Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Unit continues to monitor
compliance with dog related ordinances.
areas to ensure
Code Enforcement Officers (CEOs) continue their patrols of the Bal Harbour Shops construction areas
daily to ensure they remain in compliance with Village noise ordinances.
CEOs conducted daily inspection of the gated community construction sites ensuring compliance with
Village ordinances.
The investigations resulted in CEO's issuing (1) violation of Village Ordinance 2023-646 - NPDES
(National Pollutant Discharge Elimination System) mandates. Additionally, five (5) warnings were issued
for appearance/maintenance and one violation warning for bulk trash.
CEOs also conducted 92 ordinance investigations, and 48 area checks including beach checks. CEOs
did not come across any dogs on the beach.
CEO's followed up on an advertisement sign found by patrol officers. Contact was made with the owner
of the company, Psychic Reading, who claimed an employee posted the sign in error. A verbal warning
was documented.
Criminal Investigations
The Criminal Investigations Division (CID) is investigating an allegation of a violation of a domestic
violence injunction. The Victim was an employee of a local restaurant. The Subject visited her place of
employment against the limitations of the injunction. Detectives confirmed the injunction was in effect
at the time the subject visited the victim at work. Detectives are working with neighboring agencies to
locate the subject.
The CID closed several retail theft cases after exhausting investigative leads. On cases where video was
available, detectives used the images to develop need -to -identifying flyers for distribution to other
agencies.
The CID investigated the theft of audio/video equipment from a beachside hotel. Detectives worked
with loss prevention personnel but were unable to develop a viable suspect. The hotel did not have
video surveillance in the area where the theft occurred and had no other door controls to assist with the
investigation. The case was closed with no further action at this time.
Detectives worked with security personnel from the Bal Harbour Shops to investigate the vandalism of a
parked car. The investigation revealed no witnesses. The area where the victim parked their car was not
an area covered by video surveillance. Despite all investigative efforts, the identity of the suspect
remains unknown.

Remarks
The CCU responded to several calls for service including a medical emergency and a traffic crash
involving multiple vehicles.
Over the weekend, several vehicles for hire (rideshare) were encountered at various locations including
the Truist bank, the north municipal parking lot, and the entrance of the beach at 96th street.
On Sunday, the Collins Corridor Unit (CCU) conducted a traffic stop on a vehicle exiting the Bal Harbour
Shops with an expired tag. During the encounter, the CCU discovered the driver was registered as a
known gang member and was in possession of an AK style rifle and a .9mm pistol which were in the back
seat of the vehicle, securely encased and inside a bookbag. A records check revealed the driver had no
felony convictions on his criminal record and had also furnished a valid concealed weapons permit. The
weapons were checked and cleared in the police database. A citation was issued, and a Field Interview
(FI) card was completed.
Later in the day, the CCU responded to assist Surfside PD after they requested emergency assistance
regarding a domestic battery occurring inside a moving vehicle.
While patrolling the Collins Avenue corridor, the CCU observed a homeless person in the area. CCU
officer assisted the homeless person and transported the individual to childhood friends' home.

Marine Patrol:
On Saturday, Marine Patrol assisted Miami Dade police marine patrol with a livery arrest on beer can
island regarding illegal jet -ski renting operations.
Later in the day, Bal Harbour PD assisted two swimmers in distress on the west side of the Haulover
Inlet. Both swimmers were assisted by good Samaritans in the area prior to police arrival.
Marine Patrol assisted Sunny Isles Police with two juveniles jumping off the pier. Upon arrival, the
juveniles had returned to land unharmed.
Bal Harbour Marine Patrol assisted United States Coast Guard with a vessel they suspected was carrying
immigrants. The vessel was stopped around North Miami after it went through the Haulover Inlet. It was
determined there were no immigrants onboard.
Beach Safety Officer Detail Activity:
The BSO reported inclement weather on Friday and a low number of beach goers throughout the day.
The BSO was alerted of two males swimming in the Haulover Inlet. The individuals, who turned out to
be 15 years old, safely came out of the water and advised the BSO they had jumped off the Haulover
Bridge. The parents were contacted and both juveniles were taken home.
On Saturday, a commercial filming company with an active permit on the jetty (Wavy Boats) contacted
the Bal Harbour Police Department to report that another commercial filming company with a valid
permit (Zip Zap) was filming on the jetty outside the designated area. Officers responded and directed
the employee to the appropriate filming area without incident.
On Sunday, the BSO with the assistance of road patrol units responded to the beach area behind
10185 Collins Avenue (The Plaza) regarding a simple battery. During the investigation, the
complainant who was a beach employee refused to press charges on the resident that pushed her
after a brief argument over beach regulations from the building. No injuries were reported.
Summary of Noteworthy Calls for Service
06/09/2023 1 Stolen Vehicle Recovery 1 10200 blk Collins Avenue
Officers conducted a traffic stop on a vehicle they witnessed commit several traffic infractions. The
traffic investigation determined the vehicle was stolen from Miami Beach. The driver was placed
under arrest and transported to jail.
06/09/2023 1 Suspicious Incident 1 200 Bal Bay Drive
The Bal Harbour Marina Dock Master reported two individuals on the property filming on of the Yachts
on the property. The investigation first reveled the individuals had not checked in to the main
guardhouse; however, we later learned they did have permission to enter the gated area as they were
conducting repairs/work at a residence.
06/09/2023 I Suspicious Incident 1 9700 Collins Avenue
Bal Harbour communications received a call from a male stating he was walking the hardpack when
another male struck his pet bird. The caller further stated he retaliated by hitting the subject with a
metal pipe and that he was probably dead. The alleged victim said he was staying at the St. Regis and
provided a room number. Officers conducted an area canvass and responded to the hotel as well.
After exhausting all available resources and contacted surrounding agencies, the call was deemed a
possible hoax and unfounded.
06/10/2023 1 Battery 1 10185 Collins Avenue
Officers responded to an ongoing disturbance on the beach behind The Plaza condominium. A resident
was upset with one of the building employees who grabbed her personal towel. The resident reacted
by pushing the employee, no injuries were sustained, both parties apologized to each other and
declined to pursue criminal charges.
06/10/2023 1 Assist Other Agency 1 9300 block Collins Avenue
Bal Harbour officers responded to assist Surfside police at the scene of a domestic violence incident.
The investigation resulted in SPD arresting the primary aggressor.
06/10/2023 Fraud 1 10295 Collins Avenue
Officers were notified that a couple reserved a room at the Ritz -Carlton utilizing the victims credit card
points without authorization. Officers made contact with the couple who were given a trespass warning
then escorted them off the property. The victim did not want to pursue charges.
06/10/2023 1 Assist Citizen I 10210 Collins Avenue
Bal Harbour officers were dispatched to a possible Peeping Tom call involving a male. Upon arrival,
officers encountered an elderly male resident who had been locked out of the building. The neighbor
who called police, did not recognize the male, who was only seeking assistance. Officers and the
reporter assisted the elderly male making sure he made back to his apartment safely.
06/10/2023 I Suspicious Vehicle I North Parking Lot
A concerned resident alerted Bal Harbour officers to a suspicious occupied vehicle parked in the North
Lot after hours. The investigation revealed the occupants were planning on parking overnight after
being asked to leave their temporary lodging. Officers conducted a criminal history check and
explained that there is no overnight parking allowed. The individuals left the area without incident.
06/10/2023 1 Ordinance Investigation 1 9900 Block Collins Avenue
While on routine patrol, officers discovered a Psychic Reading sign on the side of the road. The sign
was removed and forwarded to Code Enforcement. In addition, officers conducted an area canvass
and did not locate any other signs posted in the Village.
06/11/2023 1 Suspicious Incident I 9703 Collins Avenue
While conducting an area check, officers were flagged down by a valet worker. The worker told officers
a black sedan pulled up to valet and began asking suspicious questions, when the worker approached
the vehicle, it fled on Collins Avenue. Officers attempted to perform a traffic stop, however, the vehicle
fled from the officers. Officers were able to obtain the license plate information and forwarded the
information to the Criminal Investigations Division for further follow-up.
06/11/2023 1 Baker Act 1 1 Harbour Way
Officers served a court order to a resident on the second floor. The petitioner, her sister, gave officers
access to the apartment where they were able to make contact and transport the female to Jackson
Memorial Hospital without incident.
06/12/2023 1 Theft 1 9700 Collins Avenue
Chanel employees requested Bal Harbour police to report a theft that occurred back on June 01, 2023
in which $3000 in property was taken. The case has been assigned to the criminal investigation section.
06/13/2023 1 Theft / No Prosecution 1 9700 Collins Avenue
Sak Fifth Avenue loss prevention officers detained two female juveniles for misdemeanor theft.
Management did not wish to press charges and the juveniles were released to their parents.
06/13/2023 1 Assist Citizen 1 10210 Collins Avenue
Officers responded to a report of male lying on the ground. Upon arrival, officers realized the male was
a resident of the building who was intoxicated. Officers helped the male get back safely into his
apartment.
