SUBJECT: Police Department Promotions, Assignments and Reorganization
The purpose ofthis LTC isto inform you oftwo upcoming police sergeant promotions, new
assignments, and the continuity of command in the Bal Harbour Police Department.
I am pleased to share with you that effective May 20, 2023, Officers' David Navas and Erica
Blanco will be promoted to the rank of Sergeant. Sergeant Navas will remain in his current
role as the Beach Safety Officer (BSO) and supervise the newly created Specialized Patrol
Section, which encompasses the Marine Patrol Unit and the Collins Avenue and 96th Street
Corridor Police Officers. Sergeant Erica Blanco will be assigned to fill an existing
Sergeant's vacancy in the Patrol Operations Division in Squad D.
In recognition ofthese promotions, you are cordially invited tothe Promotional and Badge
Pinning Ceremony for the Bal Harbour Police Department on Wednesday, June 14, 2023
at 6pm at the Sea View Hotel.
Additional changes include the assignment of Officer Lydia Armstrong and Officer Shevin
Castro to the Specialized Patrol Section, as the Collins Avenue and 96th Street Corridor
Police Officers.
In an effortto provide organizational and operational efficiency, Chief Flowers restructured
the police staffs areas of responsibilities. Lieutenant Amago will manage the Specialized
Patrol Section, Code Enforcement Unit, Special Events and Police Operations. Lieutenant
Young will manage the Police Training Section, Traffic Management Plans, Honor Guard
and Police Operations. Lieutenant Arango will manage the Police Administrative Division,
Criminal Investigations, and the Police Communications Section. Captain Escarra will
continue in his role as the department's second in command and will oversee the daily
operations of the police department.
