Gonzalez, Village Manager MCC Date: April 28, 2023 Subject: Quarterly Capital Project Status Report - 2nd Quarter 2023 January - March The purpose of this Letter to Council (LTC) is to transmit to you the quarterly status update of the projects in our Capital Improvement Program. The attached report provides the status updates for the listed Capital Projects as well as the projected timelines. Should you have any questions or require additional information, please feel free to call Mat -tie Reyes or me directly JMG/MER/JO/MH CAPITAL PROGRAM STATUS REPORT January - March 2023 I. Parks & Public Spaces Operations Facility Remodeling Status: Complete II. Waterfront Park Development Phase A: Status: In Construction The Community Center and Park construction has progressed to 85% completion, and we anticipate substantial completion soon. NV2A has completed the Community Center building structure and window/door installations. The mechanical, electrical, and plumbing work is currently at 95% completion. The interior partition work is ongoing with the install of the drywall pending framing inspection. All exterior planters have been constructed and the structure of the decking along the seawall has been completed and is ready to receive the Accoya. The Accoya wood order has been delivered and dock/decking will be finished soon. Despite the challenges presented by the current construction market in obtaining concrete, the project has progressed with all scheduled concrete pours. The Village and NV2A staff have met to discuss the volatile concrete and steel market that since the start of the project has been impacting the cost of the structural work. The structural sub -contractor has progressed and assumed a 17% to 23% price increase for concrete and steel which will be reflected in the final project cost reconciliation. In addition, certain owner requested changes as well as omissions to the drawings have been identified. While we allocated an Owner's Contingency, NV2A has advised us thatthe change orders, together with the escalation of the cost of concrete and steel, may approach or exceed the current contingency. On March 281n staff presented a Council item for approval of supplemental funding and the Resolution was approved. Waterfront Park Development Phase B: Phase B design and construction will proceed upon completion of the New Village Hall and demolition of the current Village Hall Building (November 2025 to June 2026). The current preliminary concept proposes the ground floor as parking area serving the park, with a second -floor open air basketball deck (or enclosed basketball/multipurpose recreation center. This element requires additional concept and programming analysis as well as a determination of the community needs and funding. The Schematic/Concept analysis ofthis phase will be closely coordinated with the construction of the New Village Hall, for timing of the relocation of staff and the construction commencement of the Recreation Center soon thereafter. Seawall Reconstruction Project: Status: Seawall Complete and Dock Pending Accoya Finish Installation Capital Program Status Report - Q2-2023 Page 2 of 13 Ebsary Foundation Company (Ebsary) has completed 100% of the Seawall project. The installation of the dock, boardwalk and amphitheater area decking is pending. Once finalized, the Village provide the required FIND signage and will submit for the final reimbursement of the Florida Inland Navigational District (FIND) grant funds. III. Jetty/Catwalk/96th Street -End Design Development: Status: Construction Documents Currently, Mikyoung Design (MYKD) has continued with the design and the Construction Document (CD) phase is currently at 65% (85% overall project completion). US Army Corp of Engineers (USACE) and Florida Department of Environmental Protection (FDEP) approved the project by the September 2022 FIND grant deadline. FDEP also approved the extension of the easement for the Jetty. Miami Dade County Department of Environmental Resource Management (DERM) is working to schedule the project for Board of County Commissioners (BCC) approval. Currently, staff has transmitted the 50% submittal for review by Operations staff and comments were reviewed with the design team. The submittal was also reviewed by CGA with the Marine Contractor to issue a constructability, value engineering report and an updated cost estimate. Jetty Plaza: Status: Permit Revision in Progress The Village was awarded the FDOT Beautification Program for a grant amount of $100,000 that will fund the landscape and irrigation scope of work for the Jetty Plaza. Supreme Landscape was awarded the contract and will be completing the work prior to the revised grant deadline of December 2023. Staff has revisited the original design to address the Ritz' concerns and the Village requested a design modification to allow additional area for a 3-point turn by 18 wheelers. The plans previously approved by FDOT will require approval of the revisions. On March 9t', staff met with FDOT to discuss active projects and the project manager stated we need to submit the plan revisions for approval with the modified project cost. 961h Street End: Status: On hold On January 17, 2020, the Town of Surfside and Bal Harbour Village staff and administration met to discuss t'-e 96th Street End Project. The project was placed on hold for review by the new Mayor and Council. On September 28, 2022, Mayor Groisman and the Village Manager met with Surfside's Mayor and Village Manager to resume discussions on the Capital Program Status Report - Q2-2023 Page 3 of 13 collaboration on this unique project. Subsequently, Mayor Groisman met with Surfside's Tourism Board on October 3, 2022, to present the 96th Street concept design. The Town shared its desire to be part of the project and expressed their support and the Village Council approved an Interlocal Agreement in the October 2022 Council meeting. On February 3rd, 2023, the Village Manager and the Capital Program Director met with the Interim Town Manager, Hector Gomez to discuss the project. Mr. Gomez suggested adding additional paving eastward and additional stormwater drainage facilities to protect against future flooding. IV. BaI Harbour Beach Nourishment Project: Status: Completed-2022 The U.S. Army Corps of Engineers (USACE) issued a notice of completion letter to the Florida Department of Environmental Protection (FDEP) in relation to the Beach Erosion Control Hurricane Protection Project, Beach Renourishment- Bal Harbour 2021, Miami -Dade County, Florida on April 12, 2022. V. Sand By -Pass Project: Status: On Hold -Pending Miami Dade County Back -Bay Study Miami -Dade County and the Village of Bal Harbour have previously been joint applicants for the proposed Bakers Haulover Inlet Sand Bypassing Project that would include regular material bypassing from the updrift beach on the north side of the inlet along with the extension of the jetty. In 2015 the permitting activities were placed on hold until a required update of the Miami Dade County Inlet Management Plan was completed In August 2021, the Bakers Haulover Inlet Management Plan (IMP) was approved by FDEP and contains corrective measures to mitigate identified inlet erosion impacts to adjacent beaches, including the Village beach. The final IMP can be viewed at: https://fIoridadep.gov/rcp/beaches-inlets- ports/documents/bakers-haulover-inlet-management-plan. Updating the IMP to include the sand bypassing project from the beach borrow area was a critical step forthe County to prepare a successful FDEP Joint Coastal Permit application consistent with the Strategic Beach Management Plan. However, the County does not appearto be moving in the direction of this proposed sand bypassing project. In November 2021, following the adoption of the updated IMP which included the sand bypassing project as a possible strategy, the USACE issued their draft Feasibility Study for the Miami -Dade County Coastal Storm Risk Management (CSRM) Project for review and comment. This Study is a needed step in the federal process to seek a new 50-year authorization from Congress for the federal government to renourish the region's beaches including Bal Harbour. The existing project was authorized under Section 203 of the Flood Control Act of 1968, Public Law 90-483. Federal participation in renourishment of the existing project will end in 2025. The Village provided comments to USACE on their CSRM Capital Program Status Report - Q2-2023 Page 4 of 13 Project Study (with copy to the County) in support of the reauthorization of the federal project in late 2021 yet stressed the need to include all the sand bypassing strategies in the 50-year project reauthorization. A written response to our comments was not received. In September 2022, the commanding general for the USACE signed the Chief's Report, recommending the study's findings for authorization by Congress. The Chief's Report recommended authorizing the National Economic Development (NED) Plan, and stated the County supported the Recommended Plan. The Recommended Plan is for approximately 6.1 miles of periodic beach nourishment, including dune and berm features, through Bal Harbour Village, the Town of Surfside, and portions of the City of Miami Beach (FDEP Reference Monuments R-27 to R-57.5) and a series of five groins to be constructed in Bal Harbour between R-28 and R-31.5. In December 2022 in the Water Resources Development Act (WRDA) of 2022, Congress authorized for 50 additional years the CSRM Project for the Main Segment which includes the Village beach. Cummins Cederberg, on behalf of the Village, holds periodic meetings to get updates on the County's inlet and coastal management efforts. A meeting with Alberto Pisani, Senior Coastal Engineer with Miami -Dade County, was held on September 16, 2022 and January 13, 2023 to discuss the County's recent coastal management efforts. Mr. Pisani indicated GHD is performing an inlet study to re-evaluate the groins on the Village's beaches and the extension of the north jetty proposed in the IMP Strategy #4. Mr. Pisani mentioned some concerns from the County about the jetty extension impacting inlet navigation. The scope and deliverables associated with GHD's study have been requested from the County. In January 2023, the FDEP released an update to their Strategic Beach Management Plan (SBMP) which now includes the groins referenced in the Recommended Plan under the CSRM Project and authorized by Congress in WRDA 2022. In the 2020 SBMP, the groins had not been included and the strategies listed for the Bal Harbour Segment of beach were limited to maintenance of the nourishment project through monitoring and additional nourishments, and transfer of sand from accreted beaches in areas of greatest need. VI. Miami -Dade Back Bay Coastal Storm Risk Management Status: In Process The Miami Dade Back Bay Coastal Storm Risk Management Feasibility Study originally conducted from 2018 to 2021, was re -initiated on August 3, 2022. The study purpose is to reduce coastal storm risk through the implementation of coastal storm risk management measures designed to reduce potential damage caused by coastal storms, including preventing loss of human life. The region is well known for its risks of coastal flooding from hurricanes and tropical storms. Sea level rise has increased these risks and will continue to do so in the future. During the firsttwelve months of the study re -initiation, the U.S. Army Corps of Engineers Norfolk District Capital Program Status Report - Q2-2023 Page 5 of 13 (NAO) and Miami -Dade County, the non-federal sponsor for the study, will develop a new alternative to the previously developed Recommended Plan (2021). The new alternative will integrate measures from the Recommended Plan (2021) that received broad support and modify/replace measures that raised local concerns. The Village participated in a virtual meeting on February 23, 2023. The meeting provided various diagrams that depict several of the storm protection concepts to be evaluated during this study. The concepts which will potentially affect Bal Harbour Village include: • Construction of offshore artificial reefs; • Installation of storm surge barrier gates at Haulover Inlet; • Reinforcing the dune system including, raising the dune height; These concepts if built, potentially impact the design considerations and construction timing for the planned Beachside Masterplan and envisioned Sand By -Pass efforts, which in recent years has centered around the lengthening of the Haulover Park north Jetty to create a sand trap for periodic use to replenish Bal Harbour Beach. This effort will require Village participation in the study with our Environmental Engineers, Cummins Cederberg to follow the study and adjust our planning as required. A milestone meeting will be held in August 2023 with the Office of the Assistant Secretary of the Army for Civil Works to determine if the feasibility study will continue for an additional four years through 2027. VII. Hurricane Irma Sand Dune Restoration Proiect: Status: Complete The Village issued a Notice to Proceed (NTP) on November 1, 2020, and the project began on November 2,2020. Work was completed on November 4, 2020. Final closeout of the grant is ongoing with the funding agency. Vill. Utility Master Plan, Utility Infrastructure Improvements Project_(UIIP): Status: In Design & Construction The Village is currently implementing 4 major and distinct Utility/PW Projects within the Gated Community 1. Water o Transmission water main lines; o House & Irrigation meters redirected from the rear to the front of homes; o Backflow preventers installed for all Irrigation connections; o Fire hydrants; o Distribution water lines to each property. 2. Sanitary Sewer o Repair, replace or line all sewer pipes; o Refurbish/line all sewer manhole structures. 3. Stormwater o Major engineering/ installation of drainage piping to connect areas to the drainage system; Capital Program Status Report - Q2-2023 Page 6 of 13 o A new upgraded Stormwater Pump Station (PS-1) at Harbour Way; o New drainage wells; o New curb and gutter installed throughout. 4. Road reconstruction where required, milling, and paving throughout the Gated Community. The engineering and subsequent construction of these 4 components requires coordination and scheduling to avoid excessive impacts to the residents. Most of this work is conducted within the streets which attimes are heavily travelled. Each of the components are completed separately within the same phase areas and in many instances simultaneously in different Project phase locations inside the Community. Generally, the water system component is installed first followed by the identified sanitary sewer work, then stormwater and finally curb & gutter installation prior to the roadway restoration, milling and paving. There is a recognition that large road closures for extended periods is not acceptable and avoided whenever possible. The high volume of private resident construction ongoing in the Community is another factor which affects the scheduling of this work, resulting in a complex planning activity to complete the work in a timely fashion while minimizing disruptions to area residents. The completion of the of the Utility Infrastructure Improvements Project continues with the updated scope of work as summarized below: • Replace all water service mains and relocation of the water meters from the rear to the front of the residential properties within the Gated Residential Community; • Rehabilitative sectional repairs, replacement, and lining of the sanitary sewer system within the Community; • Replace the Harbour Way Stormwater Pump Station (PS-1), with a new upgraded station, additional injection wells and new upsized stormwater lines to service the phase 5a., 5b., locations north of Balfour Drive along Bal Bay and Camden Drives; • Conduct repairs and upgrades to the stormwater station within the Park site at 18 Bal Bay Drive to replaced defective equipment and to enhance the overall stormwater system efficiency; • Install new Stormwater sections to connect the Phase 6a., 6b. locations to the Bal Bay Drive Outfall within the Park and disconnect existing connection to the Bal Harbour Shops property; • Complete sectional repairs to the stormwater collection system, injection well rehabilitation and replace the curb and gutter; • The water service main along 96 street will require replacement with a new sixteen -inch diameter (16") main as funding is identified; • Replacement of the water transmission main line sections on Collins Avenue funding in identified; and • The sanitary force main along 96 street will also require replacement in the near future. To date the following volume of work within the overall Village Utility system has been completed since the 2020. Completion of the phases is subject to developed timetables, annual budget allocations and the receipt of supplemental funding through bonds and grants. The Village remains aggressive in the requests for funding through the Grant process. Since 2020, the UIIP grant request submittals for these Project Phases total $5,485,000 and to date, the Village has received $2,535,000 in Grant funding. During the ongoing stormwater system evaluation and design activities with historical street flooding data, additional scope was added to the stormwater improvements proposed forthe Phases 5b,5c and 6a, b locations to enhance the stormwater level of service, with grant requests focused to fund the area Stormwater improvements. Vila. Phase 2 (b) Utilitv Infrastructure Proiect Collins Avenue: Status: Completed- October 2019 Project installs two (2) sections of new twelve -inch (12) diameter water mains using subsurface directional boring using High -density polyethylene (HDPE)pipe. Phase 3 (a): Utility Infrastructure Project -- Status: In Construction-90% Complete Project entails replacing 70 feet of Sanitary Sewer line, water main replacement of 6 inches diameter, 10, 12 and 20 using pipe bursting and horizontal drilling methods. Drainage improvements at Bal Cross Drive from Biscay Drive to Bal Bay Drive intersection. In addition, several hundred feet of curb/gutter throughout the project. *Pending completion of the private construction at 196 Bal Bay Drive. Final Completion - Summer 2023 (pending milling and pavement. Vllc. Phase 3 [b] Utility_ Infrastructure Project: Status: In Construction-90% Complete Project replaces water mains, relocates potable water services from the rear of homes where existing, undersized water mains will be abandoned to the front, evaluate, and replace damaged curb & gutter. All this work has been completed. *Pending completion of the private construction at 196 Bal Bay Drive. Final Completion - Summer 2023 (pending milling / paving). Vlld. Phase 3 (c) Utility Infrastructure Project: Status: In Construction-90% Complete Project replaces water mains, relocates potable water services from the rear of homes where existing, undersized water mains will be abandoned to the front, evaluate, and replace damaged curb & gutter, evaluate and adjust/replace storm water inlets/grates as well as outfall pipes, new sanitary sewer main / improvement and overall pavement milling/resurfacing *Pending completion of the phase 7 stormwater pump station upgrades. Final Completion -Summer 2023 (pending milling and pavement). Vlle. Phase 4 : Utility Infrastructure Project -Transmission Water Main Status: Completed - August 2021 New twenty (20) inch diameter emergency transmission water main (5,200 linear feet) is now installed from the north end of Bal Bay Drive running south along Park Drive ending at the south end of Bal Bay Drive adjacentto the Bal Harbour Park site. Vllf. Phase 5 (a) Utility Infrastructure Project: Status: In Process-15% Complete Project replaces water mains, relocates potable water services from the rear of homes where existing, undersized water mains will be abandoned to the front, evaluate, and replace damaged curb & gutter, adjust/replace storm water inlets/grates and overall pavement milling/resurfacing. Complete: Capital Program Status Report - Q2-2023 Page 9 of 13 • 9 sanitary sewer manholes rehabilitated, 1430 linear feet of sewer pipe lining, and 100 linear feet of sanitary sewer pipe repairs completed to date. The water main portion is ongoing. Complete: • 2 sanitary sewer spot repairs, 1,563 linearft sewer pipe lining and 6 sewer manholes lined to date. Phase 7 Utility Infrastructure Project_ Status: In Design New storm drainage improvements ( pipes and catch basins ) at center of the gated community at Bal Bay Drive and Bal Cross Drive. The project also includes rehabilitation to the stormwater pump station and new injection wells adjacent to Harbour Way West. In Process: 0 Designs 50% complete. Final Completion - December 2025 IX. Village Hall Project: Status: Planning Phase: Program & Basis of Design Pursuant to the issuance of Notice to Proceed, our Programmatic Phase & update of Space Planning has commenced. Concurrently, the A/E will develop the Schematic/Concept plan to conduct the Community input process. This process will follow a similar approach to what was used during the Park and Jetty design phases. As the referendum question for amendment of the base flood elevation, to be measured from the highest minimum elevation provided by state or federal law, was approved by the Village Council at its February 21, 2023 meeting. The elections will be held on May 2, 2023 and the schedule for public meetings will be adjusted accordingly. Informed with the updated programmatic requirements and the resident feedback, the A/E will finalize the Basis of Design Report (BODR) for Village Council approval currently planned for the September 2023 Council Meeting or later to allow for the coordination of the election results. After BODR approval, the project design team will provide a schedule outlining the dates forthe Schematic Design (SD), Design Development (DD) and Construction Documents (CD) phases and will commence the design. Permit phase will follow, and we will advertise the bids. It is in the Village's best interests that the project be ready and permitted pending construction commencement on the BHS's critical path timeline, earliest Nov 2024 and latest June 2025. Collins Corridor Design: Status: Pending The Village was awarded the FDOT County Incentive Grant Program (CIGP) for the provision of a traffic study along Collins Ave for an amount of $24,900. This grant is programmed for FDOT FY 2024 (July 1, 2023 to June 30, 2024) and staff will bring the agreement for Council approval in January because the County may take 9 months to execute the agreement. The traffic study will assist in the Civil Engineering design of the Village Hall project. FDOT Local Agency Program (LAP) certification is on hold till next year. XI. Beachside Master Plan: Status: On Hold Pending MDC Back Bay Study Staff has met with an Urban Planner to develop preliminary feasibility options.
