October 21, 2022, through October 27, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) patrol the Village in response to code complaints and proactively in
search of code violations. While patrolling the 200 Block of Park Drive, CEOs found a construction site
out of compliance with appearance standards. CEOs issued the property a code violation warning and
directed the owners to restore the site to appropriate standards.
Code Officers continued their inspections of construction sites and discovered a second location on the
100 Block of Bal Cross Drive was also deficient in its appearance. CEOs issued the property a code
violation warning and directed the construction crews to mow and clean the deficient areas.
A third property under construction was cited for its unsightly appearance. CEOs found the site on the
100 Block of Bal Bay Drive and noted overgrown vegetation and a downed tree. CEOs issued a code
violation warning and directed the property owners and their representative to correct the issues and
restore the site to compliance.
Code Enforcement Officers routinely patrol the hardpack and walking paths along the beach for
violation of dog restrictions. During this reporting period, CEOs encountered three individuals on the
hardpack utilizing retractable leashes in violation of Village code. Each person was informed of the
restrictions against using retractable leashed and instructed to use static line leashes in the future.
CEOs discovered improper signage on the 100 Block of Camden Drive. The property owner informed
the investigating code officer he had no idea who placed the sign on the fence. CEOs reminded the
property owner of sign restrictions and ensured the sign was promptly removed.
Criminal Investigations
Detectives continue their long-term investigation of a vehicle burglary that occurred in the gated
community. A large amount of data was collected pursuant to search warrants from electronic devices
found in one of the victims’ vehicles. Additional information will be provided as the investigation
develops further.
The Autism Society of Greater Orlando (ASGO) recognized Detective Gonzalez and his son, Christopher
Gonzalez, during its annual gala in Orlando, Florida. ASGO named Detective Gonzalez and Christopher
Gonzalez as Ambassadors of the Year for their efforts to teach Autism Awareness. The father-and-son
team are a sought-after commodity throughout the State of Florida as promotors of Autism Awareness.
Detective Gonzalez is often recognized for expertise in matters pertaining to Autism Awareness.
The Autism Society of Greater Orlando went a step further and named the Bal Harbour Police
Department as this year’s Law Enforcement Agency of the Year for its ardent support of Autism
Awareness Programs. The Police Department supports Detective Gonzalez in his endeavor to promote
Autism Awareness and is often contacted by other agencies seeking Detective Gonzalez’s instruction.
Lieutenant Oscar Amago represented the Police Department and accepted the award on the
Department’s behalf.

Remarks
Marine Patrol:
Marine Patrol officers assisted road patrol on Friday and Saturday.
Marine Patrol encountered a disabled vessel anchored within the Intracoastal Waterway (ICW) and
remained on scene until beach tow service arrived.
Marine patrol officers conducted community policing bicycle patrols and traffic enforcement.
Marine Patrol initiated vessels stops on two jet ski operators violating the “No Wake” zone. The
operators were issued warnings
Marine Patrol Officer’s conducted Bicycle Patrol at the Surf-Bal-Bay Community Night Out Event, held
in Bay Harbour Islands.
Beach Safety Detail Activity:
This weekend the BSO did not observe any issues or violations while conducting area checks of the
beach, hardpack and jetty. BSO reported an increased number of beach goers.
On Friday, the jetty was closed due to strong winds causing waves to aggressively crash onto the jetty.
During the weekend the BSO spoke with an individual with a tripod on the jetty and the male stated he
was not filming for commercial purposes. The BSO conducted additional research to confirm the
individual was not associated with a commercial endeavor.
Summary of Noteworthy Calls for Service
October 21, 2022 Arrest 9700 Collins Avenue
Officers responded to reports of a male displaying erratic behavior and causing a disturbance. Officers
located the male who was licking windows and dancing. The male told officers he was waiting to have
his interview at a restaurant, although, he could not recall which one. During the course of the
investigation officers discovered the male had an outstanding arrest warrant, he was placed under
arrest and transported to jail without further incident.
October 21, 2022 Fraud 9703 Collins Avenue
The reporter told officers she received a “fraud” alert from her credit card company. The alert notified
her of purchases made with her card at the Aventura Mall. The reporter had not authorized anybody to
make any such purchases. She contacted the credit card companies and immediately cancelled them.
This report has been forwarded to the Criminal Investigations Division for further follow-up.
October 21, 2022 Theft 9700 Collins Avenue
Marni store associates told officers they discovered merchandise missing during a routine inventory
audit. A review of store surveillance footage revealed an unknown male entered the store and retrieved
merchandise from the display shelf then exited the store without paying. This case has been forwarded
to the Criminal Investigations Division for further follow-up.
October 21, 2022 Arrest 9700 Collins Avenue
Neiman Marcus associates detained a female who committed retail theft. Officers reviewed the footage
and observed the female concealing merchandise and exiting the store without paying. The female
was placed under arrest and transported to jail without further incident.
October 22, 2022 Car Show 9700 Collins Avenue
Bal Harbour Shops held a car show on their main valet parking area. The event was well attend ed and
caused some traffic congestion along the Collins Avenue corridor. Officers were posted at 9800 block
intersection and assisted with traffic management.

October 25, 2022 Arrest 9800 Block of Collins Avenue
While conducting a traffic detail, a Bal Harbour police officer initiated a traffic stop. The investigation
revealed that the driver had an outstanding bench warrant for his arrest. The male was arrested and
transported and the Miami Dade County Jail.
October 25, 2022 Multi-Agency Traffic Detail Host / City of Hialeah
A Bal Harbour officer participated through the mutual-aid agreement and the Community Traffic
Safety Team (CTST) program. The participating agencies were effectively able to educate the public
on traffic safety and those that violated traffic safety laws were cited accordingly. These details are
hosted by different municipalities throughout the year. Bal Harbour PD will be hosting another event
in the near future.
October 27, 2022 Assist Other Agency 9500 Block of Collins Ave
A male who was involved in a disturbance with a Miami Dade County bus patron in Surfside was located
on the 101 Block of Collins Avenue. Officers spoke with the parties involved and determined that no
offense had been committed. A records check of the individual revealed that he had no active warrants.
The male was allowed to continue on his way.
October 27, 2022 Surf-Bal-Bay Super Night Out Bay Harbor Islands Police Station
Bal Harbour officers participated in the yearly Surf-Bal-Bay Super Night Out event. The event brings
together members of the community with police officers to encourage positive interactions. There were
several different types of police specialty vehicles and equipment on display as well. The combined
event attracted over 500 residents from the Surf-Bal-Bay area.
