Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues to monitor the beach and walking path areas to ensure
compliance with dog related ordinances.
Code Enforcement Officers (CEOs) continue their patrols of the Bal Harbour Shops construction areas
daily to ensure they remain in compliance with Village noise ordinances.
CEOs conducted daily inspection checks of the gated community construction sites ensuring
compliance with Village ordinances.
CEO's conducted 60 ordinance investigations, 24 area and beach checks. CEO's encountered one dog
on the beach. The owner received a verbal warning and immediately removed the dog from the beach.
CEO's issued one violation resulting from a NPDES (National Pollution Discharge) investigation. In
addition, CEO's issued four warnings for miscellaneous issues.
Throughout the week, CEO's also reinspected several properties for compliance and completed 7
written reports.
Criminal Investigations
The Criminal Investigation Division (CID) concluded an investigation of a vehicle burglary at a beachside
condominium. The incident occurred in April 2023, and the suspect was captured on video as he crept
up to a parked car and entered the vehicle. Nothing was taken from inside the vehicle. Detectives shared
the video and images of the suspect with neighboring agencies in an attempt to identify the suspect, but
to no avail. Although the investigation is closed, the case will remain open pending the development of
new leads.
Detectives investigated a theft of clothing from a residence at a beachside condominium. The victim
claimed the clothing was taken from his closet. There were no signs of forced or unauthorized entry, and
the victim admitted family members have shared the apartment. None of the information provided by
the victim was useful in identifying who may have taken the items of clothing.
Corporate loss prevention personnel from a retailer at the Bal Harbour Shops met with detectives to
report an internal theft that involves several stores. Loss prevention agents discovered a scheme by
employees to generate fraudulent returns using old store receipts, converting the returns to gift cards,
then using the gift cards for fraudulent purchases. At least one of these transactions occurred at the Bal
Harbour Shops. Detectives are working with store personnel to gather the necessary evidence for
prosecution of the case.
Detective Gonzalez taught his Autism Awareness course to police recruits at the City of Maimi Police
Academy. The training is part of mandatory training for law enforcement personnel in the state of
Florida.
The CID assisted the Building Department by conducting a pre -employment background for an
applicant to the position of Plans Examiner and Electrical Inspector. Background investigations help
ensure applicants meetthe Village's hiring standards.

Remarks
The CCU responded to numerous calls for service in order to assist road patrol units attending other
calls, completed a Field Interview (FI card) on a vagrant and assisted with traffic control on 96th street
reference a traffic light wire down in the middle of the roadway. The proper authorities responded and
the street was re -opened without incident.
The CCU responded to a fire alarm at 10150 Collins Avenue and unit was advised there was no fire upon
arrival. Additionally, the maintenance employee on scene advised prior to police arrival, a resident had
turned off the fire alarm panel. Contact was made with that resident and he was advised not to touch
the fire alarm panel until appropriate authorities arrive for the safety of everyone in the building.
The CCU later made contact with a disoriented elderly male on Collins Avenue who turned out to be an
unreported missing person. According to the family, the male had wandered off from his home in
Hallandale and had been missing for hours. The male was medically evaluated by Hatzalah personnel
and was reunited with his family.
The CCU also assisted with a medical emergency involving an unresponsive 7-year-old boy. The boy
was transported to Jackson North by Miami Dade Fire Department. The next day, the CCU visited the
home of the child to see how he was doing, and they advised the child was in the Intensive Care Unit
(ICU) on a ventilator.
The CCU encountered multiple trucks improperly parked at the 100th block of 96th street impeding
access to the beach. Contact was made with truck operators and advised to leave room for emergency
vehicles to get through.
The CCU observed a driver on Collins Avenue swerving and striking the curb just before the Haulover
Bridge. The officer conducted a traffic stop and discovered the driver was having a medical emergency.
Miami Dade Fire Department responded and transported the driver to the hospital.

Remarks
Marine Patrol:
On Friday, Marine Patrol responded to assist North Bay Village Police Department in a search for a
wanted subject whojumped into the bayto avoid being arrested foran open bench warrant. The subject
was not located and the search was called off by North Bay Village Police.
Additionally, Marine Patrol responded to a radio call of a boat on fire off of the coast of Haulover Beach.
Miami -Dade Fire Boat responded; however, emergency personnel were unable to locate the boat.
Severe inclement weather throughout the weekend. Due to inclement weather on Sunday, the Bal
Harbour vessel was out of service.
Due to inclement weather on Sunday, the BHPD vessel was out of service, however, the marine officer
assisted the Collins Corridor Unit (CCU) with traffic enforcement and area checks along Collins Avenue.
Beach Safetv Officer Detail Activity:
The BSO reported low number of beach goers on the beach and the jetty throughout the weekend and
reported severe inclement weather. On Saturday, the BSO urged a family, including three children to
exit the weather due to dangerous ocean/weather conditions.
The BSO along with member(s) of the Collins Corridor Unit (CCU) conducted multiple patrols on the
beach, hardpack, walking/jogging path and jetty. On Sunday, fishing license checks were conducted
and all fishermen were in compliance with regulations.
The BSO began contacted the beach attendants in preparation for the fourth of July celebration. They
were reminded to lock all beach chairs and equipment at the end of the day.

06/16/2023 1 Domestic Disturbance
218 Park Drive
The reporter told officers she had a verbal altercation with her husband over allegations of infidelity.
There were no signs or complaints of physical abuse by either party. The reporter left the residence
with her daughter.
O6/16/2023 l Domestic Disturbance 1 10155 Collins Avenue_
Officers responded to a disturbance in progress. Upon arriving, officer met with the parties involved.
A married couple were having dinner with theirtwo sons when an argument ensued overfamily matters.
The father and sons began arguing at which point the police were called. No injuries or complaints of
injuries were made or observed, the parties told officers the matter was resolved.
06/16/2023 I Suspicious Person I 9600 Collins Avenue
Bank employees observed a male sleeping on the outdoor stairwell. Officer located the male who
advised he is homeless. The male refused assistance and was issued a trespass warning prohibiting
him from the property.
O6/16/2023 Illness 1 10295 Collins Avenue
Bal Harbour officers along with Miami Dade Fire Rescue responded to an unconscious juvenile at the
Harbour House. Upon arriving, fire rescue assessed the juvenile as police officers gathered information
_from the parents. Rescue transported the juvenile to an area hospital.
06/16/2023 I Disoriented Elderly Person I 10200 Block Collins Avenue
A concerned citizen called police and advised of a disoriented elderly male walking on Collins Avenue.
Officers located the male and began to gather information. The male was obviously in distress and
appeared to be lost and disoriented. A Hatzalah doctor passing by while on the way to a medical call,
sent a two -man team to assist us. Utilizing investigative leads, the family was located and the male was
reunited with family.

Neiman Marcus store associates told officers a male entered the store and began perusing through the
merchandise The male concealed some merchandise and exited the store without paying. The
incident was captured on in-store surveillance cameras. This case has been forwarded to the Criminal
Investigations for follow-up.
06/17/2023 Hazardous Conditions 96 Street between
Collins/Harding
Bal Harbour officers responded to reports of a wire down on the road. After locating the source, officer
blocked the two westbound lanes and detoured traffic. FPL responded and secured the down wire.
06/18/2023 l Theft I 9700 Collins Avenue
WOLFORD store associates told officers a female entered the store and began perusing through the
merchandise. The female concealed some merchandise and exited the store without paying. The
incident was captured on in-store surveillance cameras. This case has been forwarded to the Criminal
Investigations for follow-up.
06/18/2023 1 Arrest 9700 Collins Avenue
Neiman Marcus store associates told officers a male entered the store and began perusing through the
merchandise. The male concealed some merchandise and exited the store without paying. The area
was canvassed and the male was located and arrested.
06/18/2023 1 Domestic Disturbance 1 10295 Collins Avenue
Officers responded to the Ritz Carlton regarding a domestic disturbance involving a couple lodging at
the hotel. Upon arrival, officers discovered the couple, who had a small child, had left the building.
Officer canvassed the area and located them on Collins Avenue. The investigation revealed that no
crime had been committed and the couple and baby eventually returned to the hotel.
06/18/2023 1 Theft 1 9700 Collins Avenue
Officers responded to a store regarding a theft just occurred. Officers obtained a description and
conducted an area canvass of the shop's property. No subjects were located and the case was assigned
to the criminal investigation's unit.
06/19/2023 Suspicious Incident 9705 Collin Avenue
A resident discovered a drone on his balcony and notified police. Officers impounded the drone and
placed it in the property section. FAA investigators will follow up and attempt to identify the owner.
06/20/2023 1 Traffic Incident 1 _ 100 block 96 Street
While on routine patrol, officers observed an unoccupied vehicle parked nearthe beach entrance. After
locating the driver on the beach, officers determined the owner was intoxicated/impaired and unable
to drive. The owner was cited for illegal parking and the vehicle was towed. Officers ensured the owner
was transported home.
06/20/2023 Directed Patrol I Village Wide
Bal Harbour officers received information that a vehicle had been stolen from Bay Harbor Islands
jurisdiction. BHPD officers canvassed the area and visited all valets and reminded them to remain
vigilant and to keep their valet areas secured.
06/21/2023 1 Stolen Tag recovery 1 9900 Collins Avenue
A Bal Harbour officer conducting a traffic enforcement detail received an LPR alert regarding a stolen
tag. After initiating a traffic stop, the officer's investigation revealed the driver was not aware that
someone removed his tag and attached the stolen plate on his vehicle. The plate was recovered and
placed in our property section.
06/21 /2023 1 Domestic Disturbance 200 block Park Drive
Officers responded to perform a civil assist on a couple who are going through divorce proceedings.
The couple began to argue and the officers quickly restored order and one spouse left the residence.
