The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues to monitor the beach and walking path areas to ensure
compliance with dog related ordinances.
Code Enforcement Officers (CEOs) continue their daily patrols of the Bal Harbour Shops construction
areas to ensure they remain in compliance with Village noise ordinances.
CEOs conducted daily inspection checks of the gated community construction sites ensuring
compliance with Village ordinances.
CEO's and BHV Building official responded to 10245 demolition sites regarding debris landing on the
Bellini property. The investigation resulted in a stop work order being administered by the building
department.
CEOs conducted 44 ordinance investigations, and 6 area and beach checks. The investigations resulted
in CEO's issuing eight (8) warnings this week. Two were for appearance/maintenance, one additional
ordinance warning was issued to the St. Regis for not closing the loading dock/dumpster screen door.
Management reported that the screen door is damaged. They will be afforded a reasonable time to
conduct the repairs.
On Friday 06/23/2023 the Bal Harbour Village Finance department provided Code Enforcement the list
of establishments that have not submitted their Business Tax Receipts or are not up to date. CEOs visited
the stores and issued 5 Ordinance Warnings.
Criminal Investigations
The Criminal Investigations Division (CID) concluded a joint investigation involving employees of a retail
store in the Bal Harbour Shops. The employee used false merchandise returns to fund gift cards.
Detectives worked closely with loss prevention personnel to develop the information necessary to
proceed with the case. Detectives located the employee and filed felonytheft charges. The investigation
may also involve employees at other stores in different jurisdictions. The CID will work with the State
Attorney's Office in the prosecution of this case.
A student from Spain, whose father is a law enforcement officer, reached out to the CID and requested
an interview for a class assignment. The student wanted to compare police procedures in Spain with law
enforcement practices in the United States. The CID met with the studentvia Zoom and had an extended
conversation about law enforcement topics related to her class assignment. The student's father
previously assisted Bal Harbour detectives on a case several years ago and maintained a working
relationship with Detective Gonzalez.
The CID investigated a vehicle burglary that occurred in the Bal Harbour Shops' parking lot. The incident
was captured on video, but it was of insufficient quality to be useful for identification. Despite the video,
there was insufficient information available to determine the suspect's identity.

Remarks
CCU conducted traffic enforcement along Collins Avenue and encountered several vehicles for hire. In
addition, CCU ensured delivery trucks making deliveries at 9601 Collins Avenue (The Majestic) did not
obstruct the roadway/entrance to the beach for emergency vehicles.
A CCU officer was involved in a traffic crash after a vehicle failed to yield/move over for the emergency
vehicle on the side of the road assisting another officer. Surfside Police responded to complete the
traffic crash investigation/report and determined the other driver was at fault. The Bal Harbour Police
vehicle sustained minor damage and no injuries were reported.
CCU attended a memorial event for the second anniversary of the Champlain Towers Collapse which
was held in Surfside. During the event, CCU assisted with traffic control.
Severe Inclement weather affected traffic enforcement several days.

Marine Patrol Remarks:

Marine Patrol made contact with a vessel moored behind 216 Bal Bay Drive playing loud music. The
captain was asked to lower the music.
Marine Patrol participated in a nighttime multi -agency marine detail which was hosted by Indian Creek
Village PD. This multi -agency detail is part of an on -going initiative in which agencies come together to
promote safety on the water by collectively enforcing maritime.
Marine Patrol responded to a small island south of the Broad Causeway after reports of a sinking vessel.
The vessel was located and Miami Dade Police the vessel has been there for a while and classified the
vessel as derelict.
Marine Patrol attended a community event in Sunny Isles PD which welcomed residents of all ages to
"Cast with a Cop", an initiative intended to bridge the gap between police and the community.
Marine Patrol attended a multi -agency briefing via zoom which addressed issues affecting the different
jurisdictions present. The meeting also provided information regarding Miami Dade Police
Departments' Operational Plan for the Fourth of July for the Haulover area.
Beach Safety Officer Detail Activity Remarks:
This weekend the BSO reported low number of beach goers and inclement weather throughout the
weekend.
There were two dogs encountered on the beach and several fishermen were observed fishing against
the wall near the entrance of the jetty. The individuals were advised that fishing from the wall is
prohibited and were directed towards the jetty.
Several individuals were encountered fishing from the rocks. They were advised that fishing from the
rocks is not allowed.
In preparation for the Fourth of July events on the beach, contact was made with all beach supervisors
and beach attendants in order to ensure all buildings are locking chairs on the beach at the end of each
day. They were reminded that although this is required and important each day, it is extra important on
Inderaendence Dav to oreventtheft of eaubment, unauthorized use and to maintain order on the beach.
Summary of Noteworthy Calls for Service
06/24/2023 l Deceased Person I 9601 Collins Avenue
Officers responded to a report of an unconscious female, upon arriving, officers located the female in
her bedroom. The elderly female was determined to be deceased; officers were provided with a "Do
Not Resuscitate" (DNR) order. There were no signs of trauma, death notifications were made, and the
decedent was released to the funeral home.
06/24/2023 Property Damage 1 10301 Collins Avenue
Officers were conducting an area check of the jetty and discovered the hydration station was damaged
and water was actively flowing. Public works was contacted, and personnel responded to the scene
and made the necessary repairs.
O6/26/2023 I Assist Other Agency 1 15555 Biscayne Boulevard
Officers were attending a court hearing and were approached in the parking lot by an unknown female
bleeding from the head. Miami -Dade Fire Rescue was requested to treat the victim on scene,
additionally, Miami -Dade Police responded to conduct their investigation.
06/26/2023 1 Directed Patrol Bal Harbour Jetty
While conducting an area check of the Jetty, a Bal Harbour officer observed a male fishing from the
rocks. The person was advised of the restrictions and immediately complied.
06/27/2023 1 Fraud 1 9700 Collins Avenue
The reporter told officers someone was using her Wells Fargo account to make unauthorized
transactions. Wells Fargo has initiated an internal investigation. The Criminal Investigations Division will
conduct a follow-up investigation.
06/27/2023 I Disturbance 9600 Collins Avenue
Officers responded to the Truist bank regarding an ongoing disturbance in the lobby. Officers
encountered a female who was visibly upset, she explained to the officers that the bank was refusing to
cash a check for her. It was discovered the check had both her name and her ex-husband; therefore, it
required an endorsement from both parties. The female left the scene without incident.
06/28/2023 Vehicle Crash I 9700 Colins Avenue
An oversized vehicle entered the Bal Harbour Shops parking garage and struck a sprinkler. Water
leaked out for a few minutes until the pipe was capped. No other damage or injuries were reported.

loss prevention personal apprehended a female for misdemeanor retail theft. Bal
sponded and arrested the female.
1 06/29/2023 J Motor Vehicle Crash I Harbour Way and Collins Avenue
Bal Harbour officers and Miami Dade Fire responded to an emergency call of a pedestrian hit by a
vehicle. Upon arrival, the pedestrian advised he received minor injuries after being sideswiped by the
vehicle. The Dedestrian was not transported, and the crash remains under investigation.
06/29/2023 1 Hazardous Condition 1 9801 Collins Avenue
Bal Harbour officers and Miami Dade Fire were dispatched to the Bal Moral regarding a strong odor of
gas. Fire personnel detected a minor leak from a valve and closed it. The area was cleared and deemed
safe. TECO Gas was rec_,.uested to res; ,ond. No injuries or damac_7es were reported.
