Code Enforcement Officers patrolling the gated community issued a code violation warning to a construction site on the 100 Block of Camden Drive. The recent removal of hedges left the site exposed and its bathroom facilities exposed. CEOs directed the site to properly shield its port -a - potty structures with proper shielding. The same site was issued a secondary warning for not ceasing work after allowed hours. CEOs issued the warning after patrol officers found the site operating after the permitted hours. The homeowner was instructed to remind all contractors to cease operations at the appropriate time. CEOs issued a code violation warning to a construction site on the 100 Block of Balfour Drive for operating after the allowed times. The homeowner and contractor were reminded to stop all work at the appropriate times. The Code Enforcement Unit and Building Department Official visited a beachside condominium undergoing repairs after receiving complaints of excessive dust from the construction process. The Building Official suggested dust mitigation techniques which are approved bythe building codes. CEOs issued the property a code violation warning directing them to comply with the instructions from the Building Department. The appearance of the Village is important to the residents and directly affects the quality of life. CEOs patrolling the gated community noticed two properties with overgrown lawns that did not meet code standards. The first property was located on the 200 Block of Bal Cross Drive, and the second property on the 100 Block of Biscay Drive. The respective property owners received code violation warnings directing them to return the property to proper appearance standards. Criminal Investigations Detectives met with prosecuting attorneys during a pre -filing conference to discuss the particulars of an auto theft case that occurred at a seaside hotel earlier this month. Detectives presented all pertinent evidence so the case can proceed through the court system. The Criminal Investigations Division (CID) continues to work with the Navy Federal Credit Unit (NFCU) on an investigation pertaining to fraud at a retailer in the Bal Harbour Shops. Persons yet unknown obtained a credit card from NFCU using fraudulent information and charged over $3,000.00. Detectives are working with the affected store in an effort to identify the suspect. The CID completed the background investigations of two applicants for positions within Bal Harbour Village. Background investigations help Village administrators determine if future employees meet Bal Harbour employment requirements. Detectives worked with the Village IT Department and Miami-Dade's IT Department to restore connections with two important criminal justice databases. The CID uses a variety of databases for research about possible suspects. Access to arrest affidavits and mugshots are vital to police investigations. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 06 00 04 00 01F 01 49 Remarks Marine Patrol: Marine Patrol officers continued their patrols of the waterways and Haulover inlet. Inspections were conducted of the Bal Harbour seawall for graffiti and the bay area for maritime compliance. Marine Patrol responded approximately one -mile east of the Haulover Inletto assistthe U.S. Coast Guard and U.S. Customs Border Protection, who stopped a vessel suspected of being involved in a migrant smuggling operation. Beach Safety Detail Activity: BSO was out on leave Friday thru Sunday, patrol and code enforcement officers conducted Jetty, Beach and hardpack checks throughout the weekend. The BSO encountered several dogs on the beach. All dogs were removed upon request. The BSO encountered several vehicles at the 100th block of 96th Street and the vehicles were moved from the area upon request. The BSO conducted traffic enforcement along Collins Avenue and conducted frequent area checks of the jetty and beach to include the hardpack and jogging path. 12/16/2022 Summary of Noteworthy Calls for Service Theft 9700 Collins Avenue Saks Fifth Avenue store associates told officers two males entered the store and began perusing the clothing section. The two males each retrieved some merchandise and ran out of the fire exit stairwell. The incident was captured on in-store surveillance cameras. This case has been forwarded to the Criminal Investigations Division for further follow-up. 12/16/2022 1 Traffic Crash I 9600 Block Collins Avenue The driver of a vehicle traveling northbound lost control and struck a tree belonging to the Majestic Condo. The driver sustained injuries and was transported to an area hospital by Miami -Dade Fire Rescue. Majestic management was notified. Bal Harbour public works also notified regarding the damage to the sod on the swale area. 12/17/2022 Follow Up 1 9700 Collins Avenue Sak's loss prevention personnel requested police after observing the subject of a previous theft back in the store. The subject fled prior to the officers arriving. An extensive area canvass was conducted; however, the individual was not located. 1 12/17/2022 1 Battery 1 9700 Collins Avenue I The reporter told officers he was struck from behind by the Goyard security guard. During the course of the investigation, it was discovered the reporter shoved the security out of frustration and the guard instinctively pushed back. The reporter appeared to be intoxicated and displayed slurred speech during his encounter with police. A primary aggressor was not able to be determined, no injuries occurred and both parties were referred to the State Attorne 's Office for direct filin of any charges. 12/18/2022 ' Battery 1 10200 Block of Collins Avenue The reporter, a taxi cab driver, told officers he picked up a male and female to transport to Sunny Isles Beach. During the transport, the driver and male began arguing at which point the male passenger struck the driver. The driver stopped the vehicle and the male and female exited the vehicle, they were picked up shortly after by another vehicle and left the scene. Officers checked the fare destination location for the passengers; however, the subject was not located. This case has been forwarded to the Criminal Investigations Division for follow-up. 12/18/2022 1 Arrest 1 9700 Collins Avenue Saks Fifth Avenue loss prevention associates observed, on in-store surveillance cameras, a male concealing merchandise and exiting the store without paying. Store associates detained the male until officers arrived. The male was placed under arrest and transported to jail without further incident. 12/18/2022 Assist Other Agency I Haulover Marina Fuel Docks Indian Creek Village Marine patrol officers observed a suspicious male on a skiff on the Indian Creek Canal. The vessel had no navigational lights and the operator actions were suspicious in nature. After initiating a stop, the vessel was escorted to Haulover Marina and Bal Harbour police officers responded to assist ICVPD. The investigation revealed that the operator had an extensive criminal history and was out on bond. Bal Harbour investigators disseminated a Situational Awareness Briefing email and an information flyer to the area agencies. 12/18/2022 1 Traffic Issues I Village Wide Bal Harbour Village experienced heavy traffic congestion due to World Cup Soccer celebrations after Argentina won the final match. In addition, the Menorah vehicle parade was held as well. Officers from the Surf-Bal-Bay were involved in traffic management until traffic pattern return to normal. 12/19/2022 1 Theft 1 9700 Collins Avenue Store associates from "Marni" told officers an unknown person entered the store and selected two shirts from the display rack. The person then fled the store without paying, Bal Harbour Shops security witnessed the subject flee the property in a black sedan. This case has been forwarded to the Criminal Investigations Division for further follow-up. 12/20/2022 Trespass Warning 1 9700 Collins Avenue Sak's loss prevention observed three individuals concealing merchandise, however the individuals left the property behind when they realized they were being watched by security. Store and Shops security personnel administered trespass warning to the three individuals involved. 12/20/2022 _ Fraud 1 9700 Collins Avenue The reporter told officer she and her husband dined at the Makoto restaurant; at the end of the meal, she inadvertently left her purse in the restaurant. The next day an unknown Makoto employee went to her residence and returned the purse. The reporter was then notified by her bankthat online purchases had been made utilizing her debit card. The transactions were unauthorized and they were cancelled. This case has been forwarded to the Criminal Investigations Division for further follow-up.
