During a morning patrol of the area, CEOs noticed excessive noise before the allowed morning work hours. After investigating further, they discovered the noise originated from a store site inside the mall and not as part of the expansion project. CEOs immediately stopped any further work. While patrolling the area of the Bal Harbour Marina, CEOs noticed workers building what appeared to be scaffolding around a docked vessel. Further investigation revealed the boat owners were planning on painting their vessel while docked at the marina. Code Officers intervened and issued a code violation warning directing the crew to cease any plans to paint. Workers promptly removed the scaffolding and complied with Village codes. While patrolling the 100 Block of Bal Bay Drive, CEOs noticed what construction occurring at a residence. Further investigation revealed the property owners did not have proper permitting. CEOs worked with the Building Department to issue a stop work order and followed up with a Code Violation Notice for commencing work without a permit. Code Enforcement Officers patrolling the beaches discovered two occasions where visiting pet failed to properly leash their dogs. CEOs used the opportunity to inform the pet owners of Village codes and each immediately complied and properly leashed their dog. Criminal Investigations The Criminal Investigations Division (CID) worked with investigators from Valley Bank to resolve a counterfeit check case involving a Village resident. The Victim initially suffered a loss of over $7,000 dollars. After reviewing the case with detectives, the bank investigators approved reimbursement to the victim and the bank assumed the loss. Since the crime did not occur within Bal Harbour jurisdiction, detectives referred the bank to the correct police agency should it wish to pursue the investigation further. Detectives investigated the theft of an electric scooter from a bicycle rack adjacent to restaurant at the Bal Harbour Shops. Video footage captured the suspect as he cut the scooter’s locking chain and rode away on the scooter. Detectives used images from the video to produce a need-to-identify flyer. The suspect’s identity remains unknown at this time. The CID worked with loss prevention personnel from an anchor store at the Bal Harbour Shops to investigate the theft of 11 handbags with a total value of over $11,000.00. A group o f unknown persons were seen on video as they entered the store, grabbed the handbags from a display, and fled the scene. The same suspects are believed to be involved in similar thefts at other shopping malls. Detectives are working with neighboring agencies in an attempt to identify the group. Detectives are investigating an allegation of domestic battery. The victim alleges she was pushed from behind by her estranged husband. Detectives obtained a sworn statement from a witness which corroborated the victim’s account. The suspect is currently away on business but is expected to surrender via his attorney upon his return to South Florida. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 13 3 7 0 0 0 39 Remarks Marine Patrol: During the week, Bal Harbour Marine officers conducted multiple evening patrols of the intercoastal waterways with a focus on the Bal Harbour Sandbar regarding nuisance complaints, boater safety and enforcement. Several vessels at the sandbar were instructed to lower the music and were issued verbal warning regarding noise complaints. Marine Patrol Officers participated in a Multi-agency Marine Patrol Operation which was hosted by Sunny Isles Police Department. During the operation, Marine Patrol Officers from various agencies made contacts with individuals operating vessels in violation with Maritime laws, state laws and ordinances. Bal Harbour Police Department encountered one boat playing excessively loud music directly behind 202 Bal Bay Driver and left the area upon being warned for this violation. Additionally, Bal Harbour Marine Patrol officers responded and assisted Miami Dade Marine Patrol, Indian Creek Marine Patrol and Coast Guard with a possible missing person in the water. A vacant paddleboard was found approximately 200 yards east of Haulover Inlet by Bal Harbour Marine Patrol Officers. At approximately 12:30 pm, the search was called off by Miami Dade Marine Patrol and Fire boat 21 because there were no witnesses to corroborate whether or not someone was missing. In preparation for Hurricane Ian, the Bal Harbour Police Boat was secured and docked at Indian Creek Police Department. Post Storm, BHPD Marine Patrol conducted an assessment, and all exclusionary swim zone buoys are accounted for. Beach Safety Detail Activity: This week, the BSO placed brand new ResQ discs in designated areas in order to replace damaged or missing ones. Additionally, the BSO provided several beach flags to beach employees who reported their current flags to be in poor conditions. Throughout the weekend, the BSO encountered two dogs on the beach, which were removed upon request and conducted fishing license checks on the jetty. The BSO encountered one individual fishing without a license and the individual left the area. The BSO participated in a Multi-agency Marine Patrol Detail which was hosted by Sunny Isles PD and attended Field Training Officer (FTO) school on Monday. Summary of Noteworthy Calls for Service September 23, 2022 Theft 9700 Collins Avenue Neiman Marcus loss prevention reported a theft of merchandise totaling $6,000. Security will forward video footage of the theft once it becomes available. Note: the theft was reported the day after the actual crime had occurred. September 23, 2022 Hit N Run 9800 Block Collins Avenue A truck sideswiped a school bus and fled the scene. The school bus did not have passengers at the time and no injuries were reported. The case will be assigned to the criminal investigation section. September 23, 2022 Fishing in Restricted Area North Lot 10200 Block While on a Marine Patrol Night Watch, our Marine patrol officers observed two men fishing off the wall in the north lot. The men were cleared of any warrants and allowed to leave after being issued a verbal warning. September 24, 2022 Battery 9700 Block Hardpack A pedestrian became involved in a verbal altercation with an individual riding a motor scooter with a loud muffler. The rider spit on the victim and fled the scene. Units conducted an area canvass; however, the perpetrator was not located. September 24, 2022 Theft 9700 Collins Avenue An unknown male entered the Gucci store, removed a leather jacket and fled without paying for the item. Officers canvassed the area, however the call to police was delayed. September 27, 2022 Theft 9700 Collins Avenue Gucci store manager reported a theft of a belt valued at $1600 dollars. The report to the police department was delayed as store employees confirmed that that property was missing. CCTV footage will be forwarded to our criminal investigation section. September 27, 2022 Hazardous Conditions Bal Harbour Beach and Jetty The Bal Harbour Jetty and our Beaches were closed for safety reasons. No major flooding or damages reported. Patrol was augmented with additional police officers in the afternoon and early evening hours. September 28, 2022 Weather Incident Collins Avenue Two palm trees were knocked down due to severe weather conditions and heavy winds. Public Works responded and quickly removed the trees. No other damage or injuries were reported. September 29, 2022 Criminal Mischief Bal Harbour Jetty While conducting a Jetty check, a Bal Harbour police officer discovered fresh damage to the “No Fishing from the Rocks” sign attached to the light beacon tower. Public Works supervisor was notified September 29, 2022 Felony Theft 9700 Collins Avenue Bal Harbour police officer were dispatched to a theft in progress at Neiman Marcus. As our officers were arriving the subject was observed fleeing on foot. Officers pursued the offender and were able to apprehend the male at Collins Avenue and 9700 block. All stolen merchandise was recovered and returned to the store. The offender was arrested and transported to the Miami Dade County Jail. September 29, 2022 Burglary Vehicle 200 Block of Bal Bay Drive Personal resident security observed two suspicious males who fled on foot upon spotting the guard. Bal Harbour police conducted and area canvass and discovered that the resident’s vehicle had been burglarized. Crime scene technicians responded and processed the vehicle. The case has been assigned to the Bal Harbour Criminal Investigations Division. Detectives responded and are actively working several leads. Completed by: Raleigh Flowers, Jr., Chief of Police Date: September 30, 2022 September 29, 2022 Stolen Vehicle 200 block Bal Bay Drive As Bal Harbour police officers were in the process of investigating the vehicle burglary, they were alerted to a vehicle that exited the main gate via the entrance (against traffic) and was last seen northbound Collins Avenue. As Detectives and on-duty officers attempted to identify the vehicle, we received information that the vehicle was being reported stolen. Detectives are actively following all available leads at this time. A BOLO (be on the lookout) was broadcasted to Miami-Dade and Broward Counties. Utilizing investigative means, the stolen vehicle was recovered in good condition in the City of Sunrise in Broward County. Crime scene responded to process the vehicle. The investigation continues and all leads are being followed.
