The individual was found to be a representative of a animal services group that has previously worked with the Village to trap and spade cats. CEOs warned the person not to enter private property. The Code Enforcement Unit will continue to monitor the area to ensure proper compliance. CEOs patrolling the 100 Block of Bal Cross Drive discovered a boat trailer improperly parked at a residence. CEOs issued the property owners a code violation warning directing them to remove the trailer. The Code Enforcement Unit assisted the Beach Safety Officer by preventing persons from injuring themselves on exposed rebar-type bars. Erosion from inclement weather caused the metal bars to be exposed. The hazard was reported to Public Works which corrected the hazard. CEOs assisted the Boat Safety Officer in reference to a person filming on the Jetty against code restrictions. CEOs issued the individual a code violation warning and informed him of current codes prohibiting commercial filming on the Jetty. The Code Enforcement Unit assisted the US Coast Guard by searching for a boat in distress. CEOs responded to the coastline after a report of a fishermen in distress somewhere off the Bal Harbour coast. The boat was not located and the distress call appeared to be a false alarm. CEOs issued a verbal warning to a construction site located near the 96th Street entrance to the gated community. The site was deficient in its NPDES protocols, but promptly restored the entrance area to remain within code standards. Criminal Investigations Loss prevention personnel from a retailer in the Bal Harbour Shops sought the assistance of the Criminal Investigations Division (CID) for an incident related to a possible fraud. Detectives worked with the loss prevention team by educating them about the elements needed to prove a fraud and how to gatherthe evidence for prosecution. The loss prevention team will reach out to the police department if a fraud case is discovered. Detectives closed a retail theft allegation involving the theft of items valued at approximately $4,500. The items were allegedly taken as the result of an employee theft. Detectives reviewed video footage and information provided by the retailer, but neither was sufficient to support the theft allegation. The investigation was suspended without further action at this time. The CID completed its background investigation of an applicant for the position of Police Reserve. The report will be forwarded to the Office of the Chief of Police for review and final determination. The CID conducted a neighborhood survey for an applicant to the position of Police Officer. This type of neighborhood check allows detectives to interact with the applicant's neighbors and gain a better perspective of personal characteristics. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 14 01 11 00 00 01 113 Remarks Marine Patrol: This week marine patrol officers conducted daily patrols of the residential waterways, ocean and sandbar areas and issued multiple warnings. Beach Safety Detail Activity: The BSO reported a high number of beach goers throughoutthe weekend and a high volume of people on the hardpack. The BSO encountered two individuals walking their dog on the jogging path and were directed to the designated areas where dogs are allowed. The BSO assessed the beach due to recent adverse weather conditions and contacted public works regarding several metal rebar wires on the shoreline directly behind 10185 Collins Avenue (The Plaza) and members were mobilized to remove the hazard. The BSO made contact with St. Regis beach staff regarding the placement of beach chairs. The beach supervisory staff was once again reminded that ample space must be left for emergency vehicles to travel north and south on the beach without obstruction. The beach chairs were moved and this was no longer an issue for the remainder of the weekend. The BSO encountered one individual commercially filming on the jetty without a permit. The individual was presented with a copy of Bal Harbour Village Ordinance 2022-644 and was issued a written warning by Code Enforcement. This weekend the BSO encountered one dog on the beach and the dog was removed upon request. While patrolling the beach, the BSO responded to Collins Avenue after information was received via Miami Dade Police about a public transit bus with an "Emergency on board, Call Police" displayed on the destination panels. The BSO located the bus and was advised the message was triggered accidentally. Summary of Noteworthy Calls for Service 11/10/2022 Disturbance 9700 Collins Ave Two couples visiting a restaurant at the Bal Harbour Shops were involved in a verbal altercation. Apparently, a person from one couple had been involved in a prior relationship with a person from the second couple, thus sparking the dispute. Officers responded to the scene and restored order without further incident. Both couples left the premises peacefully. 11 /10/2022 Neighbor Dispute 1 10200 Block of Collins Avenue Officers responded to a beachside condominium regarding an ongoing neighbor dispute over loud noise. The parties are known to the police department since they often call to complain on one another. Officers resolved the issue without further incident. 11/12/2022 Retail Theft 9700 Collins Avenue A retailer at the Bal Harbour Shops reported a theft of merchandise by several suspects. The incident was captured on video, but loss prevention personnel did not make an apprehension. The suspects left the area prior to the store notifying the police. The case will be reviewed by the detective bureau. 11 /13/2022 Simple Battery Arrest 1 9700 Block of Collins Avenue 1 Two women were involved in a dispute at a bar inside a beachside hotel. One of the women grabbed the other's breast. Hotel personnel contacted the police who arrived while the suspect was still on the scene. The suspect was arrested for simr)le batterv. 11 /14/2022 Disturbance 1 9700 Block of Collins Avenue A female resident at a beachside condominium was involved in a verbal dispute with valet staff. The resident was upset because of previous damage to her vehicle by a valet driver. Officers responded and the incident was resolved without the need for further police action. 11 /16/2022 1 Marchman Act 1 9900 Block Collins Avenue A security officer discovered a homeless male sleeping in a vehicle. Bal Harbour police officers responded and discovered that the male was intoxicated. Officers initiated the Marchman Act and transoorted the male to a local hospital for treatment.
