Beach escorts are required for all vendors accessing the hardpack to ensure the areas are not blocked and the delivery vehicle drive cautiously. Code Enforcement Officers (CEOs) assisted patrol officers with various traffic details. This collaboration helps maintain officers' availability for calls for service. CEOs issued a verbal warning to the driver of an ATV riding along the hardpack. The driver and his daughter (passenger) were informed of Village restrictions against motorized vehicles on the hardpack. The driver promptly complied with requests to remove the vehicle from the hardpack. CEOs assisted with traffic on election day and with hurricane preparedness functions as Hurricane Nicole approached the coast of Florida. CEOs routinely visit construction sites ahead of approaching storms to ensure each is properly secured for the weather event. Criminal Investigations The Criminal Investigations. Division (CID) continues its background investigation process for two police applicants. As their individual work histories and references are examined, the applicants are also scheduled for required testing. Detectives closed two cases of retail theft occurring at the same store in the Bal Harbour Shops. In both cases, suspects removed handbags from the store and fled before paying. The items were valued at approximately $1,800.00. Detectives reviewed video footage from three other retail theft cases occurring at retailers in the Bal Harbour Shops. Images from the footage were used to create need -to -identify flyers which were then distributed to neighboring police agencies. Detectives from different jurisdictions share theft data in efforts to identify the suspects involved in their respective cases. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 02 00 02 00 00 00 00 Remarks Marine Patrol: Friday, marine patrol assisted with traffic for a crane removal at the Shops. Monday, marine patrol conducted road patrol and help officers with a motorcycle accident and also assisted Miami Beach Police with a domestic Violence incident. Marine Patrol saw limited time on the water due to various emergency details, calls for service, traffic management and adverse weather conditions. Beach Safe Detail Activity: This week the BSO assisted with traffic due to the crane removal operation along 961h Street and also conducted traffic enforcement along Collins Avenue. The BSO reported low and moderate beach attendance this weekend and the jetty was closed briefly due to strong winds and inclement weather on Sunday. The BSO reported an increased number of surfers and kite surfers near the Ritz Carlton and the 100th block of 96th street. The BSO encountered a motor scooter parked at the 100th block of 96' street in a restricted area and was able to quickly have it removed by the owner. The BSO also encountered several vehicles for hire at the 100th block of 96th street. All were asked to leave and did so upon request. The BSO conducted frequent area checks of the jetty and beach while on the Mule. While conducting these checks, the BSO encountered an individual consuming alcohol in a glass cup on the beach. The BSO advised the individual that glass objects are prohibited on the beach. The BSO later spoke to several supervisory staff members at the St. Regis (Beach Supervisor and Food and Wine Supervisors) in reference to the placement of beach chairs and umbrellas on the beach. They were again reminded that they must leave ample space for emergency vehicles to travel through the area without obstruction(s). Once this was addressed, the beach chairs and umbrellas were immediately removed. This was no longer an issue the following days the BSO was on duty. The BSO encountered numerous individuals walking dogs on the jogging path and they were directed to the designated area. Summary of Noteworthy Calls for Service November 03, 04, and 05, 2022 I Crane Demobilization Village Wide The crane at the Bal Harbour Shops was dismantled and removed from the property. This required an ` MOT that consisted of lane closures along 96 Street and a counterflow traffic pattern. Police units from Bal Harbour and surrounding aaencies were oaosted at intersections to mitigate traffic congestion. November 05, 2022 Fraud I 134 Bal Bay Drive The reportertold officers she was alerted to possible fraud bythe Florida Department of Highway Safety & Motor Vehicles. Upon further investigation it was discovered a request had been made by unknown party to send a new driver license to an address in New York. The request was denied by the reporter and a fraud alert has been placed on her account. November 05, 2022 I Theft 9700 Collins Avenue Fendi store associates told officers a male and female entered the store and began perusing the merchandise. The couple was captured on video removing merchandise from the display and concealing it, the couple then exited the store without paying. This case has been forwarded to the Criminal Investigations Division for further investigations. 1 November 06, 2022 I Theft 1 9703 Collins Avenue The reporter, a guest at the St. Regis, told officers she left jewelry in her room while attending events on the property. Upon returning to her room the jewelry was missing, St. Regis security was on scene and will begin their own internal investigation. This case has been forwarded to the Criminal Investigations Division for further follow-up. November 07, 2022 1 Traffic Accident 1 10200 Block Collins Avenue A motorcyclist was traveling southbound along Collins Avenue, as he entered the intersection of Harbour Way West he collided with anothervehicle. The motorcyclist sustained life -threatening injuries and was transported to the hospital. Vehicular traffic was rerouted as Miami -Dade Police Traffic Homicide conducted their investigation. November 07, 2022 Assist Other Agency 1 10200 Block of Collins Avenue Bal Harbour officers were dispatched to a domestic dispute involving a couple. The investigation revealed that the incident had occurred in another jurisdiction. Miami Beach Police responded and assumed responsibility for the call. November 07, 2022 1 Disturbance/Dispute 1 9601 Collins Avenue Bal Harbour officers responded to a disturbance/dispute involving a patient and his caretaker. Officers counseled all parties involved and resolved the situation amiciably November 08, 2022, 1 Theft 1 9700 Collins Avenue Gucci store associates told officers a male entered the store and retrieved a pair of sunglasses from a mannequin. The male then placed the sunglasses around his collar and exited the store. The incident was captured on store surveillance cameras and will be forwarded to the Criminal Investigations Division for further follow-uE November 08, 2022 Damage to Property 9700 Collins Avenue A construction YoDock with a mounted chain link fence was toppled over due to high winds. The fence struck a passing vehicle causing minor damge. No injuries were reported. November 9 & 10, 2022 1 Weather Event I Village Wide Tropical Storm Nicole caused localized flooding due to heavy rain. Bal Harbour officers continued to atrol the village and assess damage, the jetty was also closed due to hazardous marine conditions.
