PRESENT: Mayor Dan Gubler, Council President Rob Geray, Council Member John Price, Council Member Michael Thompson, Council Member Kathy McNamara, City Attorney Andrew Rawlings, Public Works Director Zech Prouse, Chief of Police Karl Bowcutt, City Clerk Shara Roberts, and City Clerk Keri West. ABSENT: None. VISITORS: None. ITEMS OF BUSINESS: Discussion of Targhee Regional Transportation Authority (TRPTA): Funding Request: Mayor Gubler explained this funding request was presented during the previous City Council meeting. Council President Geray expressed due to the lack of use by Iona residents, he does not feel it's worth funding at this time. Mayor Gubler entertained a motion. Council President Geray moved to not provide financial funding support for TRPTA at this time. Council Member Thompson seconded the motion. All in favor, motion carried. Mayor Gubler directed Clerk West to follow up with email correspondence regarding the Council's decision. Discussion of City of Idaho Falls Animal Shelter Increase: Mayor Gubler explained this was discussed during the previous City Council meeting and inquired if Treasurer Sullivan had an opportunity to follow up with Attorney Rawlings. Council President Geray inquired if they were able to confirm a contractual agreement with the City of Idaho Falls. If not, he recommended Attorney Rawlings draft a letter directing them to Bonneville County with whom we have a contract. Attorney Rawlings confirmed the City does not have a contract with the City of Idaho Falls. However, there could be the potential for the City of Idaho Falls to argue there is an implied contract benefit through the contract with Bonneville County. Chief Bowcutt reported he contacted Bonneville County to seek clarification on whether the shelter is inclusive of the contract. They stated they would get back to him. In closing, Mayor Gubler stated we need more information from Bonneville County regarding the scope of services of our contract, prior to any correspondence with the City of Idaho Falls. Discussion of Fiscal Year 2019 Preliminary Budget: Mayor Gubler asked if everyone had a chance to review the information presented by Treasurer Sullivan from last month. 1 Chief Bowcutt presented the possibility of hiring a third part-time officer, at 19 hours per week which would not require paying insurance and benefits. If approved, he discussed rehiring Officer Dustin Mathie, who has experience with the City. Chief Bowcutt stated the cost of hiring this officer would be $19,760 in wages, and $3200 in payroll taxes. Council President Geray expressed concern this was not discussed earlier, as approval would need to be obtained prior to final budget. He recommended adding it to the agenda as a separate action item for our next City Council Meeting. Chief Bowcutt indicated police grants would be increasing and felt $9,500 would be a plausible number for police grants. In closing, the Council discussed taking .5% on property taxes and would make official approval of the preliminary budget in the City Council Meeting.
