The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues patrols of the beach and walking path areas for violations of dog
restrictions. The unit assisted patrol officers by transporting an injured pelican to the rescue center for
treatment.
Code Enforcement Officers (CEOs) were contacted by residents at a beachside condominium
complaining about water leakage from the apartment above. CEOs sought assistance from the Building
Department who dispatched inspectors to the scene. The investigation revealed the neighbor above
conducted work without permits which apparently led to the leakage in the apartment below. CEOs
issued a code violation notice to the offending homeowners.
CEOs patrolling the gated community noticed a residence along the 100 Block of Bal Bay Drive and a
second residence along the 100 Block of Bal Cross Drive with unkept lawns. CEOs issued the respective
homeowners a code violation warning directing them to return the landscape to Village standards.
Criminal Investigations
The Criminal Investigations Division (CID) participated in the unveiling of the police department's Autism
Awareness vehicle. The event drew media attention and again showcased the Village's commitment to
Autism awareness programs.
Detectives are investigating an allegation of stalking. Preliminary investigation led detectives to the
suspect and his identity was confirmed. Detectives are working with the victim to determine if criminal
charges will be filed.
Hotel guests at a beachside hotel reported the theft of jewelry allegedly valued at $500,000 from their
hotel room. The items included earrings and a Richard Mille watch. Detectives have requested
subpoenas for hotel records and are awaiting additional details from the victim to corroborate the theft.
The CID continues to work with neighboring jurisdictions to identify retail theft suspects targeting
businesses at the Bal Harbour Shops. Detectives share information about known retail theft suspects
and look for patterns which may link them to thefts in Bal Harbour and its sister cities.

Remarks
Marine Patrol:
Marine Patrol conducted several vessel stops for various violations and assisted a citizen in distress
during severe inclement weather conditions. The citizen, which was accompanied by two dogs was
unharmed and was safely moved to a safe location without incident.
Marine Patrol conducted frequent area checks of the bay area, beach area and rear of properties. In
addition, Marine Patrol conducted frequent area checks of the Haulover Inlet area and jetty. On
Wednesday, officers responded to the beach area behind the Oceana in reference to a swimmer in
distress. Upon officers' arrival, the swimmer advised he did not need assistance and was not in distress.
Beach Safety Officer Detail Activity:
Marine Patrol and road patrol units conducted frequent area checks of the beach, hardpack and jetty
areas. During inclement weather conditions, the jetty was closed for safety.
Summary of Noteworthy Calls for Service
04/14/2023 Fraud 1 9700 Collins Avenue
The reporter told officers he discovered an unauthorized transaction on his credit report. An unknown
subject applied for and received a loan under the "COVID-19 Economic Recovery Act" from the Small
Business Administration (SBA). The reporter was provided with an identity theft pamphlet and this case
has been forwarded to the Criminal Investigations Division for further follow-up.
04/14/2023 — Theft I 9700 Collins Avenue
Bally's store associates told officers a female entered the store and began perusing the merchandise.
The female then concealed the merchandise and exited the store. This case has been forwarded to
the Criminal Investigations Division for further follow-up.
04/15/2023 Theft 9700 Collins Avenue
Chanel store associates told officers a male entered the store and began perusing the merchandise.
The female then concealed the merchandise and exited the store. This case has been forwarded to
the Criminal Investigations Division for further follow-up.
04/15/2023 Stolen Vehicle Recovery 9700 Collins Avenue
Officers responded to a parking dispute between the subject and parking staff. During the encounter,
it was discovered the subject's vehicle was reported stolen from Miami -Dade County. The driver was
placed under arrest and transported to jail.
04/17/2023 Suspicious Person 1 10225 Collins Avenue
Bellini security associates told officers a male entered the parking garage and began photographing
vehicles. An area canvass for the individual was conducted, however, officers were unable to locate the
suspect.
04/20/2023 Traffic Accident I 9800 Collins Avenue
Bal Harbour officers received a call of a traffic crash involving a vehicle and a motor scooter.
Investigation revealed the scooter was rear -ended by another vehicle. The driver of the scooter
sustained minor injuries and was transported to an area hospital. No other injuries or damage reported.
