CEOs issued the property owners a code violation warning by posting notice on the door and mailing a copy of the warning to the property owners. The Code Enforcement Unit continues to work closely with the Public Works department in ensuring storm drain systems remain properly maintained. CEOs discovered a property along the 100 Block of Park Drive was not in compliance with National Pollution Discharge Elimination Systems (NPDES) protocols. The property owners are in the process of a driveway renovation and did not take the proper steps to prevent debris from spilling onto the roadways and into the storm drains. CEOs issued a code violation notice directing the homeowners to correct the deficiency or face fines as established by the Village's new storm water management ordinance. CEOs patrolling the Collins Avenue corridor found advertisement signs on the property of a westside condominium complex. The signs were for the sale of real estate and did not meet Village signage requirements. CEOs issued a code violation warning calling for the removal of the signs or the placement of proper signage. Code Enforcement Officers testified at a Special Master's hearing and successfully defended a code violation issued to a property on the 200 Block of Bal Cross Drive. CEOs will work with the building department to ensure deficiencies are corrected. Criminal Investigations The Criminal Investigation Division (CID) was limited in its activities due to Detective Gonzalez being on vacation. The CID assisted Miami -Dade homicide detectives on the investigation of an apparent accidental death occurring at the Bal Harbour Shops. A construction worker making repairs on the mall's roof attempted to step from one roof line to another, but mis-stepped and fell to a landing approximately 45 feet below. The victim expired on the scene. Miami -Dade detectives responded and took over the investigation. Foul play was not suspected. Detective Gonzalez interviewed two witnesses to an allegation of child abuse that was filed in February 2023. All parties currently reside in the State of New York. The alleged events happened nine months earlier and were not reported atthe time of occurrence. The allegations appearto be linked to a current custody dispute case in New York and have yet to be corroborated. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 00 00 00 00 00 02 12 Remarks Marine Patrol: Marine officers conducted random patrols of the Haulover sandbar area and the rear of Bal Harbour Village properties on the bay. In addition, Marine officers checked the area of the Bal Harbour Marina and the Haulover inlet. On Friday, Marine Patrol responded to the rear of a home on the water in Key Stone Point regarding an attempted theft of personal flotation devices on a boat. No suspect(s) were located and North Miami PD took over the investigation. *Due to an on -duty injury and vacation, there was no Marine Patrol Officer(s) available on Saturday through Thursday. Beach Safety Officer Detail Activity: This weekend the BSO reported low number of beach goers on the beach. On Friday, the BSO accompanied the Marine Patrol Officer on duty as they responded to an attempted theft of Personal Flotation Devices (PFD) on a boat docked in the rear of a home in Key Stone Point. No subject(s) were located and the investigation was taken over by North Miami Police Department. The BSO later responded to assist Bay Harbor Islands regarding a drowning of a 3-year-old. The BSO assisted by securing a perimeter around the incident location in order to preserve the scene for investigative purposes. The BSO placed brand new Res Q Discs in designated areas along the beach and this weekend encountered four dogs on the beach. Three were service dogs and one was not. Summary of Noteworthy Calls for Service 05-05-2023 Trespassing 9900 Block of Collins Avenue Officers responded to a report of a trespasser at a beachside hotel. Upon arriving, hotel security personnel directed the officers to a nearby bus stop where the suspect was standing. Officers met with the suspect and confirmed he was on the property without authorization. Hotel representatives issued a trespass warning which was documented on the police report. 05-05-2023 1 Disturbance I 10200 Block of Collins Avenue Staff at a beachside hotel called the police regarding a couple arguing at the scene. Upon investigating, officers discovered the incident was a boyfriend/girlfriend dispute that did not involve violence. The boyfriend wanted to retrieve his sunglasses from the couple's room so he could leave the scene. Officers assisted each party on claiming personal property and stood by until the boyfriend left the scene. 05-06-2023 1 Customer Dispute 1 9700 Block of Collins Avenue Officers responded to a customer dispute at a beachside hotel. A guest returned a week after her stay to complain about a charge on her credit card. The guest believed the charge was improper and wanted a refund to her account. The guest leftthe scene and said she would dispute the charge through her credit card company. 05-06-2023 1 Assist Other Agency I Haulover Beach Officers responded to Haulover Beach area near Lifeguard Tower #3 to search for persons who may have entered the water from a capsized vessel. Officers participated in a grid search of the area but found no one in the water. 05-07-2023 1 Vehicle Burqlary 1 10200 Block of Collins Avenue Hotel staff at a beachside hotel waited almost five hours to report a vehicle burglary involving suspects who are targeting valet stands along the beach communities. The suspects look to steal unattended vehicles from valet locations. In this case, the suspects parked next to an unattended car then crept up to the car, opened its door, and removed the key fob from inside. The suspects left before being able to take the car. The case is under investigation. Patrol officers visited all valet stands to remind them to stay alert and not leave vehicle unattended. Later the same day, a key fob was found in the hardpack behind the hotels. The key fob, however, was not the one taken from the valet area. Officers were able to return the found key fob to the proper owner. 05-09-2023 1 Accidental Death 1 9700 Collins Ave A construction worker at the Bal Harbour Shops attempted to step from one roof line onto another, but mis-stepped and fell approximately 45 feet to a landing below. The victim was not using proper safety lines to prevent his fall. Miami -Dade homicide detectives responded to the scene and took over the investigation. Foul play was not suspected. 05-09-2023 Billing Dispute 200 Block of Bal Bay Drive A guest who was asked to leave a westside hotel failed to pay for the rooms he had previously occupied. The hotel filed a report claiming theft of the hotel fees. A report was filed and forwarded to the CID for further investigation. 05-10-2023 Theft 200 Block of Bal Bay Drive A resident reported he stored multiple air conditioner units at a vacant house in the Village. The house was scheduled for demolition. When the owner returned to retrieve the air conditioning units, he discovered four of the units were missing. He filed a theft report which was forwarded to the CID for further investigation. All of the stolen items were flagged with the Florida and National Crime Information Centers as stolen property. 05-10-2023 1 Stolen Tag Recovery 1 10200 Block of Collins Avenue A License Plate Reader alerted officers of a tag linked to a vehicle stolen in Miami -Dade. Officers spotted the vehicle as it travelled through Bal Harbour and effected a traffic stop just north of the Haulover bridge. Further investigation revealed the tag was linked to a stolen car, but not the car it was attached to. Apparently, the victim was able to obtain the same tag number from the Department of Motor Vehicles and attached it to the car he currently owned. The "stolen" car had been previously discovered, butthe tag was still flagged as stolen. Officers unraveled the confusion and notified Miami - Dade to remove the tag from the criminal information databases so the victim would not be stopped ain. 1 05/11 /2023 f Theft / Arrest 1 9900 Block of Collins Avenue While on routine patrol, a Bal Harbour police officer was flagged down and advised of a male that had just stolen a rental bicycle. The offender dropped the bike and attempted to flee on foot. Officers were able to apprehend the individual without incident. The male, who has an extensive criminal history, was arrested and transported to the Miami Dade County Jail. The bicycle was recovered and returned to the rightful owner. 05/11 /2023 Code Investigation 161 Camden Drive Patrol officers were dispatched to the location reference construction work being done after hours. Officers did in fact witness work being conducted in violation of Village Code requirements. A report was completed and forwarded to Code Enforcement Unit for the issuance of a violation.
