Gonzalez, Village Manager Date: July 7, 2023 Subject: Milling and Paving in Phase 3b of Utility Infrastructure Improvement Project (UIIP) to Begin Monday, July 10 The purpose of this Letter to Council (LTC) is to remind you of upcoming Milling and Paving in Phase 3b of the Utility Infrastructure Improvement Project (UIIP) scheduled to start Monday, July 10 and the communications and methods that have been implemented to inform the residents of the gated community of this scheduled work. The work pending for Phase 3a, 3b, and 3c of the Utility Infrastructure Improvement Project (UIIP) is the restoration of the roadway. The contractor is scheduled to begin this work in Phase 3b, along Bal Bay Drive, on Monday, July 10. The work will require limited access to the road throughout the entire work period (July 10 -14), and zero vehicular access to the road during the paving period (July 12 - 14, 8:30 a.m. - 10 p.m.). During the entire work period, cars will not be permitted to park on the side of the road. Any vehicles left overnight, and still parked on the side of the road in the morning, will be towed to Harbour Way West. In order to minimize interruption to any waste services, the Village contractor Waste Connections, has made arrangements for all collections, including waste, recycling, and bulk, to take place starting at 7:00 a.m. in this area, in order to be completed before work begins each day. We have distributed notices to each home in the work area: first in late May, and again in late June. We have also sent out numerous notifications via email to the residents of the gated community. The project webpage has been kept up-to-date, with links to the attached flyer, providing detailed information, as well as alternate parking options for any residents in the impacted area. We will have our contracted Public Information Officer, Heather Leslie, on site Monday morning, along with members of Village staff, to provide information and answer any questions from the public, in orderto make the process as smooth as possible. Work may extend into the following Monday and Tuesday if needed. * Lane closures This area will be closed daily from 8:30 a.m. to 6 p.m. Monday: Tuesday_(July 10-11): Milling the existing asphalt. Vehicles will be able to enter the work zone after the day's work is complete. Low profile vehicles should avoid driving through the area, as damage to the vehicles is possible, until the restoration is fully completed. Wednesday - Friday (July i2 - 14): Resurfacing the roadway. Vehicles will not be able to enter or exit the area at all until as late as 10 p.m. each work day, to allow for the new asphalt to cure properly.
