachside condominium. The
victim left his vehicle parked on the driveway with the keys left inside. The suspect entered the vehicle
and drove away from the scene. Detectives were able to "ping" the vehicle's location devices but were
not able to locate the vehicle. Auto Theft Taskforce personnel informed detectives that auto thieves are
now removing and discarding the GPS devices, narrowing the recovery window.

Marine Patrol:
Marine Patrol officers responded to a kite surfer in distress in the swim zone behind the 9500 block of
Collins Avenue, with the assistance of Surfside Lifeguards, the kite surfer was able to make it back to
shore.
While patrolling the Biscayne Bay, Bal Harbour Marine officers encountered several vessels anchored on
the South Sandbar playing loud music. Bal Harbour, Indian Creek and FWC marine officers made contact
with the vessel captains and instructed them to lowerthe music. FWC issued one vessel captain citations
for safety and equipment violations.
Bal Harbour marine officers and a good Samaritan, rescued two adults and an infant aboard a vessel that
was taking on water. The occupants were rescued from the vessel and transported to the Haulover ramp.
Bal Harbour marine officers were flagged down by a migrant family (two adults and a child) onboard a
vessel near the Haulover Ramp. The boat captain told marine officers that his wife and his son had fled
from their country and were seeking asylum. Bal Harbour officers contacted Border Patrol who
responded and assumed control of the investigation.
Bal Harbour marine officers were requested to assist the Town of Bay Harbor at the Shepard Broad
Causeway Bridge regarding electrical hazards repair located on the southside of the bridge. Bay Harbor
Island employees boarded the Bal Harbour vessel and performed the required repairs.
Marine officers observed a vessel stopped and blocking the deep -water access channel (residential
bayside sea wall). Contact was made with the captain and the vessel was moved to a safe location.
Beach Safety Officer Detail Activity:
The BSO reported a low number of beach goers on the beach on Friday, Saturday and Monday. On
Sunday, the BSO reported a large number of beach goers. This weekend, the BSO responded to a
disturbance at the Jetty involving a Bal Harbour resident filming on the jetty and an employee from
Wavy Boats. The BSO defused the dispute and documented the incident.
The BSO conducted random commercial film permit inspections, three permit holders and one
individual with no permit claiming to be filming for non-commercial purposes were observed on the
j etty.
While patrolling the hardpack, the BSO observed a 6-year-old boy riding his bicycle without supervision.
Contact was made with the child and the investigation revealed he had wandered off from his grandma.
The 6-year-old was reunited with his father.
While patrolling the jetty, the BSO found a driver's license and a Bank of America Credit Card, the BSO
was able to find a phone number for the owner and the items were returned. T
The BSO conducted frequent area checks of the 100th block of 961h street during the Farmers Market
event. Throughout the weekend, the BSO conducted area checks along the beach for cleanliness. The
BSO observed beach employees from every building cleaning up garbage from their respective areas
used throughout the day.
The BSO conducted several areas checks of the walking path south of the Oceana building for dog leash
violations and did not encounter any violators.
Summary of Noteworthy Calls for Service
03/03/2023 Ordinance Investigation 9700 Collins Avenue
Patrol officers discovered the BHS construction staging area gate open. The trash containers were
overflowing, and the site was emitting a bad odor. The shops personnel were advised, and they
immediately closed the gate. The report was forwarded to our code enforcement unit.
03/04/2023 1 Assist Other Agency 1 9530 Harding Ave.
Bal Harbour officers assisted the Town of Surfside police at the scene of a disturbance. Bal Harbour
officers remained on the scene until the dispute was settled.
03/04/2023 Assist Other Agency 1 9600 Block Beachside
Bal Harbour officers along with the Town of Surfside police responded to the beach after receiving a
call of a female in the water in distress. After conducting a thorough check, a witness responded back
to the scene and advised the person was safe and had left the area.
03/04/2023 Theft 10203 Collins Avenue
Security associates told officers they observed a valet employee taking a bicycle and placing it in his
vehicle prior to leaving the property. The employee was contacted and instructed to return to the
property. The bicycle was returned, and the employee was terminated.
03/05/2023
10201 Collins Avenue
The reporter told officers unknown suspects entered the property claiming to be residents and were
having issues with their vehicle transponder. The suspects gave their vehicle to the valet attendant, as
the attendant left his post the suspects entered the valet office and retrieved three sets of keys. The
suspects then fled the area on foot leaving behind the vehicle used in the burglary. The vehicle was
impounded and held for crime scene processing; this case is currently being investigated by the
Criminal Investigations Division.
03/05/2023 1 Traffic Incident Collins Avenue
A large group of motorcycles, ATV's and dirt bikes rode through the Village. Officers were placed at
strategic locations to ensure the riders did not enter prohibited locations. No issues or incidents were
reported.
03/05/2023 1 Intoxicated Person 1 9910 Collins Avenue
Officers were advised of a female laying in the grass area in front of the building. Upon officers' arrival
it was determined the female was intoxicated. The female is a known to officers. Due to her intoxicated
state and propensity to regularly consume alcohol, officers transported her to the hospital under the
Marchman Act provisions.
03/06/2023 Theft 9700 Collins Avenue
Neiman Marcus store associates told officers a male entered the store and retrieved some merchandise.
The male concealed the merchandise and exited the store without paying. The theft was captured on
store surveillance cameras. This case has been forwarded to the Criminal Investigations Division for
follow-up.
03/06/2023 1 Theft 1 9700 Collins Avenue
Burberry store associates told officers three males entered the store and began looking at clothing and
other merchandise. One of the males' suspects created a distraction that resulted in the sales associate
leaving the sales floor. The males then left the store with the clothing and merchandise without paying.
This case has been forwarded to the Criminal Investigations Division for follow-up.
