The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues to monitor the beach and walking path areas to ensure
compliance with dog related ordinances.
Code Enforcement Officers (CEOs) continue their daily patrols of the Bal Harbour Shops construction
areas to ensure they remain in compliance with Village noise ordinances.
CEOs conducted daily inspection checks of the gated community construction sites ensuring
compliance with Village ordinances.
CEOs conducted 73 ordinance investigations and 20 area and beach checks. The investigations resulted
in CEO's issuing (29)warnings, one warning was for appearance/maintenance, and a violation was issued
for NPDES violation. Upon re -inspecting the site, the code issue was corrected.
Code Enforcement Officers completed the Business Tax Receipts investigations. CEOs visited the
remaining stores on the list and issued 27 Ordinance Warnings.
Criminal Investigations
The Criminal Investigations Division (CID) assisted the Boca Raton Police Department with a fraud
investigation possibly linked to organized retail crime. The case involved a female employee from a
store at the Bal Harbour Shops who was recently arrested by Bal Harbour Police for using false
merchandise returns to fund gift cards. Similar cases occurred in Boca Raton's jurisdiction and were
linked to the Bal Harbour case.
The Santa Barbara (CA) Police Department also contacted Bal Habour CID after discovering a suspect in
a California fraud investigation was arrested by Bal Harbour Police for fraudulent transactions at the Bal
Harbour Shops. Detectives provided all requested information and will continue to assist the agency.
This case and the one mentioned above highlightthe broad reach of persons involved in organized theft
and fraud against retail establishments.
The CID participated in training on the use of facial recognition technology used to mine images from
the worldwide web and compare them with unknown persons captured on video surveillance. The
program shows promise in aiding detectives with the identification of unknown persons captured on
surveillance videos, especially those of persons involved in retail theft cases.
Detectives concluded the investigation into an alleged child abuse case reported in February 2022. The
case involved parties who reside in the state of New York but also maintain a residence in Bal Harbour.
The four -month investigation required witnesses to travel from New York to South Florida to provide
sworn testimony about the case. The main parties of the case were estranged spouses entangled in a
child custody dispute. The investigation revealed the child abuse allegations were made to influence
the outcome of the child custody proceedings. After reviewing the available facts, detectives determined
there was insufficient evidence to support the allegations. The case was unfounded and closed without
further police action.
The CID assisted the Patrol Division during the Independence Day fireworks festivities.

Collins Corridor Unit (CCU) attended the Bal Harbour Village Sounds by the Sea Concert Series featuring
dueling pianos which was held at the north end of the beach near the Jetty. The CCU officer engaged
with members of the community in attendance and ensured a safe environment for all.
CCU continued their traffic enforcement efforts along Collins Avenue and at the 10011 block of 96th street.
CCU encountered three motor scooters at the entrance of the beach on 96th street left parked on the
sidewalk. Parking citations were issued, and the operators were located and directed to move the motor
scooters.
This weekend, CCU conducted several traffic stops on vehicles continuing straight on the right turn only
lane at 96' Street and Harding Avenue.
Drivers were educated on why that lane is a right turn only and were reminded that continuing straight
puts them and others at risk of getting into an accident.
In addition to their regular duties, CCU officers were assigned to assist with the Bal Harbour Village July
4th Celebration. CCU officers conducted North Lot traffic management, security and provided Golf Cart
rides to and from the event site for our guests.
CCU offered shelter and assistance to a vagrant on Collins Avenue, however, assistance was declined.
The vagrant left the area.

Marine Patrol reported inclement weather throughout the weekend. Marine Patrol conducted bicycle
patrol throughout Bal Harbour Village to include the gated community, Collins Avenue, and the beach.
Marine Patrol was flagged down by Saks Loss Prevention regarding a retail theft that had just occurred.
Marine officers and the Specialized Patrol Division Supervisor apprehended one of the offenders involved
and mobilized other units which resulted in the apprehension of the primary offender.
Marine officers responded to a complaint of loud music from a vessel behind 220 Bal Bay Drive. The
vessel was located and moved to the area of Beer Can Island. Additionally, multiple vessels moored
behind the Bal Harbour Sea wall near 220 Bal Bay Drive and were requested to move further west to allow
for vessel access without obstruction.
Marine officers conducted evening patrols encountered several vessels playing loud music, the vessels
lowered the music upon request.
Marine officers responded to the area of Oleta State River Park regarding three people in the water after
their kayak flipped over. Upon arrival, marine officers advised that everyone was safely out of the water
and did not require medical attention.
Marine officers responded to a mayday call of an occupied vessel possibly on fire offshore nearthe Miami -
Dade County line. Marine units arrived and determined the vessel's diesel engines were producing a
large amount of smoke and the vessel was not on fire. No injuries were reported.
Marine officers responded to the waterway behind Florida International University and assisted North
Miami Police Department and the Department of Children and Families execute an Ex-Parte Order on a
person who lived on a moored vessel. No issues reported.
During the Fourth of July festivities on the beach, Marine Patrol coordinated with multiple agencies to
close the Haulover Inlet for safety during the drone laser show and fireworks display. Additionally, marine
officers encountered several vessels attempting to Moore within the swim zone area or with the safety
zone established by the Miami Dade Fire Marshal. The vessels were redirected to a safe location.
Beach Safety Officer Detail Activity Remarks:
The BSO reported high attendance on the beach this weekend. On Sunday, the'BSO along with the Collins
Corridor Unit assisted with vehicle escorts to and from the jetty in preparation for the Sounds by the Sea
Concert.
The BSO responded to a call on the beach, the complainant to the officers her ex -boyfriend approached
her on the beach and was harassing her. Upon officers' arrival, the ex -boyfriend was no longer on scene
and units were advised by beach staff that the male had left approximately 10 minutes before police was
called. Officers canvassed the beach area, north parking lot and Collins Avenue, but were unable to locate
the male.
In preparation for the Fourth of July celebration, the BSO met with Ritz Carlton and Harbor House beach
staff and coordinated the movement of beach chairs and equipment for events on the beach.

Alexander McQueen store associates told officers a male and female entered the store and began
perusing through merchandise. The male took merchandise, bypassed all points of sale without paying
and exited the store with merchandise. The incident was captured on the in-store surveillance cameras;
this case has been forwarded to the Criminal Investigations for follow-up.
1 06/30/2023 1 Theft Arrest 1 9700 Collins Avenue
Saks Fifth Avenue store associates told officers that two males entered the store and began perusing
through merchandise. The male took merchandise, bypassed all points of sale without paying and
exited the store with merchandise. However, the males were intercepted by loss prevention and
merchandise was recovered. The offending party was placed under arrest and transported to tail.
1 06/30/2023 1 Suspicious Incident 1 10202 Collins Avenue I
Oceana management reported a male was observed overnighttaking photos of vehicles in the parking
garage. Fearing that the suspect was possibly casing high end vehicles, dayshift patrol officers followed
up on the case, and determined the person taking the photos was a realtor who had permission to be
on the property.

While conducting an area check of the Jetty, a Bal Harbour officer observed three men fishing of the
rocks. They were advised of the restrictions and advised to stay off the rocks for which then complied.
1 06/30/2023 1 Doa on the Beach 1 10200 Block Beachside
A concerned resident notified police of a dog on the beach. Upon arriving, the officer observed the
dog loose not on a leash. The owners of the dog who are not residents, immediately leashed the dog
when advised of the regulations. The dog was a certified service animal under Florida guidelines and
was allowed to remain on the beach.
07/01/2023 Theft / Battery 1 9700 Collins Avenue
Saks Fifth Avenue loss prevention attempted to detain a male fleeing the store with stolen merchandise.
The subject punched the employee and evaded being apprehended. An extensive area search of the
offender was conducted; however, he was not -located. The case has been assigned to the Criminal
Investigation.
07/02/2023 Fraud 1 10295 Collins Avenue
A California resident told officers her credit card had an unauthorized pending charge from the Ritz -
Carlton. However, officers were unable to locate any guest that had checked in or out using the
reporter's card. The reporter was advised to file a report with her local police department. This case
has been forwarded to the Criminal Investigations for follow-up.

Gucci store associates told officers a male and female entered the store and began perusing through
merchandise. The male took merchandise, bypassed all points of sale without paying and exited the
store with merchandise. The incident was captured on the in-store surveillance cameras; this case has
been forwarded to the Criminal Investigations for further follow-up.__
07/04/2023 1 Fireworks/Drone Show 1 10200 Block of the Beach
Bal Harbour Village celebrated Independence Day with a fireworks/Drone display, live music, and family
festivities. The Bal Harbour Police Department strategically posted officers to assist with the event and
ensure the safety of all in attendance.
07/04/2023 1 Traffic Congestion Collins Avenue Corridor
Due to July 4t" celebration in Bal Harbour Village, Haulover Park and the Town of Surfside, Collins
Avenue experienced considerable traffic congestion in all directions. Bal Harbour officers manned
specific traffic posts and worked in conjunction with Miami -Dade, Surfside and Bay Harbor Islands
officers. Normal traffic flow was restored by 11 PM.
1 07/05/2023 1 Suspicious Incident 1 10200 Block of Collins Avenue
Condominium security advised of a male seen on CCTV jumping over the gate and gaining access to
the pool area from the hardpack. The male, who was possibly holding a knife in his hand, was observed
leaving the area within a few minutes. Bal Harbour officers responded and conducted an extensive area
search; however, the male was not located. Bal Harbour officer will increase patrols in the area.
07/06/2023 Illness/Assist a Citizen 1 9700 Collins Avenue
Bal Harbour police and Miami -Dade Fire Rescue personnel responded to a sick person at Mokoto's.
The officer discovered the elderly female had consumed several alcoholic beverages and was impaired.
Police officers contacted family members who responded to take the female home.
1 07/06/2023 1 Suspicious Incident 1 10300 block Collins Avenue I
While on routine patrol, officers discovered a male sitting on the Haulover Bridge sidewalk dangerously
close to the traffic lanes. The male stated he was meditating and that he resided in Sunny Isles Beach.
After ensuring he was not in need of medical attention or any other special services, the male was
released and directed to a safer location.
07/06/2023 1 Injury 1 9801 Collins Avenue
A concerned resident flagged down a Bal Harbour officer and advised of a female at the bus stop bench
who was injured. The investigation revealed the female received injuries from a prior altercation that
occurred outside of our jurisdiction.
