Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) patrolling during the weekend discovered bulk trash along the
10200 Block of Collins Avenue. The co-op building placed the trash ahead of the allowed time and
violated Village code. CEOs issued the property a code violation warning and reminded management
to place the items on the curb no earlier than Wednesday morning.
CEOs discovered additional bulk items on the curb along the 100 Block of Bal Cross Drive. The items
were on the curb on Saturday and well ahead of the allowed day. CEOs issued the property owner a
code violation warning reminding them of the Village restrictions.
A construction site along Bal Bay Drive was cited for failing to adhere to appearance standards. CEOs
issued the property owner a code violation warning after discovering unkept curbs, defective mesh
screening, and an uncovered dumpster. The warning directed the property owner and contractor to
promptly restore the site to code compliance.
CEOs discovered construction work occurring on Sunday at a westside condominium along the 10200
Block of Collins Avenue. The work was in violation of construction hours allowed by code. CEOs
directed the crew to cease work and issued the property a code violation warning.
CEOs discovered bulk trash items along Bal Bay Drive ahead of the allowed date for trash placement.
The property owner was issued a code violation warning and instructed to place the items on the curb
on Wednesday morning for Thursday pick-up.
Criminal Investigations
The Criminal Investigations Division (CID) works closely with the Bal Harbour Shops security team to
follow-up on crime reports from the mall. At the request of BHS Security, detectives conducted an
investigative workshop to help security officers improve their report writing and observation skills. The
class not only helps to better prepare the security staff but also strengthens the bonds of cooperation
between both agencies.
The CID is investigating a vehicle burglary which escalated into a physical confrontation between the
victim and suspect. Detectives conducted victim/witness interviews, reviewed CCTV footage, and
prepared information flyers.
Detective Gonzalez travelled to Volusia County, Florida, to conduct Autism Awareness training for sister
law enforcement agencies. The training is part of a continuous process to better prepare police officers
when dealing with persons affected by Autism.

Remarks
Marine Patrol:
On Friday, Marine patrol officers conducted night-time operations. With the assistance of Indian Creek
Marine Patrol, three jet skis were stopped for operating after hours without navigation lights. After the
maritime stop concluded, the jet skis and their operators were escorted to a house on the water in
Aventura (Case # 22-1230). Three citations and five warnings were issued.
On Saturday, marine patrol officers conducted night-time operations. With the assistance of Bay Harbour
Islands marine patrol, one citation was issued to an operator of a jet ski who was speeding in the Manatee
Zone, behind the 200 block of Bal Bay Drive. Additionally, Indian Creek marine patrol and Bay Harbour
Islands marine patrol assisted with five vessels on the south sandbar who were warned for playing loud
music. Two additional maritime warnings for navigation rule violation were issued.
Sunday, marine patrol officers conducted road patrol on the beach and assisted road patrol units with
Surfside PD. Regarding fire. Marine Patrol Officer encountered three dogs (3 service animals) on the
beach. Marine patrol officer also assisted with the South Florida Symphony at the jetty detail (concert).
Marine Patrol Officers also conducted night-time Marine Patrol details. During this detail, Marine Patrol
encountered five vessels playing loud music. All five vessels compiled and lowered the music.
Tuesday marine patrol assisted USCG and MDPD regarding a visit from the POTUS. Marine Patrol
Officer was monitoring the Intra-Coastal Water way near Golden Beach.
Wednesday marine patrol officers stopped an unregistered vessel (citation issued) near the Haulover
Inlet. Marine Patrol Officer responded to Pelican Harbor regarding a boat taken on water. The boat was
located by North Bay Village Marine Patrol who confirmed the vessel was abandon. The marine patrol
officer also assisted Indian Creek Marine Patrol on a sick person call, a male with difficulty breathing.
Beach Safetv Detail Activitv:
The BSO reported a low number of beach goers this weekend. The BSO conducted fisherman license
checks on the jetty and did not find anyone to be in violation. The BSO encountered one dog on the
beach and the dog was removed upon request.
The BSO conducted frequent checks of the beach hard pack and jogging paths and did not report any
issues. However, on 96' Street and the beach, the BSO encountered a vehicle for hire stopped on the
side of the road. The vehicle was moved upon request.
At the beginning of the weekend, the BSO made contact with St. Regis beach supervisory staff
regarding the placement of their beach chairs and umbrellas. Supervisors were reminded to leave
ample space for emergency vehicles to be able to drive through the area during routine patrols and/or
while responding to emergencies. The chairs and umbrellas were moved upon request and this was
no longer an issue for the remainder of the weekend. The BSO also provided St. Regis staff with a new
red beach flag, as the current one was in poor condition.
While patrolling the beach, the BSO assisted Harbor House staff after an umbrella was blown away by
the wind. No one was injured. The BSO responded to area of Collins Avenue and assisted with the
recovery of a vehicle reported stolen by providing officer safety and scene safety at the location where
the vehicle was stopped.
Summary of Noteworthy Calls for Service
October 28, 2022 Traffic Incident 1 70 Camden Drive
Officers cited a vehicle that was parked in the wrong direction and obstructing traffic.
October 28, 2022 1 Traffic Incident I Camden Drive
Officers responded to a complaint of a truck blocking the road. The owner was located, and the vehicle
was removed. Officers discovered a second vehicle illegally parked and was cited accordingly.
October 29, 2022 1 Burglary Auto 1 9700 Collins Avenue
A contractor interrupted three males burglarizing his work van. When the owner intervened, the
subjects battered the victim during their efforts to escape. The subjects fled in a vehicle prior to officers
arrival. Miami Dade Fire Rescue responded and treated the victim for minor. Criminal Investigations
will conduct a follow up investigation.
October 29, 2022 Felony Retail Thefts 9700 Collins Avenue
Two stores reported thefts that occurred earlier in the day. One store reported a female took several
purses valued at $8000 dollars. The second store reported the theft of a sweater valued $930 dollars.
The case will be assigned to the criminal investigation section.
October 29, 2022 1 Stolen Vehicle Recovery I Collins Avenue and 97 Street
After receiving a stolen vehicle alert on the License Plate Reader, Bal Harbour officers initiated a traffic
stop. The investigation revealed the vehicle was an overdue rental which had been recovered but not
removed from the national crime information computer. The occupants (tourists) had properly rented
the vehicle and had a valid lease. The stolen vehicle status was updated, and the tourists continued
with their travels.
October 29, 2022 Felony Retail Theft I 9700 Collins Avenue
Store employees reported that a group of five subjects removed $21,000 dollars in merchandise and
left without paying. Officers conducted an extensive area canvass; however, the subjects were not
located. The call from the store was delayed for several minutes prior to calling the police department.
The case will be assigned to the criminal investigation section.
October 29, 2022 Loud Party 230 Bal Bay Drive

A Bay Harbor Islands resident complained about loud music coming from the area. Bal Harbour officers
responded and discovered a resident was having a Halloween Party. The owner lowered the music and
no further complaints were received.
October 29, 2022 1 Assist Other Agency 1 8835 Emerson Avenue
The Town of Surfside requested assistance regarding a residential fire. Bal Harbour officers responded
and assisted with traffic control and scene preservation. Once fire department personnel extinguished
the fire and secured the scene, our units cleared and returned to the Village.
October 29, 2022 1 Information I Village Wide
All Miami Dade County police departments received information regarding an organized Motorcycle,
ATV/Dirt Bike Ride Out in memory of a rider shot and killed on 195 earlier in the week. Since these
groups of riders are known to travel A1A, Bal Harbour and our neighboring agencies planned ahead in
case the riders travel through the area. After receiving intelligence information that approximately 200
riders were on 195, Bal Harbour units assumed strategic points throughout the village and monitored.
The riders did not come through our jurisdiction.
October 30, 2022 Graffiti 10101 Collins Avenue
A passerby reported observing graffiti on a fence on the property. The property manager was
contacted, and their maintenance department will correct the issue.
October 31, 2022 1Drone Incident 1 300 Block of
While on routine patrol a Bal Harbour officer observed a male flying a drone over the 200 block of 96th
Street. The male had all proper credentials and certifications. An information report was completed by
BHPD.
November 01, 2022 1 Theft of Packages 1 9910 Collins Avenue
A resident reported that some packages delivered by the post office were stolen from his doorstep.
The owner had footage of the incident which will be forwarded to the Criminal Investigations Division.
November 01, 2022 t Dignitary Visit I_ Village Wide
President Biden was scheduled to visit Golden Beach and the Hallandale area. All area agencies
planned for possible traffic congestion. Bal Harbour officers monitored the entire village during the
afternoon hours; however, no issues were reported.
November 02, 2022 1 Criminal Mischief 1 198 Park Drive
Owner of the residence reported his walkway lights have been intentionally damage twice in one week.
Owner will check his surveillance system to see if there is any footage of the incident. A security check
was established for one month.
November 03, 2022 1Traffic Arrests I Collins Avenue Corridor
Bal Harbour police officers conducted proactive traffic enforcement throughout the day. Two separate
traffic stops resulted in the arrest of the operators for driving with a suspended license and active bench
warrants. The drivers were issued citations and transported to Jail.
