May 19, 2023, through May 25, 2023
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit routinely visits construction sites to ensure compliance with Village
appearance codes. In addition, Code Enforcement conducted numerous jetty and beach checks
throughout the week.
Code Enforcement Officers (CEOs) patrolling the 200 Block of Park Drive discovered bulktrash curbside;
and issued the owner a code violation warning.
CEOs issued code violation warnings after discovering two homes in the gated community with over
grown lawn/vegetation in need of maintenance.
While patrolling and checking for any code related issues, a Code Enforcement Officer observed
excessive water being pumped from the Balmoral onto the street and into the storm drain system. The
investigation revealed that construction crews were in fact conducting pipe repairs and were pumping
water and other sediment. The crew immediately ceased operations and complied with clean up
recommendations. The site was issued a code violation notice which carries a fine of $250.
While conducting end of shift checks, a construction site along the 100 Block of Bal Bay Drive did not
meet proper appearance standards. CEOs issued the property a code violation warning directing the
property owners to repair the construction screening material and properly maintain the area along the
curb.
Criminal Investigations
Criminal Investigations was assigned and conducted two background investigations on prospective
employees. The investigations were completed and no matters of concern were discovered.
Criminal Investigations continues to work with retail stores at the Bal Harbour Shops to combat retail
thefts. Detectives contacted each victimized store to obtain video footage, when available. Detectives
are currently awaiting CCTV footage from the theft that occurred at "La Perla."
Detective Gonzalez is following up on an automobile burglary that occurred in the Bal Harbour Shops
parking garage. He was able to obtain license plate information of the subject's vehicle and has authored
a subpoena request which was forwarded to the Miami -Dade State Attorney's Office. This will allow
Detective Gonzalez to further his investigation in determining ownership of the subject vehicle.
Detectives also met with investigators from Aventura Police Department to discuss and identify
individuals of interest in several theft and fraud cases that have occurred in Bal Harbour. Investigators
are working together to determine the nexus of individuals connected to crimes in their respective
jurisdiction.

Remarks
Collins Avenue Corridor Unit (CCU) commenced on Saturday May 20, 2023. In its first week, CCUs
conducted 12 traffic details and initiated 45 traffic stops.
A traffic stop led to an arrest of a driver for no valid driver's license and an open bench warrant.
In addition to high visibility patrols, CCUs conducted checks of the beach, jetty and initiated
investigations on ride share vehicles trespassing on private property.
CCU's conducted proactive enforcement of delivery trucks blocking the roadway.
CCU's also assisted with the Village's concert on the beach event.

Remarks
Marine Patrol:
No marine patrol available Saturday through Tuesday due to vacation and training. Officer Waisman
attended an advanced tactical marine patrol training in Hillsborough County. Area marine patrol
agencies assisted by conducting area checks on the Bal Harbour waterways.
Beach Safety Officer Detail
The BSO issued an ordinance warning to a group of individuals that used fireworks for a gender reveal
near the jetty. The BSO ensured the beach area was cleaned by the family and ensured no further
fireworks were used.
Over the weekend, the BSO made contact with several individuals fishing from the rocks at the jetty and
encountered two dogs on the beach. Both dogs were removed upon request.
The BSO met with a Bal Harbour resident to discuss their concerns about the loud music coming from
the sandbar.
The BSO made contact with two separate groups of beach goers with an erected tent and advised them
that no tents are allowed on the beach. The tents were taken down without incident.
On Sunday, the BSO made contact with an individual commercially filming on the jetty without a permit.
The individual was issued a warning, the filming activity ceased and the individual left the area. The
individual was provided with an electronic copy of the ordinance.
The BSO documented a damaged bollard at the entrance of the jetty on the north east side of the north
lot. Public Works was on scene. It is unknown who caused the damage and when the damage occurred.
Summary of Noteworthy Calls for Service
05/19/2023 , Auto Burglary 1 9700 Collins Avenue
The reporter told officers he parked his vehicle in the parking garage and went shopping. Upon his
return, he discovered the rear window of his vehicle broken and his backpack missing. A review of
security footage revealed an unknown male breaking the window and taking the bookbag, the suspect
then fled the area in a vehicle. This case has been forwarded to Criminal Investigations for further
follow-up.
05/19/2023 Violation of Injunction 9700 Collins Avenue
Bal Harbour officers responded to a domestic incident. The investigation revealed that the
reporter/victim stated her ex -boyfriend was photographing the victim while at work. The subject had
left the area, however there is active r- rotection order that was properly served.
05/20/2023 Domestic Disturbance 9703 Collins Avenue
Officers responded to an ongoing disturbance on the 24t" floor. Officers made contact with both parties
and quickly determined the dispute was only.verbal. The dispute was regarding allegations of infidelity
and the female broke a glass on the floor out of anger, no physical contact occurred between the
parties.
05/20/2023 Warrant Arrest 9900 Block of Collins Avenue
Officers conducted a traffic stop along the Collins Avenue corridor, during the traffic stop investigation,
it was determined the driver had an active arrest warrant. The driver was placed under arrest and
transported to jail without further incident.
05/22/2023 Fraud Arrest 9700 Collins Avenue
Saks Fifth Avenue associates advised officers a subject had just made fraudulent purchases worth
several thousand dollars. Officers canvassed the area and quickly apprehended the suspect, the
merchandise was recovered, the suspect was placed under arrest and transported to jail.
05/22/2023 Theft 9700 Collins Avenue
Store associates from "La Perla" advised a female entered the store and began perusing merchandise
on display. The female then proceeded to conceal some merchandise and exit the store without
paying. This case has been forwarded to the Criminal Investigations for further follow-up.
05/22/2023 I DUI Arrest I North Lot
Officers conducted a traffic stop in the North Lot. During the traffic stop, officers determined the driver
was under the influence of alcohol. The driver refused to perform roadside sobriety tests or to submit
to a breathalyzer test. The driver resisted arrest; however, officers were able to subdue her and place
her under arrest.
05/24/2023 Recovery Stolen 9800 Block of Collins Avenue
Vehicle/Arrest
After receiving a license plate reader alert, a Bal Harbour officer coordinated and initiated a stop of a
stolen vehicle traveling on Collins Avenue. The subsequent investigation led to the arrest of the driver.
The vehicle was impounded and the driver was arrested and transported to jail.
05/25/2023 Recovery Stolen 500 Block of 96 Street
Vehicle/Arrest
Miami -Dade Police Communications issued a "Be On the Lookout" (BOLO) for a stolen U-Haul box truck.
A Bal Harbour officer also received a license plate reader alert on the same vehicle. The officer located
the reported stolen truck and initiated a successful traffic stop without incident. The investigation led
to the arrest of the driver.
