CEOs patrolling the gated community discovered a driveway construction occurring at a residence on the 100 Block of Park Drive. The contractor did not have a valid permit. CEOs contacted the Building Department and issued a stop work order. The property owner received a code violation notice and was instructed to immediately contact the Building Department for proper permits before continuing the work. While patrolling the area of Bal Cross Drive, CEOs noticed a construction site was not complying with regulations pertaining to dumpsters. CEOs monitored the site and discovered the dumpster was not being properly covered at the end of each workday. CEOs issued the homeowner a code violation warning and instructed the contractor to properly cover the dumpster as required by ordinance. Code Officers continue to monitor the beach areas for violation of dog restrictions. Three individuals were stopped during the week. One claimed the dog was a service animal; the other two made no such claim. Both were informed of Village ordinances, and all voluntarily removed the dogs from the restricted areas. Criminal Investigations The Criminal Investigation Division (CID) is investigating a theft of clothing from a retailer at the Bal Harbour Shops. The suspect was not on the scene when police arrived. A request was made for any available video that may be reviewed for potential leads. Investigators from the Navy Federal Credit Union contacted the CID for assistance in a potential fraud case. A suspect used the identity of a Texas resident to open a credit card account then used the account to purchase items at the Bal Harbour Shops. Investigators are gathering the necessary information to assist the credit union in the investigation. A credit card fraud case was assigned for investigation. The victim is a resident of Coral Springs, FL, where his wallet was stolen. His credit cards were later used at two different locations at the Bal Harbour Shops for approximately $3,000 in charges. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 04 01 03 00 00 00 48 Remarks Marine Patrol: On Friday, Marine Patrol assisted with a traffic backup, due to the Broad Causeway Bridge being stuck open. Sunday, Marine Patrol conducted beach patrol until 1700hrs. Marine Patrol Officer responded to a loud music complaint from 202 Bal Bay Drive on the I.C.W. A Night Watch detail was conducted and during this detail, marine patrol encountered five vessels playing loud music. All five vessels compiled and lowered the music. - - - - - ---- -- ----- - - -- - - - ---- ----------- Marine Patrol also conducted four vessels stops for violating speed zones. Marine Patrol conducted several area checks, Bal Harbour sea wall, jetty and beach without any incidents. Beach Safety Detail Activity: The BSO was off all week due to pre -scheduled training. Marine Patrol officers, code enforcement and patrol personnel conducted jetty, beach and hardpack checks daily. One dog on the beach. The owner was given a verbal warning and the dog was immediately removed. Summary of Noteworthy Calls for Service 12/09/2022 Recovery Stolen Vehicle 1 9900 Block of Collins Avenue Officers were conducting traffic enforcement utilizing the LPR system. An alert of a stolen vehicle was received, officers located the vehicle and initiated a felony traffic stop. The driver was taken into custody and transported to jail. 12/09/2022 1 Traffic Congestion I Collins Avenue and on 96th Street The Broad Causeway Bridge in Bay Harbor Islands malfunctioned and stuck in the raised position. Traffic backed up affecting all surrounding jurisdictions. Bal Harbour officers were posted at all intersections and managed traffic for nearly three hours until the bridge was repaired and traffic flow returned to normal. 12/09/2022 Suspicious Person 1 10100 Block of Collins Avenue Bal Harbour officers were dispatched to a female down on the grass in front of a condominium. Upon arrival, officers called for Miami -Dade Fire Rescue as a precaution, however the female refused assistance, boarded a transit bus and continued on herjourney. 1 12/09/2022 1 Suspicious Persons 1 291 Bal Bav Drive Bal Harbour officers were summoned regarding two males at the front door of the Beach Haus Hotel. The hotel wing had no available attendants and requested we check the area. Once on the scene, officers conducted an extensive area check, however, the males were not located. No foul play suspected. 12/09/2022 Homeless Male 9700 Block of Collins Avenue While conducting a beach check, a homeless male was located sleeping on the St. Regis beach chairs. A history check revealed no wants or warrants for the individual. Bal Harbour officers offered the male assistance in relocating to a homeless shelter but he refused. Officers provided contact information for the Miami Dade County Homeless Assistance Trust. The male left the area of the beach. 12/10/2022 1 Recovery Stolen Vehicle 10200 Block of Collins Avenue Officers were conducting traffic enforcement utilizing the LPR system. An alert of a stolen vehicle was received, officers located the vehicle and initiated a felony trafficstop. The driver was taken into custody and transported to jail. 12/10/2022 Traffic Enforcement Detail Village Wide A Bal Harbour officers performed enhanced directed traffic enforcement and education Village Wide. The efforts resulted in a total of 33 citations and 17 warnings being issued. 12/10/2022 Hit and Run Crash Founders Circle A concerned citizen notified a Bal Harbour officer of a Hit and Run crash at Founders Circle. The crash damaged a light pole and a MOT crosswalk sign. Public Works was notified and responded to secure the site. 12/12/2022 1 Theft 1 9700 Collins Avenue The reporter, a construction worker, told officers he left his toolbox on the top level of the parking garage overnight. Upon his return the toolbox had been opened and the contents were missing. Officer canvassed the area for cameras; however, no cameras captured the incident location. This case has been forwarded to the Criminal Investigations Division for further follow-up. 12/12/2022 1 Intoxicated Person 10100 Block of Collins Avenue Bal Harbour officers were summoned to the Plaza Condominium regarding an intoxicated male. Once on the scene, officers discovered the male was lost and was actually a guest at the Ritz -Carlton. Officers transported the male to the Ritz and reunited him with his acquaintances. The male was not disorderly and did not commit a violation of law. 12/13/2022 Domestic Disturbance 1 10275 Collins Avenue Bal Harbour officers responded to a disturbance involving a child with autism. The child became upset after the parents took away an electronic device from him. Officers spoke to all parties involved and restored order to the family. The extensive training that Bal Harbour police officers have received in how to interact with autistic persons was instrumental in a positive and successful intervention in this case. 12/14/2022 1 Domestic Disturbance 10275 Collins Avenue Bal Harbour officers responded to a domestic disturbance between spouses. The investigation revealed that no violence or crime had been committed. Officers counseled both parties and directed them to seek tarotaer lecial channels and remedies. 12/15/2022 -- -- -- ----- ---------- - - --- -- --- - Ordinance Investigation - - --- - 190-Bal Four Drive -------- ------ While on routine patrol, a Bal Harbour officer discovered construction work being performed after hours. The work was immediately terminated and a report will be forwarded to our code enforcement unit for follow un. 12/16/2022 I Domestic Violence Arrest I 10200_Block of Collins Avenue A Bal Harbour officer on patrol heard a female yelling for help from a passing vehicle. The officer initiated a stop of the vehicle to investigate. The investigation revealed the driver of the vehicle was being battered by her current mother-in-law. The mother-in-law was arrested for misdemeanor domesticbatteryand transported to jail. Completed by: Raleigh Flowers, Jr., Chief of Police Date: December 16, 2022 "I'
