Code Enforcement Officers (CEOs) encountered a female visitor walking her dog along the beach and promptly intervened. The woman was informed of the Village's dog restrictions and she immediately removed the dog from the area. CEOs assisted patrol officers in enforcing the Village's commercial filming restrictions on the Jetty. After patrol officers discovered a webcaster filming on the Jetty, CEOs responded and issued the offender a code violation warning. The webcaster was provided with a copy of the ordinance and told of the commercial filming restrictions. CEOs patrolling the 100 Block of Camden Drive noticed two construction sites in need of maintenance. The perimeter fencing was not properly screened and a dumpster needed to be covered. CEOs met with the construction crews, identified the deficiencies, and directed the crew to comply with appearance standers. CEOs issued verbal warnings to each site and returned the following day to ensure the sites met code standards. While patrolling the 100 Block of Bal Cross Drive, CEOs discovered a third construction site requiring maintenance to its perimeter screen. CEOs issued a code violation warning and directed the site managers and property owners to repair/replace the screen to remain within code standards. Criminal Investigations The Criminal Investigations Division conducted neighborhood interviews for an applicant to the position of Police Officer. These neighborhood checks are part of an extensive background investigation aimed at ensuring qualified candidates are selected for positions as police officers. In this part of the investigation, detectives meet with neighbors to gather information about the behavior and character of police applicants. Detectives are working with a retailer atthe Bal Harbour Shopsto investigate a credit card fraud resulting in approximately $15,000 worth of losses. Detectives used information from the store and victim to develop a viable suspect. Detectives are in the process of positively identifying the suspect through photographic line-ups. Several retail theft cases occurring at the Bal Harbour Shops were assigned for investigation. Detectives are working with loss prevention personnel at the affected store to obtain video evidence of the thefts in an attempt to identify the suspects involved. Retail theft cases continue to be of special challenge since manv offenders continue to cover facial features with ā¯‘rotective masks. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 20 01 17 00 00 00 152 Remarks Marine Patrol: Marine Patrol conducted night time Marine Patrol details. During these details, officers encountered one vessel playing loud music directly behind 202 Bal Bay Drive. When requested to lower the music, the boat captain left the area. Officers conducted multiple vessels stops for violating speed zones and vessel equipment violations (i.e., No navigation lights). Officers conducted frequent checks of the construction sites, homes, vacant lots and the Bal Harbour Park along Bal Bay Drive. In addition, officers also conducted area checks of the Jetty and the Bal Harbour coastline on the Atlantic Ocean side. Sunday, Marine Patrol responded to a reported overturned vessel south of the 79 Street Bridge, east of Pelican Harbour in North Bay Village. A thorough area canvas was conducted and the overturned vessel was located. A long time, partially sunken, derelict vessel may have been cause for the radio call. Marine Patrol conducted a night watch detail. During this detail, Marine Patrol encountered four vessels playing loud music. All four vessels compiled and lowered the music. Monday and Tuesday Marine Patrol conducted road patrol and court (RI-Q. Wednesday, Marine Patrol conducted four vessels stops for violating speed zones and vessel equipment violations. Marine Patrol conducted several area checks, Bal Harbour sea wall, jetty and beach without incidents. Beach Safety Detail Activity: This weekend the BSO encountered a male in a wheel chair carrying professional style filming equipment on the jetty. When approached by the BSO, the male disclosed that he has a popular YouTube channel called "Miami Yacht Hub", but denied being a commercial business and making money for his videos. Upon walking away from the encounter, the BSO noticed that the individual walked over to a known Tik Tok live streamer and it was discovered that both are working are currently working together. The BSO encountered a second individual the following day and this person left the area when they were advised of the commercial film ordinance. The BSO conducted frequent area checks of the 100' Block of 96th Street, specifically the area behind the Majestic as there was a marriage proposal taking place on the beach. The BSO reported a high number of beach goers throughoutthe weekend and increased number of people walking on the beach path. While on patrol, the BSO responded to a domestic battery call inside the gated community and responded to an injured cyclist, that lost control of his bicycle and fell on the Haulover bridge. The BSO conducted fishing license checks over the weekend and did not encounter any violations. The BSO conducted traffic enforcement and also conducted night time Marine Patrol details on the boat. Summary of Noteworthy Calls for Service 11/23/2022 Deceased Person 10100 Block Collins Avenue Bal Harbour officers responded to a deceased person at a condominium unit. The victim was a contractor and apparently passed away from chronic health issues. Miami Dade County Police Detectives were notified. 11 /23/2022 1 Assist Other Agency 1 9500 Block Beachside Bal Harbour police officers assisted the Town of Surfside police in conducting an area canvass for a subject wanted in connection with a simple battery. 11 /23/2022 Assist Other Agency 100 Block of 96 Street Bal Harbour police officers assisted the Town of Surfside police after they received a call of a man with a gun on the hardpack. Bal Harbour officer located a male with a toy water gun filming a TikTok video. No foul play discovered. 11/25/2022 Possible Hazardous Park Drive Area Condition An anonymous concerned person notified police after observing heavy smoke in the area. No fire was located; however, officers did locate a BBQ gathering at a residence which turned out to be the source of the smoke. 11/25/2022 Sick or Injured Person 9700 Collins Avenue Bal Harbour Police and Miami Dade Fire Rescue units were dispatched to a man choking at Makoto's. Upon arriving our officers provided aid to an elderly male who was not choking but experiencing a medical episode. The male was trans orted to a local hospital for further treatment. 11 /26/2022 Locate & Notify I 10155 Collins Avenue Collier County Sheriff's Office requested our officers to notify a resident that their stolen vehicle was recovered within their jurisdiction. The vehicle had been at a car dealership in Miami Dade County's jurisdiction when it was stolen. The resident was unaware the vehicle had been stolen. Bal Harbour officers notified the resident of the vehicle recovery and provided him with the appropriate contact information in order to retrieve the vehicle. 11/26/2022 1 Domestic Battery IGated Community Officers responded to a report of a domestic disturbance occurring at a residence. Upon arriving, officers separated the husband and wife to conduct their investigation. During the course of the investigation, it was discovered the wife battered the husband which resulted in injuries to his face and body. The wife was p.laced under arrest and transported to jail without further incident. 11/28/2022 1 Arrest 9700 Collins Avenue Officers responded to the Neiman Marcus loss prevention office where an individual was being detained for theft. The female suspect was observed selecting merchandise from the display, concealing the merchandise and proceeding to exit the store without paying. The female was placed under arrest and transported to jail without further incident. 11/29/2022 1 Fraud 1 9700 Collins Avenue The victim told officers his vehicle was burglarized and the contents removed, the in Broward County. The victim then received notification from his creditors that purchase attempts were being made using his stolen credit cards at Saks Fifth Avenue. The transactions were denied and the subject(s) left the area. The Criminal Investigations Division will follow-up with Broward Sheriff's Office to determine the next course of investigative action. 12/01/2022 Theft 9700 Collins Avenue Three individuals cut the security tags from three purses and fled without paying. Witnesses observed the trio leaving in a vehicle and provided a tag. The case has been assigned to the Criminal Investigations Division for follow up.
