Subject: Ball Harbour Police Department Weekly Report for the period of
March 10, 2023, through March 16, 2023.
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
Code Enforcement Officers (CEOs) patrolling the gated community discovered a realtor for sale sign
that was not compliant with Village codes. The sign was discovered along the 200 Block of Bal Cross
Drive. CEOs issued the property owner a code violation warning directing them to remove the non-
compliant sign. CEOs also notified the realtor directly to ensure the sign was remove and replaced with
a code compliant sales sign.
CEOs patrolling the area of the 200 Block of Park Drive discovered a construction site with overgrown
vegetation along the public right-of-way. CEOs spoke with the contractor who made arrangements to
immediately remedy the infraction. CEOs issued the homeowners a code violation warning reminding
them to ensure the property continues to meet Village appearance standards.
A property owner along Bal Cross Drive placed bulk items on the curb on a Tuesday, ahead of the
permitted day. CEOs issued the property owners a code violation warning reminding them to place
bulk items on the curb on Wednesdays for Thursday collection.
CEOs patrolling the condos along the west side of Collins Avenue discovered bulk items on the curb on
a Thursday afternoon, after Village personnel had collected bulk trash. CEOs witnessed the items on the
curb on Wednesday. Further investigation revealed the collection truck missed the Thursday pick-up at
this location. CEOs notified Public Works of the error and Public Works made arrangement to collect
the trash.
The Code Enforcement Unit assisted Patrol Operations by conducting beach escorts as needed. The
escorts by the CEOs allowed patrol officers to remain on the beat and available for calls.
CEOs provided enhanced presences and assistance in Bal Harbour during an early -morning 5K Run
event sponsored by Bay Harbor Islands.
CEOs continue to monitor the beach and walking paths for persons not complying with dog restrictions.
Criminal Investigations
The Criminal Investigations Division (CID) assisted Village administrators by conducting a pre-
employment background investigation for an applicant for the position of Recreation Manager. These
investigations include searching public records databases, criminal records databases, and other
investigative sites to ensure candidates meet Village hiring standards.
The CID concluded its investigation of a theft of services case originating at a beachside hotel. The
suspect used the hotel's spa services to the tune of $750, but left without paying. Detectives identified
the suspect and arranged for immediate restitution to the victim. The hotel accepted payment for the
services rendered and closed the case preferring not to proceed with criminal prosecution.
Detectives recovered a $10,000 watch that was the center of a father -son dispute. The son took the
father's watch from his grandmother's house while the father was away traveling. Detectives contacted
the son and arranged for the return of the watch. Inconsideration for the watch's return, the father opted
not to criminally prosecute his son for theft.
Detectives continue the investigation into a burglary of a valet office at a beachside condominium.
Detectives used forensic evidence recovered from a vehicle left behind by the suspects to determine
who may have occupied the car prior to its abandonment. Detectives are preparing photographic line-
ups to show witnesses in hopes of linking persons who may have occupied the vehicle to the scene of
the crime.

Marine Patrol:
Marine Patrol conducted several area checks of the shoreline, seawall and jetty. Numerous vessels were
stopped. During the night time marine patrol, officers conducted several vessel stops for various
maritime violations. In addition, Marine Patrol officers conducted frequent area checks of the sandbar
area due to the high number of vessels. Officers made contact with several boats in the Bal Harbour
Sandbar area due to loud music. All contacts resulted in compliance and the music was lowered without
incident.
Marine Patrol officers conducted several early morning area checks of the Bal Harbour seawall. During
the night watch details Marine Patrol officers conducted frequent area checks of the sandbar area due
to the high number of vessels. Four boats were warned due to loud music and all lowered the music
without incident.
The Marine Patrol officer and Ocean Rescue responded to a boat fire. Due to safety concerns, the vessel
was towed awayfrom the crowded sandbar. The ownerwas transferred to the Bal Harbour boat for safety
reasons. No injuries were reported. Miami Dade Fire Boat 21 extinguished the fire. FWC was contacted
and advised. The vessel was towed by Sea Tow per owner request.
Surfside police requested assistance reference a kite surfer in distress approximately 500 yards east from
the 9600 Block of Collins Ave. Strong winds dragged the surfer across the water causing minor bruising.
The surfer refused medical attention and was assisted back to the shoreline.
Maine Patrol assisted Bay Harbor Islands in recovering two kayaks that were abandoned in the bay.
The Marine Patrol officer conducted FDLF on-line in-service mandatory training.
Marine Patrol assisted Miami -Dade Ocean Rescue with training inside Haulover Inlet.
Marine Patrol also responded to a radio call of a possible swimmer in trouble, outside the swim zone off
of 95 Street. Upon arrival, Surfside police units directed the Marine Patrol officer to the possible
swimmer, which was in fact a blacktrash bag filled with miscellaneous trash. The trash bag was removed
from the ocean and properly discarded.
Beach Safety Officer Detail Activity:
The BSO reported a low number of beach goers on Friday and Saturday. The BSO reported two
separate dog walkers walking their dogs on the jogging path. Contact was made with both dog owners
and were directed to the appropriate area. The BSO made contact with two suspicious individuals on
the hardpack. Record checks and two Field Interview (FI) cards were completed.
This weekend, the BSO encountered one individual on the jogging path walking a dog and one
individual riding his bicycle. Both individuals were warned and directed to the appropriate areas for
these activities.
The BSO also conducted fishing license checks and encountered one individual fishing without a license.
The individual picked up his fishing equipment and left the area without incident upon being told to
stop fishing.
The BSO responded to a medical emergency in the pool of the Ritz Carlton where Miami Dade Fire
Department responded and treated the patient on scene. Throughout the weekend the BSO conducted
area checks of the beach at the end of the day for cleanliness. No issues were reported.
This weekend, there were no issues involving the YouTubers on the jetty. On Sunday, the BSO reported
a large number of beach goers on the beach. The BSO requested assistance from Miami Dade Fire
Department after an 11-year-old boy who cut himself with a knife while fishing on the jetty. Miami Dade
Fire Department personnel responded and treated the boy on scene.
The BSO conducted frequent area checks of the Farmers Market at the 100th Block of 96th Street which
drew the attention several beach goers.
On Monday, the BSO reported low number of beach goers.
Summary of Noteworthy Calls for Service
1 03/10/2023 1 Theft 1 9700 Collins Avenue
Alexander McQueen sales associates told officers that two unknown males entered the store and
retrieved merchandise from the display shelf. The males then concealed the merchandise and exited
the store without paying, this case has been forwarded to the Criminal Investigations Division for further
follow-up.
03/11/2023 _ Damage to Property 9700 Block of Collins Avenue
A vendor damaged a Village sprinkler head while backing up his vehicle. The damage was
photographed and Public Works was notified.
03/11 /2023 1 Theft 9700 Collins Avenue
Morgenthal Frederics sales associates told officers that two unknown suspects, one male and one
female, entered the store and retrieved merchandise from the display shelf. The males then concealed
the merchandise and exited the store without paying, this case has been forwarded to the Criminal
Investigations Division for further follow-up.
03/12/2023 1 Assist Other Agency j 9600 Block (Oceanside)
Officers rescued and transported an injured pelican to the Sea Bird Sanctuary located on Pelican Island.
03/12/2023 Assist a Citizen I 248 Bal Bay Drive
A family who chartered a boat felt unsafe with the captain of the vessel and demanded to be allowed
to disembark and terminate their voyage. They were dropped off on the private dock of one of our
residences and made contact with the homeowner. Bal Harbour police officers responded and
escorted the family out of the gated community. The family ordered an Uber and left the area. Officers
were unable to identify the vessel or the captain.
03/14/2023 Hazardous Condition 1 10101 Collins Avenue
Bal Harbour police officers and Miami Dade Fire Rescue responded to a report of a possible gas leak.
No gas leak was detected and the area was deemed safe. No evacuations were necessary.
03/16/2023 Traffic Crash 1 9800 Blk Collins Avenue
A vehicle exiting the Bal Harbour Shops collided with a female on a bicycle. The bicyclist, who failed to
yield the right-of-way, sustained minor injuries. The female was treated on the scene by Miami Dade
Fire Rescue and released with being transported.
