Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues to monitor the beach
compliance with dog related ordinances.
and walking path areas to ensure
Code Enforcement Officers (CEOs) continue their patrols of the Bal Harbour Shops construction areas
daily to ensure they remain in compliance with Village noise ordinances.
CEOs reinspected two properties that had previously received a warning regarding the leasing parties
leaving trash bins curbside. The investigation revealed a misunderstanding of the village ordinances
and the issues have been corrected.
CEO's conducted daily inspection checks of the gated community construction sites ensuring
compliance with Village ordinances.
Criminal Investigations
On Friday, May 26, 2023, Detective Hector Gonzalez led the training for the Village's Public Works
employees in the areas of cardiopulmonary resuscitation (CPR), the use of the automatic electronic
defibrillator (AED), and bloodborne pathogen safety. The courses help ensure Village employees can
assist during certain medical emergencies while keeping themselves safe from unnecessary pathogen
exposure.
Detective Gonzalez successfully established probable cause for an arrest stemming from a violation of a
protection order. The suspect violated the injunction multiple times and will be afforded the opportunity
to surrender to Bal Harbour officers.
Detective Gonzalez has been actively investigating several theft cases. This week, he was able to
interview the victim of a grand theft in which several thousand dollars' worth of personal items were
taken. Additionally, in a separate theft case, Detective Gonzalez developed a "Need to Identify" flyer,
which was distributed to surrounding agencies.

Remarks
CCU conducted multiple traffic stops along Collins Avenue for various violations. A noteworthy traffic
stop occurred on Saturday which resulted in multiple citations issued after the CCU Officer discovered
the driver stopped was driving without a valid driver's license, had multiple suspensions and no
insurance on the vehicle.
CCU encountered numerous rideshare vehicles at the Truist Bank and advised the drivers that using the
parking lot for non -bank related business is prohibited. The CCU officers met with bank staff about this
issue and discussed various options in eliminating this problem. This week, the CCU began issuing
parking citations to repeat offenders; those previously issued a warning(s) in an effort to eliminate this
on -going problem.
The CCU reported a bus stop sign down on Collins Avenue directly in front of 10185 Collins Avenue
(The Plaza) to the proper authority for repair. No estimated repair time was provided.
CCU conducted numerous area checks of the jetty, beach, hardpack, and walking path throughout the
weekend and week.
The CCU Sergeant attended roll call meetings throughout the weekend with Miami Dade Police
Department and Miami Dade Fire Department regarding Memorial Day Weekend Operations.

Remarks
Marine Patrol:
During Memorial Day Weekend, Marine Patrol Officers strategically focused their efforts in areas heavily
populated by beach goers and boaters. No noise complaints were received throughout the weekend.
Marine Patrol Officers conducted numerous vessels stops which resulted in citations and warnings being
issued. Marine Patrol Officers encountered a vessel anchored in the Haulover Inlet and were able to
direct the boat Captain to an area where vessel navigation was not impeded.
In addition, Marine Patrol Officers responded to a boat crash near FIU Biscayne Bay Campus, but were
cancelled upon arrival. Marine Patrol officers conducted checks of the Seawall, the Bal Harbour Marina,
the park and the rear of the properties along Bal Bay Drive.
Beach Safety Officer Detail Activi :
The BSO reported inclement weather on Friday and reported a moderate number of beach goers that
day. For the rest of the Memorial Day weekend there was an increase in beach goers.
During inclement weather periods, the BSO assessed the conditions on the Jetty and determined there
was no need to close the area. Throughout the weekend, the BSO attended roll call meetings with the
Miami Dade Police Department and the Miami -Dade Fire Department regarding Memorial Day
Weekend Operations. During these roll call meetings, the BSO was able to establish a relationship with
the Miami Dade Fire Department's Ocean Rescue and was provided with a radio in an effortto streamline
communication and expedite resources during an emergency situation.
While in attendance at the roll call meeting, a MDFD Captain directed all PWC (jet ski) operators to
include area checks of Bal Harbour beach during their tour of duty. While conducting a check of the
beach, Ocean Rescue PWC-2 assisted a "weak" swimmer in the water and was brought to safety
unharmed.
While conducting an area check of the Jetty, the BSO observed a disabled vessel occupied by a family
of four near the end of the Jetty. When the vessel's Captain told the BSO that the engines were over
heated and would not start, the BSO immediately began to direct the occupants to put on their Personal
Flotation Device (PFDs) and instructed the vessel's Captain to drop anchor in an effort to prevent the
vessel from being pushed by the current onto the rocks.
The BSO mobilized Marine Patrol Units in the area to respond and using the MDFD Ocean Rescue radio,
the BSO was able to instantly summon the assistance of rescuers on PWC's (jet skis). Within less than a
minute, two MDFD Ocean Rescue jet skis were arrival and prepared to rescue the occupants of the vessel
in the event that it crashed onto the rocks of the jetty.
Throughout the weekend, the BSO encountered numerous tents near the jetty area, and all were taken
down upon request. The BSO encountered several individuals fishing from the rocks and were
reminded that fishing from the rocks is prohibited.
The BSO encountered several dogs. Of these encounters, some dogs were removed from the beach,
and some were service animals.

05/26/2023 I Arrest - Warrant 500 blk 96 Street
Officers conducted atraffic stop along 96t''street, during the trafficstop investigation, it was determined
the driver had an active arrest warrant. The driver was arrested and transported to jail.
05/26/2023 1 Arrest - Disorderly Intoxication 1 291 Ball Bay Drive
Officers responded to an ongoing disturbance between two females. The parties involved were a
married couple engaged in a verbal altercation. One female was intoxicated and began
throwing/breaking objects, she refused to calm down and cooperate with officers. She was
subsequently placed under arrest for disorderly intoxication and transported to jail. _

05/27/2023 1 Suspicious Person I 96 Street Residential Gate
Officers observed a male attempting to climb the gate and enter the Gated Residential. Officers
confirmed that the male was in fact visiting friends that live in the community. The male was directed to

05/28/2023 Arrest - No Valid Driver's License 1 10200 blk Collins Avenue
While conducting traffic enforcement along Collins Avenue officers performed a traffic stop on a
vehicle. During the traffic stop investigation, it was determined the driver did not have a valid driver
license. The driver was placed under arrest and transported to jail.
05/29/2023 1 Traffic Incident 1 10200 blk Collins Avenue
Utilizing the License Plate Reader (LPR) system, officers conducted a traffic stop on a vehicle. During
the investigation, it was determined the driver did not have a valid license, and an active arrest warrant.
However, the affected jurisdiction declined to extradite him. The driver was issued citations and the
vehicle was towed from the scene.
05/30/2023 ! Theft 9700 Collins Avenue
Gucci store associates told officers two females entered the store and began perusing through
merchandise. The females took merchandise, bypassed all points of sale without paying and exited the
store with merchandise. The incident was captured on the in-store surveillance cameras; this case has
been forwarded to the Criminal Investigations Division for further follow-up.
05/31/2023 1 Theft (Attempt) 1 9700 Collins Avenue
Unknown subject(s) abandoned a theft booster bag containing store clothing. After reviewing CCTV
footage, loss prevention obtained a description of the suspected offender.
05/31/2023 Arrest - No Valid Driver's License_ North Lot
While conducting traffic enforcement, a Bal Harbour officer initiated a traffic stop. The investigation
revealed the driver did not have a valid driver's license. The driver was issued several citations, arrested
and transported to Jail.
05/31/2023 Arrest - DUI I 600 block 96 Street
After initiating a traffic stop, a Bal Harbour officer detected signs of impairment on the driver. The
investigation led to the arrest of the driver for driving under the influence. Miami -Dade Police DUI
Specialist responded and administered the field sobriety exercises and breath test. The driver was
arrested and transported to Jail.
05/31/2023 Traffic Incident I North Lot
While conducting North Lot traffic enforcement, a Bal Harbour officer initiated a traffic stop. The
investigation revealed the driver had a suspended drivers' license. The driver was issued a criminal
traffic citation and released on the scene.
06/01/2023 Unsecured Gate 1 701 96 Street
While on routine patrol, officers discovered an unsecured gate at the Village West Park construction
site. Officers conducted an inspection of the entire property and secured the gate. The project
manager was contacted and advised the entire perimeter of the lot must be secured at the end of each
business day.
06/01 /2023 1 Baker Act 9600 Collins Avenue
A female called police and advised she was having suicidal thoughts. The female was transported to
the nearest receiving facility for evaluation.
