Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit routinely visits construction sites to ensure compliance with Village
appearance codes. Code Enforcement Officers (CEOs) patrolling the 100 Block of Bal Bay Drive
discovered a construction site with damaged screening and unkept grounds. CEOs issued the property
owners a code violation warning directing them to repair the screen and clean the property.
The port -a -potty at a construction site along the 200 Block of Park Drive was not properly shielded as
required by Village Code. The construction site was previously warned about the deficiency. CEOs
issued the property owners a code violation notice directing them to properly shield all bathroom
facilities. CEOs also met with construction workers at the site to ensure prompt compliance.
CEOs issued a code violation warning to a property along the 200 Block of Balcross Drive for improper
signage. The emergency contact signs at the construction site's gates contained company logos that
did not comply with Village codes. The contractor was directed to replace the signs with proper, Village
approved signage. The site was also warned for port -a -potty violations. CEOs directed the contractors
to properly shield their bathroom facilities.
Screening at a construction site along the 100 Block of Balcross Drive did not meet Village standards.
CEOs issued the property owner a code violation warning directing them to replace the screening and
ensure all screen colors were a uniform green or black. The port -a -potty at the same construction site
was not properly screened. CEOs issued a second code violation warning directing the contractor to
screen the facilities as required by code.
CEO's also worked with the Building Department who issued a stop work orderto a property on the 200
Block of Bal Bay Drive who was starting the process of the demolition of the home. While the property
did have permits for the demolition they need to put several safeguards in place prior to proceeding.
The Building Inspector responded to the location and worked with the contractor.
CEOs issued a code violation warning to a beachside condominium complex for operating motorized
vehicle on the Village hardpack without proper escorts. CEOs reminded management of escort
requirements and directed them to contact the police department should they need assistance
accessing the paths with a motorized vehicle.
Criminal Investigations
The Criminal Investigations Division is investigating the theft of two bicycles from the area of a beachside
condominium building. Video footage captured one of the suspects riding the victim's bicycle.
Detectives created a Need -to -Identify flyer to develop further leads. Detectives are also working with
the building's security personnel to identify the suspects.
Detectives continue to investigate retail theft cases occurring at the Bal Harbour Shops. In many of the
cases, the retailers could/would not provide video footage to assist with the investigations. On those
cases were video was available, detectives used the video to produce Need -to -Identify flyers which were
then distributed to sister agencies. The CID is working with detectives from neighboring jurisdictions to
share data on open retail theft investigations.
The CID conducted several interviews with security personnel at a beachside condominium pertaining
to a recent theft of keys from the valet office. Detectives presented photo line-ups of suspects developed
from forensic evidence obtained from a vehicle the suspects abandoned on the scene. A suspect has
yet to be identified, but detectives continue to investigate.
The CID is investigated a report of a missing 15-year-old female last seen at her beachside condominium
building at about 2:OOam on March 23. Detectives filed an exigent circumstance request with the
juvenile's cell phone carrier, but the phone was off and not sharing location data. Detectives worked the
with parents and associates to discover the juvenile's whereabouts.
On March 24, Detective Gonzalez developed additional leads and located the missing juvenile at a
friend's home in Hollywood. The juvenile was transported to the Bal Harbour police station where she
was reunited with her mother.
The CID worked with a local artist to develop a new design for the Department's Autism Awareness
Police Vehicle. The vehicle will be showcased in April during Autism Awareness Month.

Remarks
Marine Patrol:
On Saturday, Marine Patrol Officers participated in Operation Night Watch 10 which was hosted by Bal
Harbour Police. The initiative resulted in 43 boating citations, 56 warnings and 2 arrests. The arrests
were for reckless operation of a vessel/fleeing and eluding and another for a livery violation related to a
Bench Warrant.
In addition, there were multiple boat safety inspections conducted and several stranded vessels were
encountered and assisted. In regards to noise violations, only two vessels were encountered playing
extremely loud music. Both vessels lowered the music upon request and no noise complaints were
received during the hours of the operation.
On Sunday, Marine Patrol conducted several sea wall, marina, jetty and beach checks without
incident. Marine Patrol encountered one vessel playing loud music. The vessel lowered the music upon
request without incident. Due to the marine weather forecasts the sandbar near the BH seawalls were
not crowded.
Monday, Marine Patrol Officer conducted road patrol.
Tuesday, Marine Patrol Officer also conducted road patrol.
On Wednesday, Marine Patrol conducted several sea wall, marina, jetty and beach checks without
incident. Due to the weather, sandbar was not crowded.
Beach Safety Officer Detail Activity:
Friday, the BSO reported light to medium crowds on the beach and jetty. One warning was issued to a
first-time visitor who had a dog on the beach and no other incidents were reported. For the remainder
of the weekend, the BSO reported a low number of beach goers on the beach, but did report a high
number of pedestrians on the hardpack.
On Saturday, the BSO encountered an individual commercially filming on the jetty without a permit. The
individual stated he is the owner of a YouTube channel called Boat Luxe and was provided with a copy
of the Bal Harbour Village Ordinance pertaining to this violation. Once the information was received,
the individual left the area without incident.
The BSO encountered several fishermen fishing from the rocks and some fishing from the wall
throughout the weekend. The BSO responded to the jetty area in reference to a motorcycle near the art
displays and was gone upon his arrival. A resident stated thatthe individual came into the area from the
north lot and that they claimed there was no sign indicating vehicles were not allowed. The BSO went
to the north lot and verified there is indeed a sign that indicates to not enter.
The BSO conducted several area checks of the 100-Block of 96th Street where the Bal Harbour Village
Farmer's Market event was being held. The event attracted a large number of people and there were
no incidents to report.
Summary of Noteworthy Calls for Service
03/17/2023 Traffic Crash / Pedestrian 9801 Collins Avenue
A valet driver accidentally struck a pedestrian while backing up in the driveway. The pedestrian was
treated on the scene by Miami -Dade Fire Rescue. The victim did not require hospitalization and was
released on the scene.
03/17/2023 1 Suspicious Incident 10200 Block of Collins Avenue
An anonymous reporter advised of an unknown male loitering in the area. Officers canvassed the area
but they were not able to locate the individual.
03/18/2023 1 Hazardous Condition 290 Bal Bay Drive
Night time security guard detected an odor of smoke or electrical emitting from the elevator. Miami -
Dade Fire Rescue responded but could not find the source nor could they detect any fire or smoke.
The area was declared safe and the hotel resumed normal operations. No evacuations were required.
03/19/2023 1 Suspicious Incident 1 9700 Collins Avenue
Officers responded to the Webster store in the Bal Harbour Shops in reference to a theft that just
occurred. The store associates told officers three unknown suspects entered the store and took two
pieces of merchandise without paying. The individuals matching the suspect description were located
in Saks Fifth Avenue and detained briefly. The investigation revealed the individuals detained were not
responsible for the theft and were released without incident. This case has been forwarded to the
Criminal Investigations Division for further follow-up.
03/20/2023 Baker Act 500 Block of 96 Street
Officers made contact with an individual experiencing a mental crisis and having suicidal thoughts.
Officers transported the individual to the hospital for further treatment and evaluation.
03/20/2023 1 Theft 1 9700 Collins Avenue
The reporter told officers while dining at Makoto restaurant an unknown person took his sunglasses. A
review of the security camera footage revealed an unknown female took the glasses and left the area.
This case has been forwarded to the Criminal Investigations Division for further follow-up.
03/20/2023 Theft 1 10295 Collins Avenue
The reporter told officers he left his watch and earrings on the nightstand while he and the family went
out for dinner. Prior to leaving they requested housekeeping service the room while they were gone.
The next morning, he discovered the watch and earrings were missing. In-house security has initiated
an internal investigation and will be working with the Criminal Investigations Division.
03/20/2023 Fraud Arrest 9700 Collins Avenue
Two fraud subjects fled from officers while they were conducting an investigation into the crime. A foot
chase ensued that resulted in the capture of both subjects along the 9500 blk Harding Avenue. Neither
the officers or subject sustained any injuries, both subjects were transported to jail without incident.
03/21 /2023 Theft 1 9700 Collins Avenue
Two females entered the location and removed 2 pairs of shoes valued at $3,500. Officer conducted
an area canvass; however, the females were not located.
03/22/2023 1 Natural Death 1 9601 Collins Avenue
Officers responded to a medical call reference to an 86-year-old male who was unconscious. Upon the
officer's arrival, the male was pronounced deceased by Miami -Dade Fire Rescue, Miami -Dade Police
Department detectives were notified as per protocol.
