Patrol officers responded to a noise complaint and confirmed the violation. CEOs reviewed the report from patrol and verified the construction noise occurred after allowable hours. They issued the property owners a code violation notice reminding the owners of noise restrictions. The violation carried a fine of $250.00. CEOs patrolling the gated community noted the grounds of a home on the 200 Block of Bal Bay Drive overgrown and in need of maintenance. CEOs issued the property owners a code violation warning directing them to mow lawn and restore the property to appearance standards. CEOs will return to the property after the allotted time for correction to ensure compliance. Criminal Investigations The Criminal Investigations Division (CID) was active in various training assignments for this reporting period. Detective Hector Gonzalez led the training forthe Village's Public Works employees in the areas of cardio pulmonary resuscitation (CPR), the use of the automatic electronic defibrillator (AED), and bloodborne pathogen safety. The courses help ensure Village employees can assist during certain medical emergencies while keeping themselves safe from unnecessary pathogen exposure. Detective Gonzalez traveled to Volusia County, Florida, to train law enforcement officers at the Volusia County Sheriffs Office. The Autism Awareness course led by Detective Gonzalez helps improve community trust by teaching officers how to effectively communicate with persons on the autism spectrum. The CID reviewed video related to an assault allegation. The suspect yelled at a juvenile near the Bal Bay Drive/96t" Street gate and made threatening comments before speeding away in a green vehicle. Bay Harbor Islands Police provided intersection video of vehicles leaving Bal Harbour, but the green car was not captured on video. There was no tag available and the victim may have erred on the color of the vehicle. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 00 00 00 00 00 00 00 Remarks Marine Patrol: The Bal Harbour police vessel was unavailable this week as one marine officer was on vacation and the other is rehabilitating an on -duty injury. Marine assets from Miami -Dade, Indian Creek and FWC provided coordinated marine patrols in Bal Harbour's jurisdiction. No significant issues were reported. Beach SafeV Officer Detail Activity: The BSO reported a low number of beach goers. The BSO responded to the Haulover Boat fuel docks regarding a drowning. Witnesses stated the drowning occurred at the "new" Haulover sandbar located behind 220 Bal Bay Drive. The victim was pronounced deceased upon arrival to the hospital. The BSO focused his beach patrol on Sunday near the jetty, due to an increased number of surfers. No incidents were reported. The BSO made contact with an employee with one of the companies with an active Commercial Filming Permit at the jetty and was reminded of the designated location for those with a permit on the jetty. The BSO requested assistance from surrounding Marine Patrol agencies after witnessing a jetski operatorfall off a jetski and pushed in the direction on the Haulover Bridge. Prior to Marine Patrol arrival, a good Samaritan was able to assist the individual out of the water. The BSO provided high visibility of the 100th block of 96th Street for the Farmers Market and encountered several vehicles for hire parked at the 100th block of 96th street. Over the weekend, there was one non -service dog encountered on the beach and was removed upon request. In addition, three tents were observed at various locations on the beach and were taken down upon request. Summary of Noteworthy Calls for Service 05/12/2023 Theft Past 1 9700 Collins Avenue A male and a female entered a store and placed two items in a stroller and left without paying for the merchandise. Store personnel reported the theft later after the crime had occurred. 05/13/2023 Assist Other Agency 10800 Collins Avenue Bal Harbour officers responded to a drowning at the sandbar. As our officers and Miami -Dade Fire arrived, the victim had been recovered by Florida Wildlife Commission officers and transported to the Haulover Marina. Bal Harbour officers and Miami -Dade Fire rushed to the marina and assisted FWC. The victim was transported to an area hospital, where he was pronounced deceased. Miami -Dade Police responded and took over the investigation. 05/13/2023 Theft 1 9700 Collins Avenue Bal Harbour officers responded to a theft that occurred 20-minutes prior to contacting police. Officers obtained a description and conducted an extensive area canvass; however, the subject was not located. The case will be assigned to the Criminal Investigation unit. 05/13/2023 I Theft Past I 9700 Collins Avenue Store employees at Versace discovered missing merchandise apparently stolen the day before. The case will be assigned to criminal investigations for follow-up. 05/13/2023 1 Fraud 1 10275 Collins Avenue A resident reported making an onlinejewelry sale totaling over $13,000 dollars. The payment was made with a check which later was determined to be worthless. The case will be assigned to the Criminal Investigations unit. 05/16/2023 Theft 9700 Collins Avenue Salvatore Ferragamo store associates told officers multiple suspects entered the store and began looking at merchandise on display. One of the suspects concealed some merchandise and exited the store without paying. The suspects fled the area priorto officers arriving. This case has been forwarded to the Criminal Investigations for further follow-up. 05/17/2023 1 Theft 1 9700 Collins Avenue Reporter told officers he was trying on clothes in D'Squared and removed his watch to prevent the clothing from "snagging" on the watch. He left the store and forgot his watch, upon returning the next day, store associates were unable to locate the watch. This case has been forwarded to the Criminal Investigations for further follow-up. 05/18/2023 1 Assist Other Agency Village Wide Surfside Police issued a broadcast regarding a stolen vehicle. The vehicle was parked at a hotel with the engine running, but without the key fob. Bal Harbour officers immediately conducted an extensive area canvass and visited all east and west side businesses; however, the vehicle was not located_ 05/18/2023 I Assist Other Agency Village Wide Miami Beach Police advised of a strong-arm robbery suspect last seen running toward Surfside's jurisdiction. Several minutes later, the suspect was spotted on the hardpack and 92"d Street in Surfside. Bal Harbour officers assumed strategic position along our south jurisdictional lines and also conducted an extensive area canvass. The suspect was not located and the information received was that he may have headed back towards the Miami Beach area. 05/18/2023 Theft Past 1 9700 Collins Avenue Bal Harbour Police Officers were dispatched to a theft with a 30-minute time delay. After obtaining a description, officers canvassed the entire shops, however the suspects were not located. The case will be assigned to the Criminal Investigation unit. 05/18/2023 Disturbance Loud Music 200 block Bal Bay Drive Bal Harbour officers responded to a complaint of loud music coming from a vessel anchored at the Sandbar. Indian Creek Police marine patrol responded and canvassed the area as well. The only vessel located in the area was not playing music and was anchored far from our sea wall.
