Subject: Ball Harbour Police Department Weekly Report for the period of
November 18, 2022, through November 22, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
A beachside condominium along the 10200 Block of Collins Avenue commenced installation of a fence
without proper permitting. CEOs responded to the scene and issued the property a code violation
notice directing all work to stop until proper permits were obtained from the Building Department.
Code Enforcement Officers patrolling the gated community's construction sites discovered an
unsecured location on the 100 Block of Bal Bay Drive. CEOs issued the property owners a code violation
warning and notified the property manager of the discovery. CEOs conduct daily construction site
investigations to ensure all sites are properly secured at the end of each day.
Further patrols along Bal Bay Drive revealed a residence not properly maintained according to code.
Overgrown vegetation made the property unsightly. CEOs issued a code violation warning directing
the homeowners to mow and maintain the property's landscape.
Criminal Investigations
The Criminal Investigations Division (CID) is working with a retailer atthe Bal Harbour Shops investigating
a $15,000 fraud case. The suspect used a credit card belonging to a deceased person to obtain
merchandise. Detectives are reviewing the information provided by loss prevention personnel to
identify the suspect.
Detectives are reviewing video footage from a store in the Bal Harbour Shops for clues pertaining to the
identity of several suspects involved in a theft of cologne. While one suspect distracted the store
employee, others took bottles of cologne valued at about $3,000 and left the store.

Marine Patrol:
Evening marine patrol details were conducted on Friday and Saturday. During these details, marine
officers conducted thorough area checks behind Bal Harbour Village properties and also checked areas
such as the new Bal Harbour Park construction site and several other constructions sites along Bal Bay
Drive.
Officers also ensured boaters in the area were in compliance with noise ordinance regulations. Officers
also conducted frequent checks of the Bal Harbour Marina in order to ensure no unauthorized vessels
entered the area and provided constant high visibility/police presence along the Bal Bay Drive coastline.
In addition, officers responded to the area of the Haulover inlet regarding an individual on a paddle
board in distress. According to the information received, the paddleboarder was pulled out to sea and
was pleading for help. As officers arrived, a good Samaritan on a boat assisted the individual and they
were brought to safety.
Beach Safetv Detail Activitv: I
The BSO reported a low number of beach goers this weekend. The BSO followed up with St. Regis staff
regarding the placement of beach chairs and there were no issues this weekend. The BSO took part in
evening the marine patrol details.
Over the weekend, the BSO completed a Field Interview (FI) card on an individual he encountered on
the hardpack with an extensive criminal history and an active warrant out of Colorado. However, the
warrant was not extraditable from Florida. The BSO conducted fishing license checks and did not
encounter any violations this weekend.
The BSO encountered one dog on the beach behind 10201 Collins Avenue and the dog was removed
upon request.
Summary of Noteworthy Calls for Service
11/18/2022 1 Ordnance Investigation 1 9700 Collins Avenue
While on routine patrol, Bal Harbour officers discovered a work crew setting up on 96 Street to conduct
work at the Shops construction site. The crew supervisor was given notice of ordinance noise and work
hours guidelines. The crew shut down and left without having started any work.
11/19/2022 1 Ordinance Investigation 9601 Collins Avenue
While on routine patrol at 11 PM, Bal Harbour police officers discovered a window cleaning work crew
who had initiated two lane closures, one on Collins Avenue and one on 96 Street. The company did
not obtain a FDOT lane closure permit and they were advised to cease operations.
11/19/2022 1 Theft 1 9700 Collins Avenue
Balenciaga store associates told officers an unknown male entered the store and began perusing the
merchandise. The male then selected a piece of merchandise from the display rack, concealed it, and
the store without paying. The incident was captured on the in-store surveillance system and will be
forwarded to the Criminal Investigations Division for further follow-up.
11/19/2022 1 Marchman Act 1 9701 Collins Avenue
An intoxicated female was walking in traffic along the Collins Avenue corridor, the female is known to
frequent the Bal Harbour Shops. Due to her inebriated state, officers transported her to Aventura
Hospital fortreatment underthe Marchman Act.
11/20/2022 1 Inclement Weather Village Wide
The village experienced considerable adverse weather this week, officers monitored all roads and
closed the Jetty due to rough surf.
11/21/2022 Information Report 701 96 Street
Bal Harbour officers discovered two juveniles trespassing inside the park construction site. The
investigation revealed no signs of foul play. The juvenile's parents responded to the scene to pick them
up. No damages were reported.
