The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit returned to the scene of a National Pollutant Discharge Elimination System
(NPDES) violation on the 200 Block of Park Drive to determine if the contractor corrected a previous
violation. Upon reinspection, Code Enforcement Officers (CEOs) determined the violation was properly
remedied in time to avoid a potential fine.
CEOs patrolling the 100 Block of Bal Bay Drive discovered a construction gate fallen, leaving the site
unsecure. CEOs had previously warned the site about this problem. As a result, CEOs issued a code
violation notice directing the site to properly repair the gate or face fines up to $250 per day.
A second construction site along the 100 Block of Bal Bay Drive did not meet proper appearance
standards. CEOs issued the property a code violation warning directing the property owners to repair
the construction screening material and properly maintain the area along the curb.
A property on the 100 Block of Bal Cross Drive did not meet Village appearance standards. CEOs issued
the property owners a code violation warning directing them to properly mow and maintain the
property.
CEOs issued a construction site on Camden Drive a code violation warning for not properly maintaining
the area along its curb. CEOs met with construction workers at the scene and personally delivered the
warning with instructions to remedy the deficiency to avoid possible fines.
A construction site along Bal Cross Drive also received a code violation warning for not properly
maintaining the curb area. CEOs noticed the property owner and personally met with construction
workers on site to ensure prompt compliance.
CEOs noticed a second property along BaI Cross Drive that did not meet Village appearance standards.
CEOs issued a code violation warning directing the homeowners to mow and maintain the property.
CEOs patrolling the 200 Block of Bal Bay Drive discovered a large amount of landscaping trash piled on
the curb. Further investigation revealed the debris was left behind by a landscaping contractor. CEOs
issued the property owner a code violation warning directing them to have the landscaper remove the
trash.
CEOs issued a code violation notice to the property owners on the 100 Block of Bal Cross Drive after
their contractor cut through a Village water line. Further investigation revealed the contractor failed to
properly mark the utility lines prior to digging. CEOs issued a violation with a fine of $250.
Criminal Investigations
The Criminal Investigations Division (CID) continues to work with retail stores at the Bal Harbour Shops
to combat retail thefts. Detectives reach out to each victimized store to obtain video footage, when
available.
The CID is investigating a vehicle burglary that occurred at a beachside condominium. Suspects parked
next to the vehicle then crawled to covertly enter the victim's car. The suspects left the scene empty
handed. Detectives are working with available video footage to identify the suspects involved in the
case.
CID is investigating the theft of a vehicle left running and unattended at a valet stand at the Bal Harbour
Shops; the suspect entered the car and drove away. Video Surveillance footage was not of sufficient
quality to identify the suspect. The vehicle's manufacturer would not track the vehicle via GPS because
the owner failed to subscribe to the GPS tracking service. With the use of the LPR technology, the stolen
vehicle was recovered. CID will continue its investigation of the theft.

Remarks
Marine Patrol:
Marine Patrol conducted frequent area checks of the Bal Harbour Village Marina, Bay area along Bal Bay
drive and throughoutthe intercoastal waterways and conducted multiple stops for various maritime and
safety violations, several citations and warnings were issued.
Marine Patrol assisted Sunny Isles PD regarding a missing elderly on the beach, as marine officers
searched the area, information was received that the person was located.
Marine Patrol responded to a radio call to assist North Bay Village and Miami -Dade Marine Patrol for a
reported sinking vessel on the south side of the Island. The vessel in question was an anchored derelict
vessel, which had been reported the day before to Miami -Dade Police.
I Beach Safetv Officer Detail Activitv: I
This weekend, the BSO reported a low number of beach goers on the beach, the low volume was
attributed to the reported inclement weather throughout the day.
The BSO encountered an individual flying a drone, the BSO made contact and advised the individual of
Bal Harbour Village ordinance and regulations pertaining to this activity.
The BSO observed approximately 50 guests behind the Harbor House, the BSO conducted an inquiry
and discovered the guest was there for a gender reveal event. The BSO contacted the gender reveal
company that was hired for the event to ascertain whether prior approval was received. The on -duty
supervisor allowed the guestto proceed. The reveal lasted approximately one minute and was revealed
using just smoke. No items such as; confetti, fireworks, balloons, etc. were used. Those in attendance
left the beach immediately after the reveal.
The BSO also conducted numerous area checks on the boat, in the absence of a Marine Patrol Officer
due to light duty status.
Summary of Noteworthy Calls for Service
04/28/2023 1 Retail Theft ' 9700 Collins Ave
Three female suspects entered a store at the Bal Harbour Shops and walked away with $9,700 worth of
merchandise. The same suspects attempted a theft the day before but were thwarted by loss
prevention personnel who did not contact the police at the time. The police department is awaiting
video footage of the incident.
04/28/2023 Suspicious Vehicle 10200 Block of Collins Avenue
Patrol officers continue to patrol condos and hotels for suspicious vehicles due to recent auto theft
activity in neighboring jurisdictions. While patrolling a westside condo building, officers discovered
people sleeping inside of a car. Further investigation revealed they were fishermen waiting for the tide
to change so they could resume their fishing activities; no criminal activity was involved. The driver was
told to leave the property and warned about parking on , rivate property.
04/28/2023 1 Fleeing Vehicle 9600 Block of Collins Avenue
License Plate Reader (LPR) data alerted officers to a stolen vehicle in Bal Harbour jurisdiction. Officers
saw the vehicle and commenced following the vehicle. When the vehicle's occupants saw the police
car, they fled northbound at a high rate of speed. Officers disengaged and alerted the neighboring
jurisdictions of the vehicle approach.
_04/29/2023 _ + Assault 96t" Street / Bal Bay Drive
A child and a female became involved in a verbal altercation by the 96t" Street gate at Bal Bay Drive.
The female allegedly produced a taser, scaring the child. There was little information available about
the female or her vehicle. The Department is awaiting street side video from neighboring jurisdictions
in an effort to capture the vehicle's image as it left Bal Harbour Village.
04/29/2023 Stolen Tag Recovery 1 10300 Block of Collins Avenue
LPR data alerted officers of a vehicle with a stolen tag in Bal Harbour jurisdiction. Officers found the
vehicle and initiated a traffic stop. Further investigation revealed the vehicle's owner was unaware his
tag had been swapped for a stolen tag.
04/29/2023 1 Assist Other Agency 1 10300 Block of Collins Avenue
A child approached officers at a traffic stop seeking assistance. The child reported his family left him
behind at Haulover Beach. Officers contacted the Miami -Dade Police Department who responded to
take custody of the child and reunite him with his parents.
04/29/2023 i Panic Alarm 1 200 Block of Bal Bay Drive
Officers responded to a residential panic alarm call in the gated community. Upon arriving, officers
discovered the alarm was triggered accidentally and there was no emergency. The residents explained
they were having alarm trouble due to recent inclement weather.
04/30/2023 1 House Fire 1 100 Block of Bal Cross Drive
Police and fire personnel responded to a house -on -fire call in the gated community. The first officers
on the scene confirmed there were no occupants inside as fire arrived to extinguish the flames. Officers
previously responded to the same house on April 29, after residents reported the smell of smoke.
Approximately five hours after the fire call, police and fire responded again when the house re -ignited.
The flames were again extinguished without threats to human life.
04/30/2023 Assist Other Agency I 9500 Block of Harding Avenue
Bal Harbour officers responded to a shots -fired call at a restaurant in the Town ofSurfside. Officers from
both jurisdictions secured the scene and ensured all patrons were safe and unharmed. Further
investigation revealed the gunshot was an accidental discharge by a customer at the restaurant.
Surfside Police handled the call.
04/30/2023 I Open Door 10 Block of Camden Drive
An alert neighbor reported an open door at the house next door. Officers responded and found the
front door wide open with no one at home. Upon contacting the owner, he informed the officers
construction workers may have failed to properly secure the door. No criminal activity was noted, so
officers closed and locked the door.
05/01/2023 I Domestic Disturbance 10200 Block of Collins Avenue
Officers responded to a beachside condominium in response to a domestic disturbance. Further
investigation revealed the couple were frequent drug users who began arguing. There were no
allegations of an assault or battery, and neither party was violent. Officers calmed the scene and left
without further incident.
05/01/2023 I Assist Other Agency I Collins Avenue at Harbour Way
Boarder Patrol agents followed a vehicle from the Haulover area into Bal Harbour's jurisdiction. When
they attempted a traffic stop, the occupant bailed out of the vehicle and hid in the area. Initial search
efforts failed, but officers remained vigilant even after Boarder Patrol cleared the scene. Their patience
paid off when they observed an Uber driver picking up the suspect. Officers initiated a traffic stop and
contacted Boarder Patrol officers who returned and took the suspect into custody.
05/03/2023 Auto Theft 1 9700 Collins Avenue
A customer at the Bal Harbour Shops left her vehicle unattended and running at a valet stand while she
entered the mall to shop. Valet personnel were busy parking another vehicle at the time. An
unidentified male standing nearby walked up to the unattended vehicle and drove away. The owner
of the vehicle had not activated the vehicle's GPS tracking service, so the exact location of the vehicle
could not be determined.
Bal Harbour officers and investigators were able to locate and track the vehicle using LPR Technology.
