OCTOBER 19, 2015
The Common Council of the City of Richmond, Indiana met in regular session October 19, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR QUINN
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry
Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; City Controller
Sandra Spencer; Dakota Collins; Alisha Estabrook; Scott and Stephanie Hill Alexander; Street
Superintendent Tracy Bosell; Danny Matheny; Leighanne Hahn; Dave Snow; Nick Wilson; Park
Superintendent Bill Thistlethwaite; Superintendent of the Sanitary District Bill Harris; Purchasing Director
Vicki Robinson; Police Chief Mark Connery; Wayne County Commissioner Peter Zaleski; Sergeant at
Arms; and, Media.
APPROVAL OF MINUTES
Councilor Winget moved to approve the minutes of the meeting held October 5, 2015, supported by
Councilor Parker. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS. (MUST BE IN WRITING)
• NICK WILSON presented the following petition: 1 am requesting the opportunity to speak before
City Council. I have a very important subject that I think needs addressed. It involves the very
unfriendly way a private citizen has to go about getting to speak at a Council meeting. Thank you
for allowing me to speak.
There will be more discussion relative to this petition.
COMMUNICATIONS FROM THE MAYOR
• Leaf collection has begun —10/11 —12/11
• Trick or Treat will be October 31 — 5:30 -7:30 pm
• Thank you for all good thoughts and prayers

ORDINANCES ON FIRST READING
Councilor Parker moved to read Ordinance Nos. 65 and 66 -2015 on first reading by title only, supported
by Councilor Winget. Upon a vote viva voce, the motion carried.
ORDINANCE NO. 65 -2015 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND
BENEFITS OF RICHMOND FIREFIGHTERS
The Clerk read Ordinance No. 65 -2015 on first reading by title only.
Councilor Miller moved to advance Ordinance No. 65 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Wissel. Upon a vote viva voce, the motion passed.

Council President Oler declared Ordinance No. 65 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 65 -2015, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 65 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 65 -2015 was adopted with a 9 -0 roll call vote.
ORDINANCE NO. 66 -2015 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND
BENEFITS OF RICHMOND POLICE OFFICERS
The Clerk read Ordinance No. 66 -2015 on first reading by title only.
Councilor Wissel moved to advance Ordinance No. 66 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Miller. Upon a vote viva voce, the motion passed.

The Clerk read Ordinance No. 59 -2015 on third reading by title only.
Ordinance No. 59 -2015 was approved with a 7 -2 roll call vote. Dissenting were Councilors Miller and
Hollis.
ORDINANCE NO. 61 -2015 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2016
SALARY ORDINANCE
The Clerk read Ordinance No. 61 -2015 on third reading by title only.
Ordinance No. 61 -2015 was approved with a 9 -0 roll call vote.
ORDINANCE NO. 62 -2015 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL
COMPENSATION OF ALL ELECTED OFFICIALS FOR 2016
The Clerk read Ordinance No. 62 -2015 on third reading by title only.
Ordinance No. 62 -2015 was approved with a 9 -0 roll call vote.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, the meeting was
