The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in orderto enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
Code Enforcement Officers (CEOs) conducting early morning patrols at the Bal Harbour Shops heard
construction noises commencing before the allowed times. CEOs immediately contacted the site
supervisor who ceased all work on the spot.
CEOs continue their patrols of the beach areas for violations of dog restrictions. CEOs encountered
guests from a beachside hotel walking their dog on the beach. When CEOs explained the restriction
prohibiting dogs on the beach, the guests became upset and stated they would complain to the
necessary authorities. Despite their dislike of the restrictions, the guests complied with the request to
remove the dog from the beach.
CEOs discovered a U-Haul truck parked overnight at a residence on the 200 Block of Bal Bay Drive.
CEOs contacted the homeowner who explained the truck had mechanical problems but would be
removed as soon as possible. CEOs issued a verbal warning and the homeowner agreed to have the
truck removed.
While patrolling the construction sites in the gated community, CEOs discovered a site along the 200
Block of Bal Bay Drive was not in compliance with the National Pollution Discharge Elimination System
(NPDES) protocols. CEOs issued the homeowner a code violation warning and met with construction
personnel on the scene. CEOs directed the homeowner and contractor to install bumper buddies
(filtration systems) along the storm drains to protect the storm water systems from contamination.
Port -a -Potty facilities at the same construction site were not properly shielded from site as required by
Village codes. CEOs issued a code violation warning and directed the contractorto shield the bathroom
pods.
CEOs noticed the pool at a residence on the 100 Block of Park Drive was not properly maintained. The
pool water was green and its stagnant water served as a breeding pool for mosquitos. CEOs issued a
code violation warning and directed the property owners to clean the pool and restore it to proper code
standards.
Criminal Investigations
Officers discovered an unoccupied vehicle with front-end damage abandoned at a condominium
building on the west side of Collins Avenue. Further investigation revealed the vehicle was stolen from
the City of Miami. A short while later, an unknown male stole a vehicle from the 200 Block of Park Drive
and was able to exit the Village gates. Using GPS systems, the vehicle was tracked to the area of Biscayne
Boulevard south of 123rd Street. Bal Harbour Officers responded to the scene, but the vehicle was not
at its designated location. A second GPS activation revealed the vehicle was located a few blocks south
of where officers were searching. BaI Harbour Officers and Miami -Dade Officers located the vehicle and
arrested the suspect without incident.
Believing the auto theft suspect may be the same person who abandoned the vehicle at the
condominium building, detectives investigated further and obtained security video from the condo
building. Upon reviewing the video, detectives determined the suspect arrested in the stolen car was
the same person who abandoned the vehicle stolen from the City of Miami. Having developed sufficient
probable cause, detectives charged the suspect with the Maimi auto theft, thus clearing two auto theft
cases by arrest.
Detectives are working with security personnel from a beachside condominium building regarding a
theft of a bicycle valued at $7,000. The suspect took the bicycle, but it was later recovered by building
security personnel. Detectives identified the suspect and learned the suspect was on probation for
robbery and impersonating a police officer. Since the subject's whereabouts are unknown, detectives
are coordinating with the subject's probation officer to take him into custody on his next report date.

Remarks
Marine Patrol:
This week, the marine patrol conducted daily checks of the coastline, seawall, and jetty. Friday, light
vessel activity was noted. However, on Saturday and Sunday, the marine officers reported a significant
vessel activity near the south sandbar. On Sunday, two complaints were received for loud music and
three vessels were moved to beer can island.
In celebration of Women's History Month (concert at the Jetty) marine patrol conducted several checks
at the Jetty.
Beach Safety Officer Detail Activity:
The BSO reported low a number of beach goers throughout the weekend. The BSO responded to a call
of a possible battery behind the St. Regis. Contact was made with the complainant, and it was
determined the incident occurred at the Haulover nude beach. Contact information to Miami -Dade
Police Department was provided to the complainant.
Throughout the weekend, the BSO instructed several individuals fishing from the rocks to relocate to
thejetty, the individuals were told fishing from the rocks is prohibited. The BSO encountered a tent near
the jetty on the beach and was taken down upon request. The beach guests were not aware that tents
are prohibited.
The BSO encountered 5 dogs on the beach, 2 of those 5 dogs were service animals. The dogs that were
not service animals were removed from the beach upon request.
The BSO encountered one vehicle for hire (Uber) parked at the 100th Block of 96th Street and was issued
a verbal warning and the driver was advised that further violations will result in a citation.

Summary of Noteworthy Calls for Service
Theft
9801 Collins Avenue
The reporter told officers he ordered some merchandise via the "Uber" phone app. The reporter then
received a notification his merchandise has been delivered to the front desk. The front desk never
received a package and the review of the surveillance cameras revealed no packages were delivered.
This case has been forwarded to the Criminal Investigations Division for further follow-up_
03/24/2023 Theft 9700 Collins Avenue
Salvatore Ferragamo store associates told officers an unknown male entered the store and retrieved
two pieces of merchandise. The subject then exited the store without paying and fled the area. This
case has been forwarded to the Criminal Investigations Division for r follow-up. _
03/26/2023 Injury Haulover Inlet
Bal Harbour Police vessel was flagged down by a jet ski operator, the operator advised his passenger
sustained a facial injury. Miami -Dade Fire Rescue responded to treat the victim for a possible broken
nose.
1 03/27/2023 1 Recovered Stolen Vehicle 1 10230 Collins Avenue
While conducting area checks, Bal Harbour officers discovered a vehicle, unoccupied, with significant
damage parked on the south side of the building. A computer check of the license plate revealed the
vehicle was stolen and officers began canvassing the area immediately, however, could not locate any
suspects. North Miami Beach Crime Scene Investigators responded to process the vehicle for
fingerprints.
03/27/2023 1 Stolen Vehicle 268 Park Drive
Officers were notified by the guardhouse a black SUV fled the area and refused to provide identification
upon exiting the gated district. The vehicle was registered to the resident listed above, the resident did
not authorize anybody to take his vehicle and was unaware it had been taken. Officers were able to
track the vehicle to the North Miami area and apprehended the subject and recovered the vehicle. The
subject was placed under arrest and transported to 'ail.
03/28/2023 Traffic Detail 2 Harbour Way
The guardhouse gates malfunctioned and would not open. Officers were on scene directing traffic for
vehicles entering and exiting while awaiting the necessary repairs. Once the repairs were completed,
officers resumed normal patrol functions.
03/28/23 Suspicious Person 2 Harbour Way
Officers responded to a call of a suspicious vehicle by the Village exit gate. Further investigation
revealed the vehicle belonged to a friend of one of the security guards from a previous shift. The guard
escorted his friend on a walk in the gated community, leaving the vehicle behind. No criminal activity
occurred.
