The regular meeting of the Parks and Recreation Commission was called to order by Vice Chairman Crump at 7 :37 p.m. on Wednesday, February 21, 1979, in the Council Chamber of the City Hall, 5938 North Kauffman Avenue, Temple City, California. 2. Vice Chairman Crump led the Pledge of Allegiance to the Flag. 3. ROLL CALL: PRESENT: Commissioners Adams, Burlingame, Crump Commissioner Andrews arrived at 8 p.m. ABSENT: Commissioner Villar ALSO PRESENT: Victor B. Kobett Director of Parks and Recreation Director Kobett stated that Commissioner Villar had informed the Department earlier that he would be unable to attend this meeting due to out -of -state business. Commissioner Adams moved to excuse Commissioner Villar for cause, seconded by Commissioner Burlingame and carried. 4. APPROVAL OF MINUTES: Commissioner Burlingame moved to approve the minutes of the regular meeting of January 17, 1979 and the adjourned meeting of January 31, 1979, seconded by Commissioner Adams and carried. UNFINISHED BUSINESS: 5. TEMPLE CITY PARK - PLAYGROUND APPARATUS AREA: Continue discussion. Vice Chairman Crump presented this item of business stating that a decision on the offer of donation from the Kiwanis Club of Temple City had been continued to this meeting. The Commission, he continued, had tenatively identified the play apparatus, Kangaroo Hop,as a suggested substitute for the 13' Geodesic Climber offered if it met with the approval of the Kiwanis Club. Commissioner Adams spoke stating that sufficient study had been done in this regard and moved to recommend that, in as much as the Commission had resolved that there was not sufficient space for the Geodesic Climber without relocating existing apparatus, Director Kobett contact Mr. Shoemaker of the Kiwanis Club to determine if the Club would be receptive of donating the Kangaroo Hop in place of the Geodesic Climber and to so advise the Com- mission. The motion was seconded by Commissioner Burlingame and carried. 6. TENNIS COURT USE SURVEY: Continue discussion. Vice Chairman Crump opened discussion on this item indicating that the survey had been reviewed by the Commission at its regular meeting on January 17 and again discussed at its adjourned meeting on January 31. He reminded the members that the Commis- sion has been requested to make recommendations as to how the tennis courts at Live Oak Park should be programmed to best meet the needs of the community. He continued the Tennis Court Use Survey was developed and undertaken -by the Commission to obtain information from the public in this regard to assist the Commis- sion in developing its recommendations. PARKS AND RECREATION OMISSION MINUTES - FEBRUARY 1, 1979 PAGE 2 In the discussion that followed, Commissioner Adams moved to recommend to the City Council that the tennis courts at Live Oak Park be programmed as follows: that tennis lessons as presently conducted by the Parks and Recreation Department be continued; that the Department be authorized to seek the services of a quali- fied tennis instructor who will be responsible for the total City tennis program which would include organization, planning, instruc- tion, tournaments and clinics on a self - sustaining fee and charge basis; that a tennis shop not be considered at this time; that a tennis court reservation system not be considered at this time; that the Commission support the concept of a local tennis club and, if formed, that a provision be made for the organization to reserve a portion of the courts at Live Oak Park on a limited basis; that such clubs should be originated and promoted by the public, limited to residents, and be of a self- governing and self - sustaining nature; and that those promoting the club be responsible for submitting by -laws outlining the purpose, programs, membership eligibility, court maintenance and fees for City approval before recognition is granted. The motion was seconded by Commissioner Andrews and carried. NEW BUSINESS: 7. REQUEST FOR USE OF FACILITIES AT LIVE OAK PARK -, Temple City American Little League Director Kobett referred the Commission to application in packets as follow -up requests for use of facilities at Live Oak Park by Temple City American Little League after June 26, 1979. The re- quests are for use of the north and south ball diamonds June 26 through July 31, 1979, 4 p.m. - 10 p.m. Monday through Friday, and 8 a.m. to 9 p.m. on Saturdays; the concession stand June 26 through July 31, 1979, 3 p.m. to 10 p.m. Monday through Friday, 7 a.m. to 10 p.m. Saturdays; and the north and south ball diamonds and concession stand every Sunday, April 1 to June 26, 1 p.m. to 5:30 p.m. Joe Killen, President, Temple City American Little League, 10049 Lynrose, stated that all that has been added from last year is one night game each evening Monday through Friday. The organization has submitted a schedule of all games, except softball, with the requests. Mr. Killen will see that the Department receives a schedule from Temple City Softball. Director Kobett voiced the concern of the Commission for the opportunity of adult softball within the community being that Little League lasts through July, Youth Football begins in August, and soccer begins in September. Ron Blakely, 10413 Olive, assistant to Temple City American Little League, stated that two evenings could be left open on the south diamond after June. 26 for a youth softball program through the Recreation Department, and when Little League tournaments start, fences could be taken down on that diamond. He mentioned that, since the Little League softball teams have 30 games to play and there are ten instead of six teams, the time requested is full. Vice Chairman Crump's feeling was that he would like to see Sunday open on the ball fields; Mr. Blakely responded that the eventual goal is no play on Sunday with one -half the games played on National facilities and one -half played on American facilities. The Commission concurred with Vice Chairman Crump. Commissioner Adams was of the opinion that the Commission not consider adult softball at this time and for the Department to, depending on requests received, plan for offering such a program after August 1. He then moved to approve the request of Temple City American Little League as identified in the applications, seconded by Commissioner Burlingame and carried. • • • • " " PARKS AND RECREATION COMMISSION MINUTES - FEBRUARY 21, 1979 PAGE 3 8. COMMUNICATIONS: Request for use of facilities - Temple Cif Pony Colt League: Vice Chairman Crump referred the Commission to a request for use of facilities by the Temple City Pony Colt League on April 4, May 2 and June 6, 1979. Director Kobett stated that this was before the Commission because the request was more than ninety days in advance. He also advised the Commission that an insurance certificate is not required; how- ever, the group has submitted a certificate of insurance since it is conceivable that they may have future requests. Commissioner Andrews moved to approve the request as identified by the application. The motion was seconded by Commissioner Burlingame and carried. Tennis proposal - Bob Holycross: Director Kobett directed the Commission s attention to a letter received from Bob Holycross outlining his proposal for operation of the tennis courts at Live Oak Park. Director Kobett mentioned that this is the fourth proposal received and the Commission has taken no action in this regard pending the completion of their Tennis Court Use Survey. Commissioner Adams commented that the Commission's recommendation to the City Council, in regard to the Tennis Court Use Survey, sets guidelines for that type of position and that if the City Council approves the recommendation he would be interested in hearing Mr. Holycross's ideas at a Commission meeting. Director Kobett advised the Commission that the proposed tennis position recommended to the City Council would not be a full - time staff appointment, but rather on a self- sustaining fee and charge basis as presently funded. It was the consensus of the Commission to continue discussion of this matter after the City Council has responded to the Commission's recommendations. 9. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK: There were no persons in audience who wished to speak. 10. DIRECTOR'S REPORT: CPRS Conference: Director Kobett advised the Commission that he, along with Commissioners Burlingame and Crump, will attend the California Parks and Recreation Society Conference to be held March 1, 2, and 3, 1979, in San Diego. Temple City High School Tennis Court Lighting: Director Kobett informed the Commission that the City Council, at their regular meeting on February 20, moved to approve an agreement with the Temple City Unified School District to install lights on the two (2) northerly tennis courts at Temple City High School, stain the court surfaces, and install windscreening. The agreement is now being forwarded to the School District for Board action. The improvements are subject to approval by the State for funding under the Urban Open -Space and Recreation Program Act. Commissioners Adams and Andrews questioned as to why only two courts were being improved as the Commission had recommended that four courts be lighted. Director Kobett indicated that the School District identified that they had a definite need for sufficient space for physical education classes and could not release all four courts exclusively for tennis at this time. Temple City Camellia Festival: Director Kobett mentioned to the Commission, as a reminder, that the Camellia Festival will take place on February 23, 24, and 25, 1979; the Department is assisting with getting the carnival equipment on and off the Park. MATTERS FROM CITY OFFICIALS: In response to Commissioner Andrews' question, Director Kobett stated that the City presently has an agreement with Temple City American Little Leage that American Little League will maintain the concession " stand at Live Oak Park. The agreement, he continued, was initiated at the request of American Little League. American Little League, he stated, has recently created a new position on their Board of Directors with that Director to be responsible for the maintenance of the concession stand. In response to Commissioner Andrews' question, Director Kobett stated that he was aware of misunderstanding between youth groups using Park facilities and has discussed their concern with them on an indi- vidual basis. He stated that he is initiating a meeting with repre- sentatives of the youth groups using the Park for the purpose of clarifying Park rules and regulations, maintenance, use schedules and concession stand concerns and other related items. Vice Chairman Crump commented on a letter received from the Los Angeles Aztecs. Director Kobett commented that a copy of the letter was sent to Youth Soccer for their action. 12. ADJOURNMENT: On motion by Commissioner Adams, seconded by Cotuuiissioner Burlingame, " the meeting adjourned at 9:04 p.m. The next regular meeting of the Parks and Recreation Commission will be held Wednesday, March 21, 1979, 7:30 p.m. in the Council Chamber of the City Hall.
