SUBJECT: PLANNING COMMISSION ACTIONS - MEETING OF AUGUST 11, 2020
RECOMMENDATION:
The City Council is requested to receive and file the Planning Commission
(Commission) actions from their meeting of August 11, 2020.
BACKGROUND:
On August 11, 2020, the Commission held their regularly scheduled meeting.
ANALYSIS:
The following is a summary of actions taken at the August 11, 2020 meeting:
1. ROLL CALL:
Present: Commissioner - Cordes, Guan, O’Leary, Vice-Chair Haddad, Chair
Lee
Absent: Commissioner - None
Excused: Commissioner - None
2. REORGANIZATION OF PLANNING COMMISSION
A. The Commission took the following actions:
Vice-Chair Haddad was elected as Chair. Commissioner Cordes was
elected as Vice-Chair.

3. PUBLIC HEARINGS
A. PL 19-2081: 4838 HELEO AVENUE
DESCRIPTION: A request for the review and approval of Tentative Parcel Map
No. 82809 for a flag lot subdivision and a major site plan review for the
construction of a new detached garage on the front parcel and a new single-
family residence on the rear parcel.
ACTION: The Commission voted 5-0 to approve file PL 19-2081, and
adopted the resolution finding that the project is exempt from CEQA, subject
to the proposed recommended conditions of approval.

6. COMMUNICATIONS – None
7. UPDATE FROM THE PLANNING MANAGER
Mr. Reimers, Interim Community Development Director, gave an update about City
Hall activities by appointment only. He also stated that the City Council adopted a
temporary outdoor dining permit. Staff is looking into other outdoor businesses that
might want to operate outdoors like hair salons, barbers, and gyms. He noted that
staff has been reaching out to surrounding cities to get on their processes. The
City Council waived banner permits and extended the time they can be left up.

The Commission meeting was adjourned at 8:36 p.m.

Reviewing the Commission actions of August 11, 2020, furthers the City’s Strategic
Goals of Citizen Education and Communication.
FISCAL IMPACT :
This item does not have an impact on the Fiscal Year 2020-21 City Budget.
