The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit was impacted by pre -approved leave and unexpected illnesses;
enforcement activity was limited for this reporting period.
The Code Enforcement Unit responded to a complaint of improper signage in the area of Harbour Way
& Bal Cross Drive. Responding personnel discovered open -house signs posted by a realtor selling
property on the 200 Block of Bal Cross Drive. Code personnel met with the realtor, advised him of the
signage violation, and directed him to immediately remove the signs; compliance was immediate. The
property owners were issued a code violation warning informing them of the occurrence and directing
them to provide proper guidance to their realtor.
Public Works contacted the Code Enforcement Unit after discovering a construction site on the 200
Block of Park Drive was in violation of National Pollutant Discharge Elimination Systems (NPDES)
protocols. Code personnel responded to the scene, confirmed the violation, and issued the property
owner a code violation notice pursuant to the recently established Chapter 14-6, "Provisions of Drainage
and Storm Water Management." Code personnel also met with the site supervisor who immediately
commenced remediation efforts.
Criminal Investigations
The Criminal Investigations Division investigated two distinct allegations of stalking. The first involved
an employee of a retailer at a beachside hotel. The victim alleged a male had been harassing her at her
employment in the City of Aventura which prompted her to move to the store in Bal Harbour. The
persistent male discovered her new work location and continued unwanted invitations and solicitations.
When the victim told him to cease and desist, the male escalated his aggression by telling the victim she
would regret not going on a date. Despite these efforts by the victim to end the contact, the male
continued to return. Detective identified the male and charged him with criminal stalking.
The second stalking case involved the victim and her ex -boyfriend. The victim claimed the ex -boyfriend
and his new girlfriend visited her place of work at the Bal Harbour Shops to mock and intimidate her.
Although there were no indications of threats or violence, the victim sought police assistance in ending
the contact. Detectives met with the offending parties and secured their cooperation in terminating
contact with the victim, thus resolving the conflict without further escalation in enforcement. The victim
did not wish to pursue any kind of criminal case and was satisfied with how the case was resolved.
After two shoplifters fled from the Bal Harbour Shops, officers responding to the call issued an alert for
the suspects` vehicle. Lt. Amago was on his way home when he came across the wanted vehicle in the
area of North Miami. A stop was initiated, the suspects were positively identified by the victims, and they
were arrested and charged. Detectives responded to assist with interviews in hopes the suspects could
be implicated in other retail thefts. The suspects, however, invoked their right to remain silent. They
were transported to jail, charged with retail theft felonies.

Marine Patrol:
Marine Patrol officers participated in a Multi -Agency Marine Patrol Operation (Operation "Night Watch")
hosted by Aventura PD. This operation is part of an on -going initiative to provide enforcement and
education to boaters, vessel operators and passengers from the 79 street bridge to the County line.
During the operation, Marine Patrol officers conducted several vessels stops, addressed noise violations
and provided enhanced patrols of the rear of Bal Harbour Village properties and the beach with the
assistance of Marine Patrol agencies from various jurisdictions.
Due to a work -related injury, the marine patrol officer assigned to work Sunday, Monday, Tuesday was
not available. The marine patrol officer remains on light duty assignment until medically cleared. In his
absence, marine patrol officers from various agencies assisted Bal Harbour Village with patrol and
requests. Indian Creek marine patrol was requested by the BSO regarding two jet -skis in the swim zone
area behind the Majestic. Indian Creek marine patrol responded and removed the jet skiers from the
area.
Marine patrol assisted Indian Creek on a suspicious person call of two juveniles who trespassed on the
resident dock of 17 Indian Creek Island Road. The two juveniles were exhausted paddle boarders who
were separated from their vessel and took refuge on the dock. Indian Creek marine patrol transported
the juveniles back to their vessel.
Marine patrol responded to a report of a possible aircraft down in the Atlantic Ocean, five miles north of
Golden Beach. Miami -Dade Air Unit 11 responded and did not locate a downed aircraft. Miami -Dade
Fire advised the call was unfounded and no additional emergency response was needed.
Beach Safety Officer Detail Activitv:
This weekend the BSO reported low number of beach goers on the beach. On Friday, the BSO
conducted a follow-up meeting at the St. Regis with Code Enforcement regarding the unauthorized use
of plastics on the beach ordinance warning issued weeks ago. The meeting was held with Security
Director Leonard Flynn and the Supervisor for the Food and Beverage section. The Supervisor for the
Food and Beverage section of the Hotel advised that they had removed from their inventory all
unauthorized plastics. The BSO conducted a check of all life preserver stations along the beach and
reported several life rings and ResQ Discs missing. The BSO will coordinate the purchase and
replacement of these items.
The BSO encountered one individual walking their dog on the jogging path. Contact was made with
the dog owner who was directed to the designated walking path.
The BSO observed several tents over the weekend and informed the owners that tents are prohibited
on the beach. The BSO also conducted area checks of the jetty and made contact with several fishermen
fishing from the wall and rocks.
This weekend, BSO participated in a Multi -Agency Marine Patrol Operation hosted by Aventura PD.
During the operation Marine Patrol officers issued 5 citations, 1 warning and had a total of 27 contacts.
On Sunday, the BSO provided security at the Bal Harbour Village Spring Festival event held at the north
end of the beach near the Jetty. During the event, the BSO noticed two jet skiers drive past the
exclusionary (swim zone area) buoys and requested Indian Creek Marine Patrol respond. Upon their
arrival, they located and removed the jet skiers from the restricted area.

Summary of Noteworthy Calls for Service

9700 Collins Avenue
Officers responded to a disturbance in front of Van Cleef & Arpels in which the suspect used a rock to
break the storefront window. Officers located the subject and took him into custody, the man claimed
the act to be a protest against social injustices. The subject was arrested and transported to jail.
04/23/2023 1 Theft _1 9700 Collins Avenue
Neiman Marcus store associates told officers two males entered the store and began perusing the
merchandise. The males then concealed the merchandise and exited the store. This case has been
forwarded to the Criminal Investigations Division for further follow-u

9700 Collins Avenue
The reporter told officers she was repairing the elevators in the parking garage and left her bookbag
within her work area. She left the area briefly and returned to discover her phone was missing, an area
check was conducted, and the phone was not located. This case has been forwarded to the Criminal
Investiqations Division for further follow-up.
04/24/2023 Trespass Warning 1 10295 Collins Avenue
Officers were dispatched to a disturbance involving a guest at the Ritz Carlton property. The guest was
attempting to check in, however, Ritz management discovered suspicious credit card activity and
refused to allow the party to register. The individual was trespassed and escorted off the property.
04/24/2023 Jetty Light Malfunction 10301 Collins Avenue
While conducting routine area checks, a Bal Harbour officer discovered the Jetty beacon light was out.
Public Works responded and conducted the necessary re[ ---)airs.
04/25/2023 1 Loud Music 100 block Bal Four Drive
A Bay Harbor Islands resident complained of a loud party in our jurisdiction. Officer located the
residence, and the owner lowered the music as requested. No complaints were received.
04/26/2023 1 Felony Theft 1 9700 CollinsAvenue
Neiman Marcus reported a theft of purses that had just occurred. Loss prevention provided a detailed
description of the vehicle and the tag attached. A Bal Harbour officer on the way home spotted the
vehicle in North Miami. The officer coordinated with North Miami and Biscayne Park police units and
effected a felony stop. The subjects were arrested, and the stolen property was recovered.
04/28/2023 ! Vehicle Burglary 1 10155 Collins Avenue
Bal Harbour officers were flagged down regarding a vehicle burglary that just occurred. Subjects pulled
up along the victims unoccupied vehicle asthe ownerwas delivering newspapers to the condo building.
CCTV footage depicts a subject entering and exiting the victim's vehicle. The subject fled in the subject
vehicle northbound on Collins Avenue. Officers immediately issued a Be On The Look Out (BOLO) to
all neighboring agencies. No property was taken and the Method of Operation matches that of recent
car thefts throughout the coastal reaion.
