Subject: Bal Harbour Police Department Weekly Report for the period of
March 31, 2023, through April 6, 2023
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
While patrolling the beach areas, Code Enforcement Officers (CEOs) noticed persons with plastic
serving items to the rear of a beachside hotel. Further investigation revealed a vendor at the hotel was
the source of the plastics. The vendor was new to the area and was not aware of the single -use plastic
restrictions. CEOs issued the property a code violation warning and educated the vendor about Village
codes addressing single use plastics. The vendor agreed to comply with said restrictions.
The Code Enforcement Unit received a complaint from patrol officers who observed work after hours at
a construction site along the 100 Block of Bal Bay Drive. CEOs issued the property owners a code
violation warning directing them to cease all construction operations before the 5:30pm deadline. CEOs
continue to monitor the site to ensure compliance.
CEOs patrolling along the 200 Block of Bal Bay Drive discovered a construction site with a perimeter
fence in disrepair. CEOs met with the site contractor and explained the deficiencies and needed repairs.
CEOs issued the property owner a code violation warning directing them to ensure the fence is properly
repaired within code standards.
While patrolling the beach areas, CEOs saw a dog swimming in the ocean. Further investigation
revealed the dog belonged to persons visiting the area and unaware of Bal Harbour's dog restrictions.
CEOs informed the parties of the prohibition against dogs on the beach and the visitors promptly left
the area with their dog.
Criminal Investigations
The Criminal Investigations Division assisted the Training Unit in providing active shooter and autism
awareness training to Village employees. The courses assist personnel in communicating with special
needs persons and prepares them in the event of an active shooter situation. These interactive courses
are part of the Village's efforts to provide better services to the community and ensuring the safety of all
employees.
Detectives closed an investigation of a theft of a bicycle from a beachside condominium. The theft was
captured on video and the suspect was identified as one of the condo's employees. The victim did not
wish to pursue charges since the suspect's employment was terminated. Using this information,
detectives approached the suspect as a source for leads on a case involving the theft of key fobs.
Detectives continue to investigate the theft of key fobs from a valet office at a beachside condominium.
The investigation led detectives to questions an individual previously employed by the condominium
who was identified as the subject in a bike theft about the same time period as the key fob theft. The
individual was on probation for other felonies. Detectives worked with the person's probation officer to
secure an interview. After speaking the person, detectives could not link him to the key fob incident.
The investigation continues as detectives seek to develop additional leads.
Detectives met with fellow investigators from the Sunny Isles Beach Police Department to exchange
information about recent auto thefts in the beach communities. Detectives from nearby sister agencies
are working together in exchanging leads and information related to auto thefts.

Marine Patrol:
Friday, Marine Patrol conducted seawall, shoreline and jetty checks. No maritime incidents were
reported. Vessel traffic was very light on the south sandbar and surrounding area. Marine Patrol assisted
on a radio call of an audible alarm at 202 Bal Bay Drive.
Saturday, Marine patrol officers participated in the Annual Multi -Agency Bicycle Ride for Autism
Awareness.
Sunday, Marine Patrol Officer conducted an area check of the jetty, beach, and Bal Harbour sea wall.
During patrol, the officer noticed a group of individuals behind 212 Bal Bay Drive, who were playing
loud music. Marine Patrol Officer approached the group and informed them of the Village's noise
ordinance, which prohibits loud music in public areas. The group was cooperative and immediately
complied with my request to lower the volume.
Monday and Tuesday, Marine Patrol Officer conducted an area checks of the jetty, beach, and Bal
Harbour sea wall without incident.
Wednesday, the Marine Patrol Officer conducted an area check of the jetty, beach, and Bal Harbour sea
wall. A distress call was received reference a vessel taking on water 3 miles east of Haulover Beach.
However, upon arrival with fire rescue we learned that there was a sick person on board and the vessel
was sea worthy. All parties were transported to Haulover Marina at where fire personnel treated the sick
person and took over the scene.
Thursday, Marine patrol conducted oceanside and Bal Harbour bay side and sand bar checks. Bal
Harbour marine patrol also participated in a nighttime multi -agency marine patrol detail hosted by the
Miami -Dade Police Department. The agencies involved conducted several vessel stops and safety
checks.
Beach Safetv Officer Detail Activitv:
This weekend, the BSO reported low number of beach goers on the beach. On Saturday, the BSO
attended an Autism Awareness Bicycle Ride event in Doral which included officers from numerous
jurisdictions.
The BSO conducted fishing license checks and encountered one individual without a license. The
individual left the jetty without incident.
On Saturday, the BSO and Code Enforcement met with the Food and Beverage Manager at the St. Regis
in reference to plastic cups being served by the bar and taken to attendees on the beach. Code
Enforcement advised that a written warning with a copy of the Ordinance attached would be provided
on Wednesday. In addition, Code Enforcement advised that a follow-up inspection would be conducted
in order to ensure compliance.
On Saturday, the BSO met with an investigator from the Federal Aviation Administration (FAA) in
reference to single engine powered paraglider activity on the beach. The FAA investigatorwas provided
with information regarding low flying/safety concerns and stated he and his team would address this
prohibited activity once they identify the individuals and find out where they are launching from.
The BSO conducted area checks of the beach for cleanliness and observed beach employees clean at
the end of their work day.
Summary of Noteworthy Calls for Service
03/31/2023 Simple Battery 2 Harbour Way
A resident of the 10190 Collins Avenue building was attempting to drive through the turn around lane
in front of the guardhouse. However, the lane was partially blocked by cones due to the gate
malfunctioning. The resident became upset and exited his vehicle, he then engaged in a verbal dispute
with the guard and subsequently pushed him, the guard then pushed him back. Neither party sustained
injury and declined to pursue charges. The resident apologized and left the scene without incident.
04/01/2023 I Stalking 9703 Collins Avenue
The reporter told officers she met a male suspect while working at a store in Aventura, the male began
frequenting the store and made her uncomfortable on several occasions. The reporter requested a
transfer to the store in Bal Harbour and was granted. The same male suspect was able to locate the
new store and upon his arrival asked the manager to see the reporter. The manager and suspect
engaged in a verbal dispute and the suspect left the scene. This case has been forwarded to the
Criminal Investigations Division for further follow-up.
04/02/2023 Disturbance 212 Bal Bay Drive
The reporter told officers several vessels were anchored just off their seawall and playing loud music.
Bal Harbour Marine officers responded to the area, the vessels causing the disturbance complied and
lowered the music.
04/04/2023 1 Theft 9700 Collins Avenue
The reporter told officers she was working inside Saks Fifth Avenue and placed her purse down. Upon
returning to her purse, it was discovered that her wallet was missing. Loss prevention associates
reviewed surveillance footage and discovered an unknown suspect took the wallet from her purse and
left the area. This case has been forwarded to the Criminal Investigations Division for further follow-up.
04/05/23 I Assist Citizen 10175 Collins Avenue
Officers responded to a residence in reference to a mother wanting to provide information about her
daughter's boyfriend. The mother claimed her 15-year-old daughter was dating an 18-year-old male
who dealt drugs. The boyfriend did not live in Bal Harbour and no criminal activity was occurring in Bal
Harbour. Since the daughter was a recent runaway, officers contacted the Department of Children and
Families to request services for the family.
04/05/ to 04/06/23 1 Passover Detail Village -wide
Officers have began enhanced high visibility details and patrols as part the Passover holiday. The
officers are taking positions at key intersections to assist with visibility and increased pedestrian activity.
These details will continue throughout the Passover holiday.
