Subject: Ball Harbour Police Department Weekly Report for the period of
December 23, 2022, through December 29, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Summary of Activities and Event
Code Enforcement
Code Enforcement Officers (CEOs) patrolling the gated community noticed an unsightly construction
site on the 100 Block of Bal Cross Drive. The dumpster was not properly covered and the debris was
evident on the ground. CEOs issued the property owners a code violation waning and instructed the
contractor to restore the site to code compliance.
During morning inspections of the construction sites, CEOs discovered a site on Bal Bay Drive was left
unsecured. The open gates allowed easy access to the site. CEOs issued the property owners a code
violation warning and directed them to ensure the site was secured each night. CEOs also requested
the contractor clean the street of debris to stay compliant with NPDES protocols.
A construction site on the 10200 Block of Collins Avenue had unauthorized signage on its fence. CEOs
directed the contractor to remove signage not permitted by code and issued a code violation warning.
The Code Enforcement Unit assisted the Patrol Division at the Movies on the Beach event. CEOs helped
with site supervision and vehicle escorts.
CEOs patrolling the beach areas met with beach supervisors at a beachside hotel in reference to dogs
and single use plastics. The beach supervisor was reminded to assist in preventing guests from violating
dog and plastics restrictions.
Criminal Investigations
The Criminal Investigations Division (CID)was impacted bythe illness of Detective Gonzalez. Patrol cases
were reviewed and assigned for future investigations.
The CID assisted the Patrol Division at the Movies at the Beach event. CID personnel assisted with the
coordination of the events, site security, and vendor escorts.

Remarks
Marine Patrol:
Friday; Marine Patrol assisted Miami -Dade Fire Training Personnel with mock water rescue training
inside the Haulover Inlet. Marine Patrol provided security for ocean rescue swimmers and alerted
approaching boaters of the rescue scenarios.
Marine Patrol conducted oceanside and bay side visibility patrols.
Beach Safety Detail Activity:
This weekend the BSO reported cold weather and low number of beach goers.
Only two dogs were encountered on the beach and one person walking their dog on the jogging path.
Dogs were removed upon request.
The BSO met with all beach attendants and reminded them that beach chairs must be properly secured,
by chain and lock, at the end of each day. Most beach attendants stated they already do this and those
who don't stated they would be in compliance as soon as possible. Beach attendants were asked to be
in compliance with this request by Sunday.
On Sunday and Monday, the only buildings not securing beach chairs with chain and lock were The St.
Regis, Tiffany and The Plaza. Due to cold weather conditions, beach employees were not
working/available, so the BSO will follow-up with these buildings this Friday.
Summary of Noteworthy Calls for Service
12/23/2022 Theft 9700 Collins Avenue
The reporter, store manager of Bottega Veneta, told officers an unknown male entered the store and
retrieved merchandise from the display. The male then concealed the merchandise and exited the
store without paying. This case has been forwarded to the Criminal Investigations Division for further
-follow-up.
12/23/2022 1 Theft 1 9700 Collins Avenue
The reporter, store associate of INTERMIX, told officers an unknown male entered the store and
retrieved merchandise from the display. The male then concealed the item and exited the store without
paying. This case has been forwarded to the Criminal Investigations Division for further follow-u .
12/26/2022 1 Fraud 1 10185 Collins Avenue
The reporter told officers that his checkbook had been stolen from his briefcase days prior to reporting
the incident. He then contacted his bank to notify them and discovered several thousands of dollars in
checks had been cashed, the bank placed a "fraud" alert on the account and provided a copy of the
check. This case has been forwarded to the Criminal Investigations Division for further follow-up.
12/27/2022 1 Disturbance 1 9700 Collins Avenue
Bal Harbour Shops security requested officer assistance with a parking dispute. The driver of the vehicle
told officers he already paid for parking, however, the gate arm would not open and refused to pay
again. Security explained to officers on scene that the driver has made the same claim multiple times
and caused a disturbance each time. The driver was issued a trespass warning and left the property
without incident.
12/28/2022 1 Retail Theft 1 9700 Collins Avenue
A customer arrived at a store in the Bal Harbour Shops to pick up merchandise purchased by mail.
When the sales clerk attempted the credit charge, the sale was denied. Upon seeing his credit card
was rejected, the customer fled the store with approximately $3,500 worth of merchandise.
12/28/2022 j Theft from Vehicle 1 9700 Collins Avenue
A shopper at the Bal Harbour Shops left her purchases on the front seat of her unlocked vehicle. When
she returned, the bags were on the ground at the rear of her vehicle, empty. It appears as if the suspect
took the bags out of the victim's car and left the empty bags behind.
