Gonzalez, Village Manager ) Date: November 10, 2022 d Subject: Hurricane Nicole Impact to Bal Harbour Beach The purpose of this Letter to Council (LTC) is to transmit to you information related to the impact to Bal Harbour Beach during the Hurricane Nicole Storm Event which began to impact our area on November 08, 2022. The movement of Hurricane Nicole along the Florida Eastern coastline coincided with our annual King Tide and resulted in above average high tides. The higher tides, in combination with the strong wave action from the storm, caused beach erosion in several sections along the Beach and Dune system, with waves crossing the Dune. Damage was also observed at the Jetty navigational aide (light), pedestrian and vehicle access near the Jetty, signage and one ADA beach access mat. In response, the Public Works & Beautification Department has ordered additional Coquina sand to restore the pedestrian and vehicle accessibility, specifically nearthe Jetty. Staff will also replace the ADA access mat from existing inventory and work to restore the Navigational Aide, signage, and other noted damage in the near term. Additionally, staff from our Environmental Engineering firm, Cummins Cederberg, Inc. was on -site to conduct a full Beach/Dune damage assessment, with surveys to formally document the impacts of Hurricane Nicole. This report will be transmitted to the Miami Dade County Office of Emergency Management to advise them of the post storm conditions and subsequently to seek funding for the restoration of the impacted areas along the Beach. While the Village can work to restore the beach areas west of the dune, it should be noted that Miami -Dade County and the State of Florida have the sole regulatory authority to add beach sand and perform dune restoration. The report completed by Cummins Cederberg is the first step in the process to request the necessary funding and project development.
