Gonzalez, Village Manager Date: October 11, 2022 Subject: Quarterly Capital Project Status Report - 4th Quarter 2022 July - September The purpose of this Letter to Council (LTC) is to transmit to you the quarterly status update of the projects in our Capital Improvement Program. The attached report provides the status updates for the listed Capital Projects as well as the projected timelines. Should you have any questions or require additional information, please feel free to call Mattie Reyes or me directly. JMG/MER/JO/MH CAPITAL PROGRAM STATUS REPORT July - September 2022 I. Parks & Public Spaces Operations Facility Remodeling 1840 NE 144 Street. N. Miami Status: Complete II. Waterfront Park Development: Status: In Construction The Park construction has progressed to 60% completion, and we anticipate substantial completion by March 2023. NV2A has commenced the install planters and of helical pilings along the seawall which are the foundation for the plaza in front of the dock and boardwalk along the waterway. The Accoya wood order has been released and the substructure work is scheduled to be completed November 7th. Lower -level roof has been poured and currently they are finalizing the entrance canopy. Despite the challenges presented by the current construction market in obtaining concrete, the project has progressed with all scheduled concrete pours. The Village and NV2A staff have met to discuss the volatile concrete and steel market that since the start of the project has been impacting the cost of the structural work. The structural sub -contractor has progressed and assumed a 17% to 23% price increase for concrete and steel which will be reflected in the final project cost reconciliation. In addition, certain owner requested changes as well as omissions to the drawings have been identified. While we allocated an Owner's Contingency, NV2A has advised us thatthe change orders, together with the escalation ofthe cost of concrete and steel, may approach or exceed the current contingency. A follow-up item will be brought to the Council for action if necessary. Seawall Reconstruction Protect: Ebsary Foundation Company (Ebsary) has completed 100% of the Seawall project. The installation of the dock, boardwalk and amphitheater area decking is work pending. Once finalized, the Village will receive the final reimbursement ofthe Florida Inland Navigational District(FIND) grantfunds. III. Jetty/Catwalk/96th Street -End Design Develo: ment: Status: In Permitting Mikyoung Design (MYKD) has continued with the design the team is commencing the Construction Document phase currently at 30%. US Army Corp of Engineers (USACE) and Florida Department of Environmental Protection (FDEP) have approved the project. FDEP approved the extension of the easement for the Jetty. Miami Dade County Department of Environmental Resource Management (DERM) has provided additional comments and our consultant, Chappell Capital Program Status Report — Q4-2022 Page 2 of 10 Group will be sending responses week of October 24t1i. Pursuant to satisfaction of a couple of items we will be scheduled for Board of County Commissioners (BCC) approval. Currently, staff is preparing an agenda item for the November Council meeting to amend MYKD's agreement for inclusion of the work to address the ACOE permitting requirements not included in their original scope . Jetty Plaza: The Village was awarded the FDOT Beautification Program for a grant amount of $100,000 that will fund the landscape and irrigation scope of work. Supreme Landscape has been awarded the contract and will be completing the work prior to the grant deadline of December 2022. Staff has revisited the proposed design to address the Ritz' concerns regarding the 18-wheel trucks that use their delivery dock. We redesign the Plaza area to allow more space for the truck to maneuver a 3-point turn. Representation from One Bal Harbour have indicated their support of the re -designed solution. gF,th Ci-rvai- Fnri- On January 17, 2020, the Town of Surfside and Bal Harbour Village staff and administration met to discuss the 96th Street End Project. On September 28, 2022 Mayor Groisman and the Village Manager met with Surfside's Mayor and Village Manager to resume discussions on the collaboration on this unique project. Subsequently Mayor Groisman met with Surfside's Tourism Board on October 3, 2022 to present the 96th Street concept design. The Town shared its desire to be part of the Project and expressed their support. Interlocal Agreement on the October Council agenda with expected review by Town of Surfside at their meeting in December. IV. Bal Harbour Beach Nourishment Project: Status: Completed The U.S. Army Corps of Engineers (USACE) issued a notice of completion letter to the Florida Department of Environmental Protection (FDEP) in relation to the Beach Erosion Control Hurricane Protection Project, Beach Renourishment - Bal Harbour 2021, Miami -Dade County, Florida on April 12, 2022. The letter of completion stated the project had been accomplished as authorized and the construction task portion of the projected completed on April 9, 2022. Based on the documents accompanying the letter, approximately 164,000 cubicyards of sand were placed on the beach for the completion of the project. The sand was placed along approximately 4,485 linear feet of shoreline between R-27 and R-31. The sand source for the project was from the Baker's Haulover Flood shoal complex (Dredging) as well as an upland source (Truck Haul) which was located at Garcia Farms Sand Mine, approximately 100 miles northwest of the project site. Sand was delivered from the mine to the project site using dump trucks. Work also included but was not limited to beach tilling, vibration control and monitoring, turtle Capital Program Status Report — Q4-2022 Page 3 of 10 monitoring and turbidity monitoring. V. Sand By -Pass Project: Status: Pending Miami -Dade County and the Village of Bal Harbour are joint applicants for the Bakers Haulover Inlet Sand Bypassing Project that will include regular material bypassing from the updrift beach along with the extension of the jetty on the north side of the inlet. Extensive studies of coastal processes have been completed by other consultants contracted by the Village as part of the environmental permitting process. • 2015 the permitting activities were placed on hold until a required update ofthe Miami Dade County Inlet Management Plan (IMP),was completed. • September 14, 2021 IMP was approved and the public noticing and review process completed. The final IMP can be viewed at: https://floridadep.gov/rcp/beaches-inlets-ports/documents/bakers haulover-inlet-management-plan • October 2021-The Village and Cummins Cederberg held a meeting with Miami -Dade County DERM and the new County Mayor to discuss the County's plans for inlet management and implementation of the new objectives. • November 2021, the USACE issued their draft Feasibility Study for the Miami -Dade County Coastal Storm Risk Management (CSRM) Project for review and comment. The Tentatively Selected Plan (TSP) excludes some sand transfer options (IMP Strategy #4 and a fixed sand transfer plant) in favor of continuing the status quo of episodically dredging the inlet's flood and ebb shoals and inlet navigational channels for sand to place on the beach. The Village provided comments in support of the reauthorization of the federal project yet stressed the need to include all the sand bypassing strategies in the 50-year project. Responses to our comments and issuance of the final Study is pending. • March 4, 2022-Cummins Cederberg, on behalf of the Village, held a meeting with Marina Blanco -Pape and Alberto Pisani with Miami - Dade County, to update the County on the Bakers Haulover Inlet Management Plan and discuss the County's plans for future inlet bypassing. The County is conducting further studies on the effects of numerous coastal projects including the Village's desired Haulover Park bypassing, to develop a comprehensive approach to managing the health of the beaches county -wide. We have agreed to hold bi-monthly meetings to get updates on the County's inlet and coastal management efforts VI. Hurricane Irma Sand Dune Restoration Project: Capital Program Status Report —Q4-2022 Page 4 of 10 Status: Completed On October 20, 2020, the Bal Harbour Village Council adopted Resolution No. 2020-1329, approving the agreement with Eastman Aggregates (EA) for the Village of Bal Harbour Dune Restoration Project in November 2020. EA/ Cummins Cederberg submitted the required sand sample to the Florida Department of Environmental Protection (FDEP) prior to the project commencing, as required by the CCCL Permit. The Village issued a Notice to Proceed (NTP) on November 1, 2020, and the project began on November 2,2020. EA completed on November 4, 2020. Atotal of 20 trucks delivered beach sand material. Using the approximate material weight of 1.4 tons per cubic yard, the Contractor placed approximately 322 cubic yards of material at the Project site. The permit drawings called for a maximum material volume of 331 cubic yards, which isapproximately 9 cubic yards greater than the amount placed by the Contractor. The reason the maximum material volume was not placed was toavoid bringing in an additional truckload and exceed the maximum permissible volume based on the permit conditions. Work Complete - Final closeout of the grant is ongoing with the funding agency. VII. Utility Master Plan Utility Infrastructure Improvements Project UIIF : Status: In Construction Using the adopted Utility Master Plan as a baseline to determine the extent of the required Infrastructure Improvements, since 2017, we have refined our overall strategy for the Master Plan to focus on opportunities to repair and reuse existing infrastructure rather than wholesale replacement. The work developed and conducted within the Gated Residential Community utilizes a phased sectional approach, with the Community divided, into 4 geographic areas (Phase 3,4,5,6). The four areas are also subdivided into sub -phases (3a, b, c, 4, 5 a, b, c, 6 a, b). Phases 1 and 2 were previously completed during construction of the new water main, sanitary sewer main and new sanitary Pump Station (PS1), associated with the construction of the Oceania Condominium on Collins Avenue. Also, new phases have been recently developed, Phase 7, Stormwater Station and adjacent system upgrades in the Community and Phase 8 a, b, Water main replacement along 96 street and Collins Avenue. Each of the Gated Community phases will receive new Water transmission, distribution water lines and water meters. Backflow preventers are also installed for irrigation meters. The remaining rehabilitative Sanitary Sewer, and Storm Water pipe repairs, new pipe section installation is completed as determined to restore the functionality of the system. After the required replacement and repair underground work in complete, each phase will Capital Program Status Report — Q4-2022 Page 5 of 10 receive new curb and gutters with complete roadway milling and paving under a separate agreement with the Bal Harbour Civic Association. Additionally, to limit ground water intrusion into the Sanitary and Stormwater system and ensure water quality standards while discharging stormwater into Biscayne Bay, the Village is also conducting Cured -In -Place lining for all sanitary sewer, stormwater pipes and structures within the entire Gated Community. The chart on the next page, details the volume of work within the overall Village Utility system which has been completed since approval of the Utilities Infrastructure Improvements, Master Plan, with the first construction agreement approval on February 16, 2016, for the construction of the New Sanitary Pump Station (PS1). Completion of the phases is subject to developed timetables, annual budget allocations and the receipt of supplemental funding through bonds and grants. The Village remains assertive in the requests for funding through the Grant process. Since 2020, the UIIP grant request submittals for these Project Phases total $5,485,000 and to date, the Village has received $2,535,000 in Grant funding. VI -la. Zone 2 (b) Utility Infrastructure Project Collins Avenue: Status: Completed Capital Program Status Report— Q4-2022 Page 6 of 10 Project installs two (2)sections of new twelve -inch (12)diameter water mains using subsurface directional boring using High -density polyethylene (HDPE)pipe. Construction Design competed -.April 2019. Construction Document review June 2019. Permitting - July 2019. Bid Document - in progress Council agreement approval - June 18, 2019. Construction Notice to Proceed (NTP) - August 2019. Final Completion - October 2019 Vllb. Zone 3 (a): Utility Infrastructure Project -- Park Drive area north of Harbour Way and Bal Cross Drive: Status: In Construction Project entails replacing 70 feet of Sanitary Sewer line, water main replacement of 6 inches diameter, 10, 12 and 20 using pipe bursting and horizontal drilling methods. Drainage improvements at Bal Cross Drive from Biscay Drive to Bal Bay Drive intersection. In addition, several hundred feet of curb/gutter throughout the project. February 25, 2020, the Village Council adopted Resolution No. 2020-1290 approving an agreement with DANZ Contracting, LLC to construct the sanitary sewer, storm water curb and gutter and asphalt paving within the Phase 3(A) Project. Construction Notice to Proceed (NTP) issued on March 18, 2020 • New stormwater drainage structure installation has been completed • New 10-inch water mains north of Harbour Way along Park Drive and Bal Cross Drive, service laterals and water meter boxes to the front of properties have been completed and in-service including newfire hydrants. • 700 linear feet of sanitary sewer on Park Drive - north of Harbour Way has been completed. • Pending 694 linear feet of sanitary sewer pipe replacement on the NE area of Bal Bay Drive / Bal Cross Drive intersection. Start date October 2022 with completion November 2022. Construction Design completed - May 2019 Construction Document review - June 2019 Permitting - July 2019 Substantial Completion -April 2021 Final Completion - December 2022 (pending milling and pavement. Zone 4 : Utility Infrastructure Project -Transmission / Emergency Water Main -Park Dr. Status: Completed New twenty (20) inch diameter emergency transmission water main (5,200 linear feet) is now installed from the north end of Bal Bay Drive running south along Park Drive ending at the south end of Bal Bay Drive adjacent to the Bal Harbour Park site. Villa e Hall Project: Status: Program & Basis of Design Staff worked with our Village Attorney and Zyscovich's attorney to finalize the consultant's contract and the Zyscovich contract is ready for execution. At our July Council meeting the proposed agreement was approved. The Village is currently waiting on the executed contract from Zyscovich. Zyscovich is currently planning to commence the Programmatic Phase. The Basis of Design Report (BODR) is anticipated for Village Council approval in March of 2023. IX. Collins Corridor Design: Status: Pending The Village was awarded the FDOT County Incentive Grant Program (C1GP) for the provision of a traffic study along Collins Ave for an amount of $24,900. This grant is programmed for FDOT FY 2024 (July 1, 2023 to June 30, 2024) and staff will bring the agreement for Council approval in January because the County may take 9 months to execute the agreement. The traffic study will assist in the Civil Engineering design of the Village Hall project. FDOT Local Agency Program (LAP) certification is on hold till next year. X. Beachside Master Plan: Status: Pending Staff has met with an Urban Planner to develop preliminary feasibility options. A scope of services proposal has been received and funds have been included within the adopted FY 22/23 Bal Harbour Village budget for the feasibility option development. *Please note that the above infrastructure and other project dates are subject to modifications based on permit reviews, and/or other required approvals.
