The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) patrolling the gated community responded to complaints from
patrol officers pertaining to dirty pools. Two properties along the 200 Block of Bal Bay Drive were
found to have pool with green algae which served as a breeding bed for mosquitos. CEOs issued the
property owners code violation warning directing each owner to clean their respective pools and
restore them to code standards.
CEOs investigated a residence along the 100 Block of Bal Bay Drive and a second residence on the
100 Block of Camden Drive for short-term rental violations. The investigation revealed the homes were
rented for the High Holy Days against short-term rental restrictions. CEOs issued each property owner
a code violation notice and issued a fine of $250 per day. The fine for each residence is estimated to
be $3000.00 for the violation.
The Code Enforcement Unit was limited in its activities for the week due to pre -scheduled leave and
sudden illness.
Criminal Investigations
The Criminal Investigations Division (CID) continued its investigations of a recent vehicle burglary and
auto theft occurring in the gated community. The unit received a large amount of data obtained
pursuant to a search warrant from a phone found in one of the vehicles. Detectives are examining the
information for clues about the identity of the phone's owner and his possible involvement in the
crimes.
The CID commenced a pre -employment investigation of an applicant for the position of police officer.
The investigation helps ensure all police prospects meet hiring standards and comply with police
certification requirements for the State of Florida.
The CID was limited in its activities for the week due to pre -approved leave. Detective Gonzalez is
currently traveling to Orlando, Florida, to participate in the annual Autism Awareness Gala sponsored
by the Autism Society of Greater Orlando. The Police Department is an ardent supporter of Autism
Awareness training for law enforcement officers.

Remarks
Marine Patrol:
Marine Patrol participated in a Multi -Agency Marine Patrol detail hosted by Sunny Isles PD and
conducted several "night watch" details throughout the weekend. Marine Patrol encountered four
vessels playing loud music and all complied when requested to lower the music.
FWC requested assistance regarding a boating accident/hit and run that occurred under the Broad
Causeway Marine Patrol located the boat and contacted FWC Lieutenant Almagro who responded and
took over their investigation.
Marine Patrol conducted several area checks (Bal Harbour seawalls, jetty, beach). While conducting an
area check, Marine Patrol noticed an unregistered boat approximately 200 yards west from Haulover
Bridge. Boat was transferred to 10800 Blk Collins Ave. After further investigation, CBP and Aventura
K9 were contacted. Both agencies responded to the scene. CBP Officer Reyes stated that the vessel
was coming from the Bahamas and the captain was issued several Citations.
Beach Safety Detail Activity:
The BSO met with Oceana beach staff members and provided them with a new ResQ disc and life ring.
The BSO conducted fishing license checks this weekend and did not encounter anyone fishing without
the appropriate license.
While conducting area checks on the beach, the BSO encountered a total of 3 dogs. All were removed
The BSO assisted with traffic and parking enforcement in between checks of the beach and also
attended/provided security during the Movie Night on the Beach hosted by Bal Harbour Village near
the jetty.
Throughout the weekend, the BSO encountered numerous vehicles for hire at the 100th block of 96th
street at the entrance of the beach. The BSO addressed the drivers and informed them that parking in
that area is prohibited and familiarized them with the several signs posted. The BSO warned the
individuals of citations to be issued if they return and park at that location.

100 Block of 96 Street
Officer responded to reports of a missing juvenile in Surfside jurisdiction. Upon arrival, Bal Harbour
officers were able to locate the iuvenile and reunite the iuvenile with the family.
October 14, 2022 1 Traffic Incident J 10200 Block of Collins Avenue
While conducting traffic enforcement along Collins Avenue, officers initiated a traffic stop. During the
course of the traffic stop investigation, it was discovered a "seize tag" order had been placed on the
vehicle. The tad was impounded and the driver released.

Hazardous Condition
211 Bal Bav Drive
Neighborhood residents reported a strong odor of gas in the air. Officers responded and tracked the
odor to 211 Bal Bay Drive. Miami Dade Fire responded and discovered that an outdoor BBQ Valve
was accidentally left on. TECO gas responded as well to ensure the leak was under control.
October 15, 2022 1 Fraud 1 10295 Collins Avenue
The reporter told officers she received a notification about opening a new FPL account in Broward
County. The reporter did not open the account and never authorized another person to open that
account. FPL flagged the account as fraudulent and placed an alert on her existing account. This case
has been forwarded to the Criminal Investigations Division for further follow-up.
October 15, 2022 _ Theft 9703 Collins Avenue
St. Regis security personnel told officers two juveniles were captured on surveillance cameras taking
merchandise from the gift shop and exiting without paying. The juveniles then exited the rear of the
property and proceeded south on the walking path. This case has been forwarded to the Criminal
Investi:jations Division for further follow-up.
October 15, 2022 Movie Night Jetty / Beach Side
Bal Harbour Village held the monthly Movie Night on the beach by the Jetty. The event was well
attended. Three officers were assicined to the detail and reported no incidents.
October 15, 2022 Disturbance 10100 Block Collins Avenue
An Uber driver flagged down a Bal Harbour officers regarding an intoxicated passenger. Officers
cleared the male of any open warrants and gave him a courtesy ride to a local hotel were the he
obtained lodging.
October 17, 2022 1 Theft 1 9700 Collins Avenue
During an inventory audit, Prada associates discovered merchandise missing. Store associates
reviewed store surveillance footage and observed a male enter the store and retrieve merchandise
from the shelf. The male then concealed the merchandise and exited the store without paying. The
surveillance footage was preserved for the Criminal Investigations Division to conduct their follow-up.
October 18, 2022 Suspicious Person 10201 Collins Avenue
Oceana security reported a male and a female who attempted to access the pool area, possibly trying
to cross to the Collins Avenue side. Security advised the couple continued walking on the on the
hardpack. Officer conducted an area canvass; however, the pair were not located.
October 19, 2022 1 Traffic Issues I Collins Avenue / 96 Street
Bal Harbour experienced traffic congestion due to ongoing construction projects. Officers monitored
and managed traffic until the flow of traffic returned to normal.
October 19, 2022 1 Traffic Arrest I East Bay Harbor Drive
While conducting traffic enforcement, a Bal Harbour officer initiated a traffic stop on a vehicle with an
expired tag/registration. The investigation revealed the operator had a suspended driver's license.
The driver was issued multiple citations and released on the scene on a promise to appear.
October 20,2022 I Phone Scam I 10100 Block of Collins Avenue
Officers responded to a call of a possible phone scam, the victim provided personal identifiable
information to persons he believed to be from Amazon's customer service. The Amazon phone scam
is a common device used to lure unsuspecting individuals into providing personal/banking
information. The Criminal Investigation unit will conduct a follow-up investigation.
October 20,2022 T Traffic Arrest 9700 Block of Collins Avenue
An officer conducting proactive traffic enforcement utilizing the license plate reader (LPR) system,
stopped a vehicle. The driver of the vehicle had a suspended driver's license and two (2) active bench
warrants. The driver was arrested and transported to Miami -Dade County jail.
